HomeMy WebLinkAboutCOMM - Meeting Minutes - 388 - 3-5-1992 - COMMISSIONERWashington County Commissioners Washington, PA, March 5, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Floyd Laubham, Planning Commission; Launa Haney, Conservation District; Nadene Gardner and Phyllis Hamilton, Co -Chairpersons of Agriculture Days; Ann Colbough, Green Thumb, Inc.; Mary Lynn Spilak, Director of Aging Services; Colleen Gentilcore, Herald Standard; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; and a representative of the Riverview Weekly. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 387. written. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 387 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Petrosky read a Proclamation declaring the week of March 8-14, 1992, as "AGRICULTURE WEEK". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Nadene Gardner and Phyllis Hamilton, Co -Chairpersons of Agriculture Days. Commissioner Ford read a Proclamation declaring the week of March 8-14, 1992, as "EMPLOY THE OLDER WORKER WEEK". Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Ann Colbough of Green Thumb, Inc. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Provider Agreements with Dottie Desmond of Washington, Pennsylvania, and Candy L. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Contract with Lutheran Youth and Family Services, Inc., relative to the Children and Youth Program. The Addendum reflects the rate adjustment of $34.00 per day for placement costs to $33.00 per hour for home based family therapy. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Contract as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Wilbur Staley of Granville, California Borough, whereby Mr. Staley grants the County a right-of-way over his property for work to be done in connection with the stream project (Pike Run Channel Maintenance). above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal submitted by L. W. Miller Roofing, Inc., of Washington, Pennsylvania, for roof repairs at the Courthouse (above the courtrooms). The cost would be $2,880.00 per roof. It is anticipated that a maximum of two roofs would be repaired. above. Moved by Mr. Ford, seconded by Mr. Petrosky, accepting the proposal as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Proclamation as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Contract with Don M. Cummins relative to repairs and installation of data and voice communications. The Addendum provides for an increase in the monthly compensation from $300.00 a month to $400.00 a month, effective April 1, 1992. above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval renewal of the County's property and liability insurance with McMahon, Kenneth & Associates, Inc., through Travelers Insurance. The premium for the renewal period of March 1, 1992 to March 1, 1993, would be $416,538.00. It was noted that this premium reflects a decrease of $12,465.00 from the previous year's premium; the deductible has been increased from $1,000.00 to $2,500.00. REMARKS: Commissioner Ford noted that the Board is in the process of obtaining a second quotation, which should be submitted within 90 days. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the insurance renewal as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Fee Schedule of the Louis N. Sollon Funeral Home of Canonsburg, Pennsylvania, for the transporting of bodies for the Coroner's Office at a charge of $150.00 per trip. per above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Fee Schedule as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval submission to the Federal Emergency Management Agency (FEMA) the Washington County Emergency Response Preparedness Assessment as mandated by Act 165, the Hazardous Materials Emergency Planning and Response Act of 1990. The Assessment designates the Washington County Hazardous Materials Team as the primary response agency for hazardous materials incidents. Moved by Mr. Petrosky, seconded by Mr. Ford, approving submission of the Washington County Emergency Response Preparedness Assessment as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ANNOUNCEMENTS The Commissioners announced that they have been informed that the Secretary of Transportation has allocated the sum of $586,000 under the terms of the Airport and Airway Improvement Act of 1982, as amended, for the work to be completed at the Washington County Airport consisting of (1) construction of an access road; (2) obstruction removal; and (3) construction of a maintenance building. SOLICITOR Solicitor Bassi recommended the Board approval's of an Agreement with Attorney Herman Bigi of Charleroi, Pennsylvania, for professional advice and legal consultation, including title searches for the departments of Tax Assessment and Tax Claim. Compensation would be at the rate of $75.00 per hour for advice and consultation and $160.00 for each title search. The total contract amount would not exceed $20,000.00. above.
