Washington County Commissioners
Washington, PA, July 2, 1992
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Ford. Also being present:
Chief Clerk Dallatore; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Bill Sember,
Director of Planning; Ken Krupa, Airport Manager; Sheriff Fazzoni; Sam Secreet, Chief
Deputy Sheriff; Controller Belcastro; Police Chief Mark Dorsey of the McDonald Police
Department; Lt. Frank Baselj and Patrolman Tom Garren of the North Fayette Township
Police Department; Lyman Bellaire, Mayor of McDonald; Dick Schmac of Canonsburg;
Attorney John O'Toole of North Fayette Township; Floyd Laubham, Planning Commission;
Liza Northrop, Record Outlook; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA;
Chris Enzerra, Herald Standard; and various bidders.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 404.

SPECIAL ORDER OF BUSINESS
The Commissioners presented Certificates of Commendation to Police Chief Mark
Dorsey of the McDonald Police Department and Lt. Frank Baselj and Patrolman Tom Garren
of the North Fayette Township Police Department (Allegheny County) for the bravery they
displayed while pursuing three robbery suspects on March 31, 1992, involving the
McDonald Pharmacy.
(The meeting recessed briefly for the purpose of taking pictures.)
OLD BUSINESS
Solicitor Bassi recommended that the bids for Kitchenware Supplies be awarded
to the following vendors for the per unit costs submitted in their bid proposals:
Curran -Taylor, McMurray, PA
S. S. Kemp Company, Cleveland, OH
J. Gregory Restaurant Equipment, Monongahela, PA
Lewis Bros. & Sons, Inc., Pittsburgh, PA
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above;
these being the lowest responsible bids received in accordance with specifications.

CORRESPONDENCE
Chief Clerk made available to the news media a News Release relative to the
following:
1. Receipt of $407,144 in additional federal job training
funds to expand the Summer Youth Employment and Training
Program in Washington and Greene counties. These funds
resulted from an emergency legislative response to the
riots in Los Angeles this past April.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Agreement with Keystone Waterproofing of Latrobe, Pennsylvania, in the amount of
$4,834.00 for the repair of cracks on the Courthouse portico roof.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per
above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Southwestern Pennsylvania Corporation relative to the FY92/93
Unified Planning Work Program whereby the Corporation will reimburse the County the
amount of $7,600.00 for staff salaries.

Chief Clerk presented to the Board for their consideration and approval a
non -financial Lease with the Federal Aviation Administration (FAA) whereby the FAA will
lease from the County a 4' x 10' area in the new electrical vault to be constructed at
the Washington County Airport. The term of the Lease will run through September 30,
1992, and contains an automatic annual renewal.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Lease as per above
and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval an
Employment Agreement with Brian Bark as the new 911 Coordinator, effective June 15,
1992.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Employment
Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval a
renewal of the Maintenance Agreement with Comdoc Office Systems of Pittsburgh,
Pennsylvania, covering a Lanier Model 6130 duplicating machine for the Courts, at a
cost of $57.92 per month, which represents an increase of $2.92 per month. The term of
the agreement is June 28, 1992 through June 27, 1993.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the renewal of the
Maintenance Agreement as per above; and authorizing the Chairman of the Board to so
execute.

Sublease Agreement with the Washington County Federal Credit Union for office space in
the Courthouse Square Building, effective July 2, 1992.

as per above.

Chief Clerk presented to the Board for their consideration and approval the
following items relative to the JTPA Program:
1. Modification to the Agreement with the Southwestern
Pennsylvania Area Agency on Aging which increases the
contract amount by $14,000 to a total of $50,600 in
order to cover expenses associated with shifting one
job developer from part-time to full-time.
2. Modification to the Agreement with the Washington School
District which increases the contract amount by $1,500
to a total of $27,000 in order to cover expenses
associated with enlarging the program from 27 to 57 STEP
participants.
3. Contract with the Pennsylvania Department of Labor and
Industry for the provision of Unemployment Insurance
Verification for FY92/93 at a cost of $1.57/name for the
initial verification and $1.32/name for subsequent
verification; the total contract amount will not exceed
$4,000.00.

as per above.

Chief Clerk presented to the Board for their consideration and approval the
following Agreements with Comsis Corporation:

1. Agreement in the amount of $345,000 which covers the
first quarter of FY92/93 for the Section 203 Shared -Ride
Program (NOTE: A final allocation of $1,035,000 is anticipated
upon passage of the State budget.)
2. Agreement in the amount of $263,515 for the FY92/93
Medical Assistance Transportation Program

Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Visiting Nurse Association for the provision of professional home
health services in connection with the new Options Level II Services Program. The
services will be provided at various hourly rates ranging from $48.00 to $73.00. The
term of the Agreement is July 1, 1992 through June 30, 1993, and contains an automatic
annual renewal.

(Reimbursable) Assistance Program, to attend the PCCD Regional Training Seminar at
the Sheraton Inn -Greensburg on August 7, 1992

attend a course entitled "Probation & Parole Law" sponsored by the
Pa. Board of Probation and Parole in Butler, Pa., on July 8-9, 1992
