Minute No 381_ 1k Washington County Commissioners Washington, PA, January 16, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Lou Lignelli, Director of Administration; John Yoney, Alice Syrek, Claudia Hargrove, Helen Tomsic and Carol Rossi of the Treasurer's Office; Dave Suski, JTPA Director; Bill Prentice, Property and Supplies; Duane Kavka, Director of Human Services; Roland Bourke and Bob Umstead of the Redevelopment Authority; Representative Tony Colaizzo; Jimmy H. Smith, International Executive Board, UMWA District ##5; Paul Lemmon, Secretary -Treasurer, UMWA District ##5; Floyd Laubham, Planning Commission; Cathy Caldwell, WKEG; Colleen Gentilcore, Herald Standard; Joe Smydo, Pittsburgh Press; Jon Stevens, Observer - Reporter; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 378. written. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving Minute No. 378 as Roll call vote taken: Mr. Ford - Abstained; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried. (NOTE: Commissioner Ford abstained due to the fact that he was not a Board member at the time of the December 30th meeting.) Chairman Mascara entertained a motion to approve Minute No. 379. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 379 as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara noted that approval of Minute No. 380 would be held in abeyance. SPECIAL ORDER OF BUSINESS The Commissioners presented a Certificate of Appreciation to Alice Syrek, Deputy Treasurer, for her 38 years of employment with the County. She will be retiring as of January 17th. The Commissioners announced that a $100,000 Community Economic Recovery Program (CERP) Grant has been awarded to the Redevelopment Authority by the Pennsylvania Department of Commerce. The CERP funds will be used by the Authority to develop an economic recovery strategy for the County's faltering coal mining industry and will assist in maintaining existing mine employment and hopefully creating new jobs at mines which have been closed. PALUSO, COMMISSIONERS 1. the cost to continue operations at the Eighty -Four complex and its potential profitability; 2. the cost to reopen the Marianna, Mathies and Vesta Mines and the LaBelle coal processing facility and their potential profitability; 3. identify potential sources of Federal and/or State funding to assist in maintaining existing operations and reopening closed facilities; 4. assist in identifying potential purchasers/operators for the above facilities, who will maintain existing employment and reestablish jobs at the closed facilities. Jimmy Smith and Paul Lemmon of the UMWA District #5 expressed their appreciation to the Commissioners, Governor Casey, Senator Stout and Representative Colaizzo for their efforts in procuring this grant. (The meeting recessed briefly for the purpose of taking pictures.) OLD BUSINESS Solicitor Bassi recommended that the bids for Election Supplies be awarded to the following vendors for the per unit costs submitted in their bid proposals: Badzik Printing Service, Inc., Donora, PA Business Records Corporation, Syracuse, NY Moore Business Forms, Pittsburgh, PA William Penn Printing Company, Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above, these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Linen Supplies be awarded to the following vendors for the per unit costs submitted in their bid proposals: Charm -Tex, Brooklyn, NY Liberty Textile, Cleveland, OH Standard Textile, Pittsburgh, PA Universal Textile & Supply Company, Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above, these being the lowest responsible bids received in accordance with specifications. REMARKS: It was noted that all items except for the thermal spreads have been awarded to the lowest bidder. The two lowest bidders on the thermal spreads did not meet the specifications. Solicitor Bassi recommended that the bid for Laundry Supplies be awarded to Jack Frye Sales & Service of Clairton, Pennsylvania, in the amount of $26,847.20. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above, this being the lowest bid received in accordance with specifications; and authorizing the Chief Clerk to readvertise for a portion of this bid due to the fact that there as an error in the quantity. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the following provider agreements in connection with the LMA Day Care Program for FY91/92: 1. Rompers N' Stompers of Washington 2. Virginia Salsberry of Washington 3. Vanessa DiMarzio of Ellsworth Moved by Mr. Ford, seconded by Mr. Petrosky, approving the provider agreements as per above. Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement between the Southwestern Pennsylvania Area Agency on Aging and the Washington County Aging Services for FY91/92 in the total amount of $1,611,727. The AAA's share will be a maximum of $872,758 and the County's share will be a maximum of $738,969 which includes indirect costs and in -kind funding and an actual cash share of $207,380. above. Chief Clerk presented to the Board for their consideration and approval a revised Grant Agreement in the amount of $598,984.00 with the Pennsylvania Department of Transportation for the Shared -Ride Program for Senior Citizens for FY91/92. It was noted that in order to access the limited funds currently available in the Shared -Ride Program executive authorization, it is necessary to execute this revised Grant Agreement which reflects a seven -month funding estimate. As additional funding is authorized, PennDOT will then amend this grant agreement by letter amendment to reflect full FY91/92 funding in the amount of $1,036,000. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the revised Grant Agreement as per above and authorizing the Chairman of the Board to so execute and the Chief Clerk to attest the same. Chief Clerk presented to the Board for their consideration and approval a Right -of -Way Agreement with West Penn Power Company relative to the relocation of transformers located on Beau and Franklin Streets in the City of Washington which is necessary to accommodate the construction of the new maintenance and garage facility. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Right -of -Way Agreement as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a request to enter into or modify agreements with the following providers relative to the JTPA Program. These agreements will provide classroom training, on-the-job training and general equivalency degree instruction to sixty-four (64) additional participants. The total costs of these modifications is $201,601.00. The effective modification date will be January 16, 1992, unless otherwise noted. It was noted that the current contract is with Diskriter, Inc., which will expire on January 31, 1992. Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above; and also authorizing a month -to -month extension to the current contract with Diskriter, Inc., until inventory and bid specifications can be completed. (NOTE: Both of these vehicles will be bid for the Coroner's Office, but only one will be selected.) Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Policy on Voluntary Reduced Hours of Work as per above. REMARKS: The Commissioners noted that this program was first initiated last year in the Aging Services Department and that it worked well. They also noted that this is another cost -saving measure being taken in order to stay within the 1992 budget constraints. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval a request to renew the liability and hangarkeepers insurance at the Washington County Airport with William R. Hill Insurance, Inc., of Canonsburg, Pennsylvania, for calendar year 1992 at a total premium of $4,500.00. It was noted that this was a $600.00 reduction in the premium cost from the previous year.
