HomeMy WebLinkAboutCOMM - Meeting Minutes - 400 - 5-28-1992 - COMMISSIONER408 MINUTE BOOK ' WASHINGTON COUNTY, PENNSYLVANIA Minute No. 400 Washington County Commissioners Washington, PA, May 28, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Dave Suski, JTPA Director; Wayne Fleming, Director of Revenue; Controller Belcastro; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Joe Smydo, Pittsburgh Press; Colleen Gentilcore, Herald Standard; and Ray Williams of Bentleyville. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 399. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 399 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bid for Collection Services for the Clerk of Courts be awarded to Penn Credit Corporation of Harrisburg, Pennsylvania, based on a flat commission rate of 33* on accounts which are more than 2 years delinquent and a flat rate of 25% on accounts which are less than 2 years delinquent. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Office Supplies for the period of May 28, 1992 through October 31, 1992 (with option to renew through April 30, 1993), be awarded to the following vendors for the per unit costs submitted in their bid Allegheny Computer Services, Inc., Pittsburgh, PA Alling & Cory, Pittsburgh, PA E. REMARKS: It was noted that Item #45 - 3 1/2" Disks - was awarded to the second lowest bidder (Mt. Lebanon Office Equipment) due to the fact that the low bidder (Xerox Corporation) bid an item which has proven to be unacceptable. Item #50 - Dictating Cassettes - was awarded to the second lowest bidder (E. W. Curry Company) due to the fact that the low bidder (Mt. Lebanon Office Equipment) bid the wrong item. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Meat for the months of June and July be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: Green Valley Packing Company, Claysville, PA Kraft/Behrhorst, Bridgeville, PA Jarrell & Rea, Pittsburgh, PA Tri-River Foods, Bethel Park, PA Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Solicitor Bassi recommended that the bid for Lumber for the period of June 1, 1992 through December 31, 1992 (with option to extend to May 31, 1993), be awarded to West Elizabeth Lumber Company of Elizabeth, Pennsylvania, for the per unit cost submitted in its bid proposal. Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above; this being the only bid received in accordance with specifications. Chief Clerk presented to the Board for their consideration and approval a Landlord's Consent, Attornment and Waiver and an Agreement in connection with a loan transaction between David R. and Catherine J. Friend (Cheyenne Air Center, Inc.) and the Pittsburgh Countywide Corporation, Inc., which was guaranteed in full by the Small Business Administration, for the construction of an aircraft hangar at the Washington County Airport. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Landlord's Consent Attornment and Waiver and Agreement as per above. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Modification to the Agreement with Pinchhitters to allow for one additional student in the word processing program. This modification will increase the contract by $2,200.00 to a new contract total of $35,200.00. All other contract terms will remain the same. 2. Modification to the Agreement with Rosedale Technical Institute to allow for an $18.00 increase cost in books and educational materials. The new contract total will be $2,428.00. All other contract terms shall remain the same. 3. Agreement with California University of Pennsylvania for the provision of labor market orientation to four hundred fifty (450) summer youth participants. The contract total will be $23,705.00 and come from Title IIB of JTPA. The contract term will be May 29, 1992 to September 30, 1992. 4. Agreement with Intermediate Unit I for the provision of testing four hundred fifty (450) summer youth participants. The contract total will be $5,624.00 and will come from Title IIB of JTPA. The contract term will be from May 29, 1992 to September 30, 1992. S. Agreement with Western Area Vo-Tech for the provision of remediation in reading and math for thirty summer youth participants. The contract total will be $14,981.00 and will come from Title IIB of JTPA. The contract term will be from May 29, 1992 to September 30, 1992. 6. Agreement with Brown & Husted, Inc., of Washington, Pennsylvania, for the rental of 5 ten -passenger vans for the JTPA summer youth program. The cost of the rental of the vehicles is $150.00 per week, per vehicle, for a total cost of $750.00 per week for 9 weeks. The total cost of the rental would be $6,750.00. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Professional Risk Management Consultants of Pittsburgh, Pennsylvania, for the purpose of implementing the second phase of the workmen's compensation self-insurance project and for the preparation of a formal response to questions related thereto. The cost for these services will not exceed $5,300.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Agreement as per above. REMARKS: Commissioner Ford commented that the Board has not made a commitment to go self-insurance, but this is a further study to try to reduce the costs. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Tarbuck Security Agency, Inc., of Washington, Pennsylvania, to provide additional security services at the direction of the Personnel Director. The cost for these additional services would be $35.00 per hour, not to exceed 100 hours or $3,500.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
