Washington County Commissioners
Washington, PA, May 7, 1992
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Ford. Also being present:
Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Duane Kavka,
Director of Human Services; Bill Prentice, Property and Supplies; Floyd Laubham,
Planning Commission; Mary Lynn Spilak, Debbie DeStefano and Angie Alampi of Aging
Services; Dave Suski, JTPA Director; Dr. Barry Parks and Cindy Zubchevich of the WCHC;
Hilda Jones and Ruth Clark, WCHC Auxiliary members; Jean Teale, President of the
Washington Sub -Area Advisory Council of Southwestern Pennsylvania Area Agency on Aging,
Inc., and a group of senior citizens; Jon Stevens, Observer -Reporter; Jim Jefferson,
WJPA; and Colleen Gentilcore, Herald Standard.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 396.

SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation declaring the month of May, 1992,
as "OLDER AMERICANS MONTH".
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Jean Teale, President of the
Washington Sub -Area Advisory Council of Southwestern Pennsylvania Area Agency on Aging,
Inc.
Commissioner Petrosky read a Proclamation declaring the week of May 10-16,
1992, as "NURSING HOME WEEK".
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing
Proclamation.

The Commissioners presented the Proclamation to Dr. Barry Parks, WCHC
Administrator.

Commissioner Ford read a Proclamation recognizing the volunteers comprising
the Auxiliary of the Washington County Health Center.
Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.

Motion carried unanimously.
The Commissioners presented the Proclamation to Dr. Barry Parks, WCHC
Administrator.
OLD BUSINESS
Solicitor Bassi recommended that the bid for Produce be awarded to
Monteverde's of Pittsburgh, Pennsylvania, at $1.10 per unit cost above the daily
Pittsburgh Wholesale Fruit and Vegetable Report. The contract will be on a
month -to -month basis for the period of May 15, 1992 through April 30, 1993, with the
option to renew for an additional month.
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above;
this being the only bid received in accordance with specifications.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Provider Agreement with Pearl E. Johnson of Washington, Pennsylvania, relative to the
LMA Day Care Program.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Provider Agreement
as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Pennsylvania Department of Public Welfare for the provision of
subsidized child day care services for FY92/93. The total amount of the Agreement will
not exceed $1,455,188.00 and will serve approximately 412 children.

Chief Clerk requested authorization to advertise for bids for computer
equipment, cabling and installation and software for the Washington County
Transportation Program. Full funding of this equipment will be covered under the
Section 406 Transportation Program grant.
Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval
submission of a Capital Equipment Application to PennDot under Section 1310 of Act 26
of 1991 (Public Transportation Law) for the shared -ride transportation program funding
in the amount of $34,920.00 to be used as matching funds for the purchase of six (6)
new handicapped accessible vans.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving submission of the
Capital Equipment Application as per above and authorizing the Chairman of the Board to
so execute.

Chief Clerk presented to the Board for their consideration and approval a
recommendation to appoint Sandy Mansmann of Eighty Four, Pennsylvania, to the Henry
House Study Committee.

Chief Clerk presented to the Board for their ratification an Inter -
Governmental Communications Agreement between Washington County and Westmoreland County
whereby the counties agree to abide by the provisions of the Telephone Emergency Act of
1990 that there be cooperation between adjoining counties that are served by
overlapping telephone exchanges.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Inter -Governmental
Communications Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval a
Proposal from KPMG Peat Marwick of Pittsburgh, Pennsylvania, to develop an Indirect
Cost Plan for the County for the year ending December 31, 1991. The costs would be
$19,650.00 plus out-of-pocket expenses. This fee represents approximately a 5%
increase over the previous year's proposal.

Relative to the JTPA Program, Chief Clerk presented to the Board for their
consideration and approval an Agreement with the McKeesport YMCA for the purpose of
providing wilderness training to forty-five (45) summer youth participants. Funding
for this training will come from Title IIB. The term of the Agreement will be from
May 8, 1992 through September 30, 1992. The contract amount is $6,300.00.

Chief Clerk presented to the Board for their consideration and approval a 10-
year Lease with the Washington County Agricultural Fair, Inc. (Fair Board) for property
on which is located the former John White home which is being restored for historical
purposes. The lease would be effective immediately and consists of approximately 0.7
acre. It was noted that this lease arrangement is a condition of a grant that the Fair
Board is receiving from the Pennsylvania Department of Agriculture.

Washington County Agricultural Fair, Inc., as per above.
