Minute No. 409 Washington County Commissioners Washington, PA, July 30, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Ford. Absent being Commissioner Mascara who was ill. Also being present: Chief Clerk Dallatore; Mel Bassi, Solicitor; Stephanie Parish, Secretary; Controller Belcastro; Dave Suski, JTPA Director; Bill Prentice, Property & Supplies; Roland Bourke, Executive Director of the Redevelopment Authority; Ron Barshick, Director of MH/MR; Terri Johnson, Observer - Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; Kathy Thomas, The Riverview Weekly; and Vince Craven, bidder from Mult-Graphic Business Systems, Inc. Vice -Chairman Petrosky called the meeting to order at approximately I 10:05 a.m. and entertained a motion to approve Minute Nos. 407 and 408. Moved by Mr. Ford, seconded by Mr. Petrosky, approving Minute Nos. 407 and 408 as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the proposed disposal by the Redevelopment Authority of the County of Washington of Disposition Parcels No. 12 and No. 14 in the Borough of Donora, Marelda Avenue FmHA 601 Housing Development Project to Factory Built Homes, Inc., of Pittsburgh, Pennsylvania. Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. P.T0499WRI Solicitor Bassi recommended that the bids for Kitchen & Housekeeping Supplies for Washington County continue to be tabled for review. per above. Moved by Mr. Ford, seconded by Mr. Petrosky, to continue to table the bids as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval submission to the Pennsylvania Department of Public Welfare the MH/MR Plan for FY93/94. 465 MH/MR Plan as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Relative to the Drug and Alcohol Program, Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Health, Office of Drug and Alcohol Programs, for the three-year period of July 1, 1992, through June 30, 1995. Under this Agreement, the State will provide the following maximum amounts for the Washington -Greene Drug and Alcohol Program: above. 92/93 - $1,143,453.00 93/94 - $1,587,798.00 94/95 - $1,746,578.00 Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval audit proposals submitted by the firm of John S. Milinovich and Associates of Washington, Pennsylvania, for audits of the Drug and Alcohol Program and the MH/MR Program for FY91/92. The costs are as follows; MH/MR - $18,000.00 Drug and Alcohol - $4,500.00 Moved by Mr. Ford, seconded by Mr. Petrosky, approving the audit proposals as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Children and Youth Purchase of Service Agreement with Joseph J. Germinario of Belle Vernon, Pennsylvania, for the provision of specialized psychological services. This Addendum extends the contract by two months for an additional cost of $1,920.00 ($960.00 per month). above. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Addendum as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. M MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR, JOSEPH A. FORD, COMMISSIONERS Relative to the JTPA Program, Chief Clerk presented to the Board for their consideration and approval an Agreement with the auditing firm of KPMG Peat Marwick for the purpose of auditing one of the program's subcontractors, the Mon Valley OIC, at a cost not to exceed $2,500.00. above. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken; Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for a Loader/Backhoe for the Parks Department to replace the present one which is approximately 30 years old. Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Chief Clerk to I advertise for bids as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from Monaloh Basin Engineers of Pittsburgh, Pennsylvania, to perform a satellite survey of a tower to determine the exact elevation of the tower within the flight range of the Airport. It was noted that this survey was requested by the FAA. The cost of the proposal is $1,200.00 of which 90% will be reimbursed. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the proposal as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. I Chief Clerk presented to the Board for their consideration and approval submission of a Letter of Intent to the Pennsylvania Department of Environmental Resources for the County's participation in the 1993 Gypsy Moth Suppression Program. It was noted that although the County's gypsy moth population has declined, the County wishes to remain in the program in case late reports of infestation occur. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the submission of the Letter of Intent as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. Three Assistant Public Defenders to attend a seminar on "Sentencing Guidelines" sponsored by the Pennsylvania Commission on Sentencing in State College, Pa., on August 18, 1992 467 1 (0) Optional Moved by Mr. Ford, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto. ANNOUNCEMENTS Chief Clerk announced that the Commissioners" Agenda Meeting scheduled for August 5th has been cancelled due to the Commissioners attending the PSACC Convention in Pittsburgh, Pennsylvania.
