Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Bill Sember, Director of Planning; Terri Bartosh and Colleen Martos, Highway Safety Program; Coroner Warco; Dave Suski, JTPA Director; Janice Urban, Personnel Office; Kathleen Strotmeyer, American Academy of Pediatrics; Janet Miller and J.J. McKay, West Penn AAA Motor Club; Henrietta Shader, Centerville Clinic Car Seat Loaner Program; Christine Hyden and representatives of the Community Medical Center of Northwest Washington County; Edward Hank, Charleroi Police Chief; Harry Fruecht, Peters Township Police Chief; Lt. Roger Blythe, Washington Police; Glenn Altiero of the Public Defender's Office; Floyd Laubham, Planning Commission; Cathy Caldwell, WKEG; Colleen Gentilcore, Herald Standard; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Mike Namie, Deputy Controller; and Ron Caskey of Pitt Chemical. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 382. written. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 382 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara noted that approval of Minute No. 383 would be held in abeyance. SPECIAL ORDER OF BUSINESS Commissioner Mascara read a Proclamation declaring the week of February 9-15, 1992, as "CHILD PASSENGER SAFETY AWARENESS WEEK". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Terri Bartosh, Highway Safety Program Coordinator. The Commissioners also presented "Buckle Bears" to Charleroi Police Chief Edward Hank, Peters Township Police Chief Harry Fruecht and Washington Police Lieutenant Roger Blythe. The "Buckle Bears" will be distributed by police officers to motorists who have their children properly secured in child safety seats. Coroner Warco made some brief comments about the importance of seat belts and safety seats. PALUSO, COMMISSIONERS CORRESPONDENCE Chief Clerk made available to the news media News Releases relative to the following projects: 1. Donora Enterprise Zone Road Improvements Project 2. Roscoe Storm Sewer Improvements Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Resolution which sets the fee schedule for the review of subdivisions and land developments, effective March 1, 1992, in accordance with The Pennsylvania Municipalities Planning Code, Act 247, reenacted and amended by Act 170 of 1988. The proposed fee schedule is as follows: above. Residential Subdivisions, Land Developments and Nonresidential Subdivisions Property line shifts $20.00 1-2 lots or units $20.00 3-10 lots or units $20.00 + $10.00 for each lot over 2 11+ lots or units $60.00 + $ 5.00 for each lot over 2 Nonresidential Land Developments $25.00 + $5.00 for each 1,000 gross square feet not to exceed $1,500.00 Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal submitted by Bolin, Cywinski and Jackson of Pittsburgh, Pennsylvania, for the in the amount of $10,000.00 to perform a study of the Henry House located in Mingo Park. The cost of the study would be paid as follows: $4,500.00 - Department of Community Affairs Grant; $500.00 - Economic Development Council; and $5,000.00 - County's share. above. Moved by Mr. Ford, seconded by Mr. Petrosky, accepting the proposal as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Amendment to the Engineering Services Agreement with Neilan Engineers to provide engineering services on an as -needed basis. This Amendment provides for the annual retainer fee adjustment which adjusts the individual billing rates for the period of February 1, 1992 through January 31, 1993. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Amendment to the Agreement as per above. 312 MINUTE KOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA FRANK R. Chief Clerk presented to the Board for their consideration and approval Change Order No. 2 to the contract with Dick Enterprises for the Washington County Airport Project. This Change Order increases the total contract by $40,660.87 and is for the adjustment of final quantities for the project. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Change Order as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Children and Youth Provider Agreement with Florence Crittenton Services of Erie, Pennsylvania, for placement services of pregnant teens who exhibit serious, multiple behavioral problems. The contract amount will not exceed $25,000.00 for FY91/92. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Children and Youth Provider Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to approve the following items relative to the JTPA Program: 1. Submission of a proposal to the Bureau of Employment and Training Services for funds under the Title IIA 6* Hard to Serve Program. These funds would be targeted for programs with the Mon Valley Opportunities Industrialization Centers of America at the request of the State. The amount of the proposal is $45,000.00 and will serve seventeen (17) participants. The term of the agreement will be from January 1, 1992 through June 30, 1992. 2. Agreement with the Mon Valley OIC for the purpose of training seventeen (17) participants in classroom training. The amount of the contract is $38,020.00. The term of the agreement will be from February 7, 1992 through June 30, 1992. Moved by Mr. Petrosky, seconded by Mr. Ford, approving submission of the proposal and the agreement as per above. Chief Clerk presented to the Board for their consideration and approval a Resolution which establishes the rate of $11.00 per square foot for office space in the Courthouse Square Building, effective March 1, 1992. It was noted that these rates are the same as the 1991 rates and are based upon the amount of actual office space occupied, plus a pro -rated share of the common area in the building. I� 1 above. Chief Clerk presented to the Board for their consideration and approval two (2) Agreements with Cellular One for airtime for two (2) cellular phones. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Amendments to the Agreements with the following individuals for the provision of janitorial services for the respective District Justices' offices. The Amendments provide for rate increases, effective February 1, 1992. Ann Pozonsky - District Justice Pozonsky's office An increase from $60.00 to $105.00 per month. George Kelvington - District Justice Lilley's office An increase from $50.00 to $80.00 per month. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Amendments to the Agreements as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization for the County to submit an Application for a Legislative Grant Initiative through Senator J. Barry Stout's office on behalf of fourteen (14) fire companies in the County for a total of $28,000.00 ($2,000.00 per fire company). The funds would be used to help defray the purchase of defibrillators as part of the Life Pack Program. Senator Stout's office has requested the County to be the vehicle for one grant as opposed to the fourteen fire companies applying for individual grants. Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing submission of the Application as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval a recommendation to appoint the following two individuals to the Washington County Local Emergency Planning Committee (LEPC). Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with the Prison Guards Wage and Policy Unit. This Addendum reflects the arbitration award that was handed down in January which provides that employees covered under the agreement shall receive a $.35 per hour increase effective January 1, 1992, and also an increase in the uniform allowance to $350.00. above. Roger Metcalfe and Terry Yenko of the Budget Office and Sandra (Reimbursable) Galway of JTPA to attend a Financial Management Workshop in Warrendale, Pa., on February 19-21, 1992 (0) 2. David P. Suski and Cathy Fonagy of JTPA to attend the STEP Leader - (Reimbursable) ship Conference in Harrisburg, Pa., on February 27-28, 1992 (0) 3. Kathleen Miller of the Washington County Health Center to attend (Reimbursable) a seminar on "Strategies to Increase Your Medicaid Reimbursement" in Gibsonia, Pa., on February 21, 1992 (0) Optional Moved by Mr. Petrosky, seconded by Mr. Ford, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto.
