Washington County Commissioners
Washington, PA, April 30, 1992
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Ford. Also being present:
Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Controller
Belcastro; Floyd Laubham, Planning Commission; Dave Suski, JTPA Director; Bill
Prentice, Property and Supplies; George Krcelich, Assistant Director of Human Services;
Roxanne Huss, Center for Independent Living; Lou Diehl, Open Doors for the Handicapped;
Shirley Reynard, Open Doors for the Handicapped; Don Angelone, Bureau of Vocational
Rehabilitation; Colleen Gentilcore, Herald Standard; Jon Stevens, Observer -Reporter;
and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:00 a.m. and entertained a motion to approve Minute No. 395.

Moved by Mr. Ford, seconded by Mr. Petrosky, approving Minute No. 395 as

Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation declaring the week of May 1-7, 1992,
as "Barrier Awareness Week".
Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Roxanne Huss of the Center
for Independent Living.
(The meeting recessed briefly for pictures.)
(Controller Belcastro entered the meeting.)
OLD BUSINESS
Solicitor Bassi recommended that the bids for Medical Supplies be awarded to
the following vendors for the per unit costs submitted in their bid proposals:
Paper Products Company, Inc., Pittsburgh, PA
Penn Medical, Inc., McMurray, PA
Stuart Medical, Inc., Greensburg, PA
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above;
these being the lowest responsible bids received in accordance with specifications.
REMARKS: It was noted that certain items have not been awarded to the low bidder as
the product provided by the low bidder did not meet the specifications.

Motion carried unanimously.
Solicitor Bassi recommended that the bids for Meat for the month of May be
awarded to the following vendors for the per unit costs submitted in their bid
proposals:

Jarrell & Rea, Pittsburgh, PA
Tri-River Foods, Bethel Park, PA

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the
following Fee Schedules for the transporting of bodies for the Coroner's Office at a
charge of $150.00 per trip.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Cellular One of Pittsburgh, Pennsylvania, for airtime for the Coroner's
cellular phone. The price under the GSA plan is $15.95 per month plus 36 cents per
minute.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per
above and authorizing the Chairman of the Board to so execute.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval the
following travel requests:
(R) 1. Robert Gilbert, Per Diem Officer of the Jail, to attend a Basic
Training Program for County Correction Eployees at the Pennsylvania
Department of Corrections Training Academy in Elizabethtown, Pa.,
on May 2, 1992 through June 19, 1992
