FORD, COMMISSIONERS . . . . ...... ....... ------------ Minute No. 408 Washington County Commissioners Washington, PA, July 23, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Chief Clerk Dallatore; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Controller Belcastro; Lou Lignelli, Director of Administration; Wayne Fleming, Director of Revenue; Dave Suski, JTPA Director; Bill Prentice, Property & Supplies; Dave Martino, Executive Secretary; John Curtis of Washington and a group of approximately twenty (20) county taxpayers; Don Herrington of Shearson Lehman Brothers; Jon Stevens, Observer - Reporter; Jim Jefferson, WJPA; Joe Smydo, The Pittsburgh Press; Chris Enzerra, Herald Standard; Kathy Thomas, The Riverview Weekly; and Bill Townsend, Republican Candidate for U.S. Congress. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 406. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving Minute No. 406 as written. Roll call vote taken: Mr. Ford - Abstained; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried. (NOTE: Commissioner Ford abstained due to the fact that he was on vacation and did not attend the meeting on July 9th.) Chairman Mascara noted that approval of Minute No. 407 would be held in abeyance. SPECIAL ORDER OF BUSINESS I John Curtis of Washington was the spokesman on behalf of a group of approximately twenty (20) county taxpayers who attended the meeting to present to the Commissioners signed petitions of Concerned Washington County Citizens who encourage the abolishment of the personal property tax. A copy of the transcript of those comments is attached hereto and made a part hereof. Chairman Mascara read a proposed Resolution whereby the Board of Commissioners (1) resolved to initiate and support comprehensive tax reform in the State of Pennsylvania; and (2) resolved to encourage legislation that allows a County to impose personal property tax on the income, not value, of eligible holdings until such time as comprehensive tax reform is implemented, or the state restores full funding of mandated programs. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Resolution. -Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. OLD BUSINESS Solicitor Bassi recommended that the bids for Meat for the Months of August and September be awarded to the following vendors for the per unit costs submitted in their bid proposals: Green Valley Packing Company, Claysville, PA Kraft/Behrhorst, Bridgeville, PA Jarrell & Rea, Pittsburgh, PA Tri-River Foods, Bethel Park, PA Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media News Releases relative to the following projects: 1. Monongahela Downtown Revitalization (Phase I) Project 2. Wood Street Improvements Project - California Borough NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Addendum to the Provider Agreement with AGAPE, Inc., relative to the Children and Youth Program. This Addendum provides for an increase in the total contract amount from $100,000.00 to $150,000.00 for FY92/93. above. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Addendum as per Roll call vote taken: I Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Transportation which provides for reimbursement from the State up to a maximum of $12,000.00 for design, right-of-way acquisition and allowable utility relocation costs in connection with the Amos Bridge Project. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement with the Pennsylvania Department of Transportation as per above and authorizing the Chairman of the Board to so execute and the Chief Clerk to attest the same. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an application for an allocation of County Liquid Fuel Tax Funds in the amount of $6,000.00 from Carroll Township for general road maintenance. 461 above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a modification to the JTPA's Title II-B Summer Youth Employment and Training Program Plan. The purpose of this modification is to allow for the addition of $407,144.00 of supplemental funds to serve an additional 315 summer participants. per above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the modification as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for Promotional Items for the Highway Safety Program for 1992-1993. Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval submission of an Intermediate Punishment Program Grant Application to the Pennsylvania Commission on Crime and Delinquency in the total amount of $107,952.00. Seventy-five (75%) percent funding would come from PCCD and the remaining twenty-five (25%) would be the County's required match. The County's required match of $26,988.00 will come from funds generated from the County's Offenders Supervision Fee Fund. The term of the program will be from October 1, 1992 through September 30, 1993. The program's proposal is to offer intensive supervision to approximately 160 to 200 offenders over a given year. At any one particular time no more than forty-five (45) individuals will be served, thus freeing up what would otherwise be beds in the Jail. Moved by Mr. Petrosky, seconded by Mr. Ford, approving submission of an Intermediate Punishment Program Grant Application as per above. John Pankopf and Renee Fava-Crockett of Adult Probation who attended a course entitled "Working It Out: The Diamond Fitness Experience" sponsored by the Pennsylvania Board of Probation and Parole in Allison Park, Pa., on July 15, 1992 o • / (R) Required Moved by Mr. Petrosky, seconded by Mr. Ford, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto.
