HomeMy WebLinkAboutCOMM - Meeting Minutes - 410 - 8-6-1992 - COMMISSIONERMinute No. 410 Washington County Commissioners Washington, PA, August 6, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present; Chief Clerk Dallatore; Mel Bassi, Solicitor; Kathy Emery, Assistant Solicitor/Personnel Director; Linda Hands, Clerk -Steno II; Controller Belcastro; Floyd Laubham, Planning Commission; Jon Stevens, Observer -Reporter; Scott Herrington, WJPA; Chris Enzerra, Herald Standard; Kathy Thomas, Riverview Weekly; George Stewart and Ray Williams, interested citizens. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 409. written. Moved by Mr. Ford, seconded by Mr. Petrosky, approving Minute No. 409 as Roll call vote taken; Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Abstained. Motion carried. (NOTE: Commissioner Mascara abstained due to the fact that he was ill and did not attend the meeting on July 30th.) OLD BUSINESS Solicitor Bassi recommended that the bids for Kitchen and Housekeeping Supplies for Washington County for theā€¢ period of August 1, 1992 through January 31, 1993, (with option to extend through July 31, 1993), be awarded to the following vendors for the per unit costs submitted in their bid proposals: AGF Janitorial Supplies, Pittsburgh, PA J. Frye Sales & Service, Clairton, PA Interboro Packaging Corporation, Monroe, NY Kraft Foods, Bridgeville, PA Marstan Industries, Inc., Philadelphia, PA Paper Products Company, Pittsburgh, PA Pitt Chemical, Pittsburgh, PA West Penn Chemical Supply Company, Bridgeville, PA Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. REMARKS: It was noted that several items had not been awarded to the lowest bidder due to the fact that they did not meet the specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. for the period of August 15, 1992 through August 14, 1993, (with option to extend through August 14, 1994), be awarded to Badzik Printing Service, Inc., of Donora, Pennsylvania, being the lowest bid in total. Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with Liberty Mutual for the provision of Workmen's Compensation for the period of one year (August 1, 1992 through July 31, 1993). The Basic Premium is $233,895.00 for the one-year period. The Type of Coverage is a Large Deductible Program whereby the County pays the premium plus paid losses. The excess coverage is $500,000.00 per accident and the Employer's Liability Coverage is $500,000.00 per claim (Aggregate). REMARKS: The Commissioners noted that this is an effort to save money on spiraling workmen's compensation costs and their goal is self-insurance. They also noted that this will free up the County's cash flow in terms of the premium. In 1991, the workmen's compensation line item in the County's budget had a deficit of approximately $500,000.00, and it was incumbent upon them to seek alternatives. above. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization to Pittsburgh National Bank to issue a Letter of Credit in the amount of $777,020.00 to Liberty Mutual as part of the foregoing workmen's compensation policy. Moved by Mr. Petrosky, seconded by Mr. Ford, authorizing Pittsburgh National Bank to issue a Letter of Credit as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Amendment to the Subgrant Agreement with the Pennsylvania State Police for the Drug/Narcotic Unit under the District Attorney's Office. There is no change in the total amount of the grant. The modification merely provides for a realignment of funds in the amount of $6,875.00 from automobile costs to other surveillance equipment necessary for investigations. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Provider Agreement with The Red Balloon Day Care of Carnegie, Pennsylvania, relative to the LMA Day Care Program for FY92j93. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Provider Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Application for Water Service with the Pennsylvania American Water Company for a new tap for the new maintenance building. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Application as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. (Attorney John Solomon entered the meeting.) Chief Clerk presented to the Board for their consideration and approval the following travel requests: (R) 1. John Pankopf and Steve Tkach of Adult Probation to attend a training session sponsored by the Pennsylvania Board of Probation and Parole in Pittsburgh (North Park), Pa., on August 21, 1992 (R) 2. George Hagedorn of JTPA to attend a mandatory EEO Training (Reimbursable) Conference in Grantville, Pa., on August 10-14, 1992 (R) Required Moved by Mr. Ford, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto.
