FORD, COMMISSIONERS Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Chief Clerk Dallatore; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Duane Kavka, Director of Human Services; Kathy Emery, Assistant Solicitor/Personnel Director; Ron Barshick, Director of Mental Health/Mental Retardation; Terri Johnson, Observer - Reporter; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 403. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 403 as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bids for Kitchen and Housekeeping Supplies for Aging Services for the period of July 1, 1992 through December 31, 1992 (with an option to extend through June 30, 1993), be awarded to the following vendors for the per unit costs submitted in their bid proposals: Abco, Inc., Irwin, PA AGF Janitorial Supplies, Pittsburgh, PA Daycon Products Company, Inc., Pittsburgh, PA J. Frye Sales & Service, Clairton, PA Joseph Gartland, Inc., Gloucester City, NJ Kraft Foods, Bridgeville, PA Maica Company, Pittsburgh, PA Morris Paper Company, Mars, PA Paper Products Company, Pittsburgh, PA Pitt Chemical, Pittsburgh, PA Washington Bar & Restaurant, Washington, PA REMARKS: It was noted that all items have been awarded to the lowest bidder except for items #8 and #9 of the paper products. Maica Company bid a cup other than specified. The cups specified must fit a dart lid. These two items will be awarded to the second low bidder (Kraft Foods). Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Motion carried unanimously. 439 1992, for the two 1992 Four -Wheel Drive Pickup Trucks for the Bridge Department which was awarded to Washington Ford, Inc., due to the unclarity of the bid specifications and subsequent notification from Washington Ford, Inc., of the unavailability of the 1992 vehicles; and authorize the advertising of 1993 vehicles. Moved by Mr. Petrosky, seconded by Mr. Ford, rescinding the bid award as per above; and authorizing the Chief Clerk to advertise for two 1993 Four -Wheel Drive Pickup Trucks. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Kitchenware Supplies continue to be tabled for review. per above. Chief Clerk presented to the Board for their consideration and approval an Agreement in the amount of $960,863.00 with the Department of Public Welfare for FY92/93 to provide mental health services to patients at Mayview State Hospital. These funds are made available as part of the Woodville closure and are 100% State funded with no county match required. MASCARA, METRO PETROSKY, JR, JOSEPH A FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval an Agreement for FY92/93 with the Southwestern Pennsylvania Area Agency on Aging, Inc., for the new program called OPTIONS Level II. This program will provide home health and social services to those in need of skilled and intermediate care in order for those individuals to reside in the community. The Area Agency on Aging will reimburse the County at various rates based upon the professional services provided. Those rates range between $15.00/hour to $73.00/hour. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Application for Service Extension with West Penn Power Company to extend the electrical service at Mingo Park for a fee of $720.00. This is in conjunction with the upgrade of the electrical service at the picnic shelters at Mingo Park. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Application for Service Extension as per above; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval an Agreement with Cosgrove/Meurer Productions, Inc., of Burbank, California, for the purpose of filming a courtroom scene for the TV show "Unsolved Mysteries" in Court Room No. 4 (Judge Terputac) of the Washington County Courthouse. The rental agreement will be for the period of one day (either Saturday, July 11th, or Sunday, July 12th). It will include compensation to the County in an amount of $500.00 for the day of filming plus $13.00 an hour for building maintenance and security personnel. above. Chief Clerk presented to the Board for their consideration and approval a Grant Agreement with the Pennsylvania Commission on Crime and Delinquency (PCCD) for continuation of the Electronic Home Monitoring Program in the amount of $7,166.00 for FY92/93. Chief Clerk presented to the Board for their consideration and approval Inter -Governmental Communication Agreements with the adjoining counties of Beaver, Allegheny, Westmoreland, Fayette and Greene which establish a formalized policy for the processing of 9-1-1 emergency calls originating from phone exchanges overlapping the bordering counties and Washington County. These Agreements will be included with the County's 9-1-1 Plan that will be submitted to the State. above.
