Also being present: Chief Clerk Dallatore; Mel Bassi, Solicitor; Stephanie Parish, Secretary; Controller Belcastro; Dave Suski, JTPA Director; Bill Prentice, Property and Supplies; Brian Bark, 9-1-1 Coordinator; Vickie Hladik Bryan, Acting Director of the Tourist Promotion Agency; Tom Chaffee, Board Member of the Tourist Promotion Agency; Charles Calcek, summer intern for the Tourist Promotion Agency; Kathie Warco, Observer -Reporter; Jim Jefferson, WJPA; Chris Enaerra, Herald Standard; Joe Smydo, Pittsburgh Press; Kathy Thomas, The Riverview Weekly; and Samantha Sheller, a sixth grade student from McGuffey Middle School, Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 402. written. Moved by Mr. Ford, seconded by Mr. Petrosky, approving Minute No. 402 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara introduced the new 9-1-1 Coordinator, Brian Bark, who began his official duties on Monday, June 15th. Vickie Hladik Bryan and Tom Chaffee of the Tourist Promotion Agency presented to the Board a new slogan and logo for the County which reads "This is Washington County, by George" coupled with "We're on the Way". The slogan was created by Samantha Sheller, a sixth grade student from McGuffey Middle School, as a result of a contest held by the Agency wherein middle and high school students throughout the County were invited to participate. Over 200 suggestions had been received and reviewed by the Agency's Board of Directors. Mrs. Bryan explained that the new slogan will be used to develop the updated image of Washington County. A graphic design of the logo will soon be seen on pamphlets and brochures as well as in advertising done by the Agency and its members. The development of the new image is part of a Legislative Initiative Grant proposal which the Agency has written through the office of Senator J. Barry Stout. The second phase of the grant will be "Operation Bandwagon", which will work to promote the use of this new logo throughout government and private businesses and industries in the County. The Commissioners presented a certificate to Samantha Sheller for her imaginative creation in developing the winning slogan. 1 1 F__j 429 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR , JOSEPH A. FORD, COMMISSIONERS OLD BUSINESS Solicitor Bassi recommended that the bid for Electrical Supplies for the Parks Department be awarded to Allied Electric Supply Company of Washington, Pennsylvania, in the total amount of $9,956.99. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Kitchen and Housekeeping Supplies for Aging Services continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Ford, to continue to table the bids as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the matter of the bid award for Two 1992 Four -Wheel Drive Pickup Trucks for the Bridge Department be held in abeyance pending further determination of the issues involved. Moved by Mr. Petrosky, seconded by Mr. Ford, that the matter of the bid award for Two 1992 Four -Wheel Drive Pickup Trucks for the Bridge Department be held in abeyance as per above. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Provider Agreement with Patricia Foster of Washington, Pennsylvania, relative to the LMA Day Care Program for FY91/92: Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Provider Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Children and Youth Purchase of Service Agreement with Try -Again Homes, Inc., for the Family Preservation Program which provides social services to children, their parents and their families to alleviate family and parenting crisis, stimulate and maintain family unity and prevent out -of -home placement of children. The term of the Agreement is April 1, 1992, through March 31, 1993, at a maximum total of $110,890.00. Chief Clerk presented to the Board for their consideration and approval submission of an Application and Grant Agreement to the Pennsylvania Emergency Management Agency in the amount of $7,199.50 through the Radiation Emergency Response Fund for FY92/93. This grant is made available to the County Emergency Management Agency on an annual basis in consideration of the fact that Washington County serves as a "support county" for the Beaver Valley Nuclear Power Facility. Moved by Mr. Petrosky, seconded by Mr. Ford, approving submission of the Application and Grant Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Relative to the JTPA Program, Chief Clerk presented to the Board for their consideration and approval agreements with the following contractors to provide classroom training, on-the-job training, general equivalency degree instruction and other services funded from JTPA Titles II -A, III, SPOC, Incentive, Older Workers, STEP and II-B. These programs will provide training to 851 participants; contracts will total $1,832,914.00. The term of the agreements will be from July 1, 1992 to June 30, 1993, unless otherwise noted. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Modification to the Title III Agreement with On -The -Job Training Services to allow for the addition of twenty (20) slots in on-the-job training. The contract will be increased by $30,000.00 to a new total of $100,000.00. 2. Modification to the SPOC Agreement with On -The -Job Training Services to allow for the purchase of materials which will expand their service to SPOC participants. The contract will be increased by $20,000.00 to a new total of $152,018.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Modifications as per above. Chief Clerk presented to the Board for their consideration and approval - submission of the Act 71 Grant Application to the Pennsylvania Department of Corrections in the amount of $6,412,500.00. This amount represents fifty percent (50%) reimbursement of a total estimated cost of $12,825,000.00 for the new justice center which will replace the existing county jail. Upon approval of the application, the County will be reimbursed its expenses during the phases of construction. REMARKS: Commissioner Petrosky noted that this is part of the $200 million bond issue which has been made available to counties by the State and that we are endeavoring to obtain our share to underwrite at least one-half of the cost of the new Criminal Justice Center. He added that it is only with these monies that the County could consider getting involved in a project of this size and magnitude which will make it easier on the taxpayers of Washington County. REMARKS: Commissioner Ford noted that $6 million is the amount for which the County is applying, representing fifty percent (50%) of the total project costs, but there is not a guarantee that the County will receive all of that.
