PALUSO, COMMISSIONERS Minute No. 395 Washington County Commissioners Washington, PA, April 23, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Controller Belcastro; Floyd Laubham, Planning Commission; Don Herrington, Shearson -Lehman Brothers; Attorney George Retos, Jr., Solicitor for the Washington County Industrial Development Authority; Roland Bourke, Executive Director, Redevelopment Authority; John Abraham, Administrator of the Crime Victim/Witness Assistance Program; Sandy Sabot, United Way; Catherine Sisson, Advisory Chairman for the Volunteer Resource Center; Colleen Gentilcore, Herald Standard; Jon Stevens, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 394. written. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 394 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving a Proposal for Redevelopment of Disposition Parcel No. 12 in the Southpointe Economic Development Project by Bailey Engineers, Inc., a Pennsylvania Corporation, and the form of the Redevelopment Contract with said developer. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Resolution. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Commissioner Ford read a Proclamation declaring the week of April 27 - May 2, 1992, as "Washington County Victims' Rights Week". Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the foregoing ,Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to John Abraham, Administrator of the Crime Victim/Witness Assistance Program. ,378 May 2, 1992, as "National Volunteer Week". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Sandy Sabot of United Way and Catherine Sisson, Advisory Chairman for the Volunteer Resource Center. It was noted that the County funds this particular program $15,000.00 from the Human Services Development Fund. (The meeting recessed briefly for pictures.) NEW BUSINESS Relative to the JTPA Program, Chief Clerk presented to the Board for their consideration and approval an Agreement with Skill Builders for the purpose of providing classroom training for ten participants. The contract amount would not exceed $19,850.00 and will run from April 24 through June 30, 1992. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal submitted by DePretis & Ware of Washington to perform the 1991 audit of the Retirement Fund in the amount of $1,950.00. Moved by Mr. Petrosky, seconded by Mr. Ford, accepting the proposal as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Stanley Magic Door, Inc., in the amount of $8,770.00 for the installation of Automatic Door Openers on the exterior doors of the Cherry Way entrance to the County Office Building. above. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the following: 1. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. Gail Abercrombie of Human Services to attend a workshop on (Reimbursable) Bi-County SAP Student Assistance Update" in Washington, Pa., on April 29, 1992 (0) 2. Judge Bell to attend the 55th Annual Conference of the National Council of Juvenile and Family Court Judges in Charleston, South Carolina, on July 12-15, 1992 (0) 3. Cathy Fonagy of JTPA to attend a LSO Training Conference for the (Reimbursable) STEP Program in Alexandria, Virginia, on May 5-8, 1992 (0) Optional Moved by Mr. Petrosky, seconded by Mr. Ford, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto. Chief Clerk presented to the Board for their consideration and approval the following travel request: (0) 1. Richard P. Brady, Director of Domestic Relations, and the new (Reimbursable) Director of Domestic Relations (if named at the time of the Conference) to attend the Annual DRS Directors' Conference in State College, Pa., on May 17-20, 1992 (0) Optional Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing travel request and authorizing payment of all necessary expenses related thereto. Roll call vote taken: Mr. Ford - No; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried. ANNOUNCEMENTS Chief Clerk announced that the County Offices would be closed on Tuesday, April 28th, for Election Day. (Coroner Warco entered the meeting.) Motion carried unanimously. At this time, the Board of Commissioners, in conjunction with the Washington County Industrial Development Authority, held a public hearing for the purpose of accepting public comments on a proposed bond issue of the Presbyterian Medical Center of Washington, Pennsylvania, Inc. The purpose of the bond issue is to issue Crossover Revenue Refunding Bonds, Series 1992, the proceeds of which will be loaned to the Presbyterian Medical Center of Washington, Pennsylvania, Inc., for the purpose of refunding the Issuer's $8,485,000, Series 1983 Revenue Bonds which were initially issued to finance the acquisition, construction and improvement of certain premises which consists of a 150-bed long term care and rehabilitation facility, and related facilities and expenses related thereto, located in North Franklin Township, Washington County, Pennsylvania. Attorney Retos explained that this is not an issuance of any new bonds, but that they are merely taking advantage of the favorable interest rates. There were no public comments concerning this proposed bond issue.
