Washington County Commissioners
Washington, PA, September 3, 1992
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Ford. Also being present:
Chief Clerk Dallatore; Mel Bassi, Solicitor; Kathy Emery, Assistant Solicitor/Personnel
Director; Linda Hands, Clerk -Steno II; Controller Belcastro; Jon Stevens, Observer -
Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; Kathy Thomas, Riverview
Weekly; Kim Timlin, Pittsburgh Press; and a representative from Carl Colteryahn Dairy,
interested bidder.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 413.

OLD BUSINESS
Solicitor Bassi recommended that the bids for Medical Supplies continue to be
tabled for review.

Supplies continue to be tabled as per above.

Chief Clerk presented to the Board for their consideration and approval
Renewal of an Agreement with the Pennsylvania Department of Transportation, Bureau of
Aviation, relative to the County's participation in the State's Aviation Weather
Information System at the Washington County Airport. Under this Agreement, the
equipment is owned by the State; however, the County would be responsible for minor
maintenance of the equipment and also the phone line.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Renewal of the
Agreement as per above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
recommendation to approve a special project financial contribution of $500.00 to the
Mon Valley Tri-State Network, Inc., for the purpose of this organization conducting an
economic development study for the Tri-State Monongahela River Valley of Pennsylvania,
West Virginia and Maryland.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the special project
financial contribution as per above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Carole Beck for court reporting services for the Courts, effective
immediately, at the rate of $75.00 per day and transcription costs. It was noted that
the Agreements with Janet Jackson and Diane Edwards have been terminated. In addition
to this new contract with Carole Beck, the existing contract with Rita Ross would
remain in effect. The Courts have a total budget of $30,000.00 for these contracted
court reporting services.

Chief Clerk requested authorization to advertise for bids for a Nurse Call
System for the South Wing at the Washington County Health Center to replace the
existing one which is unrepairable.
Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Chief Clerk to
advertise for bids for a Nurse Call System for the South Wing at the Washington County
Health Center as per above.

submission to the Pennsylvania Emergency Management Agency the FY92/93 Annual Statement
of Work for the County's Emergency Management Agency.

Annual Statement of Work as per above.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with Diversified Health Services. The purpose of the
Addendum is for Diversified Health Services to provide billing services for the
Washington County Health Center. The cost would be a maximum of $400.00 per month
(maximum of $1.60 per bill x 250 patients) for a maximum of six months. It was noted
that these costs would be 95% reimbursable by the State.

Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with Keystone Waterproofing, Inc., relative to the repairs on
the Courthouse Portico Roof. The Addendum is for the repair of additional cracks which
had not been originally estimated. The Addendum is in the amount of $480.00
(12 linear ft. at $40.00/linear ft.).

Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval the

(Reimbursable) Pennsylvania DUI Association Annual Meeting in Harrisburg, Pa., on
October 27-29, 1992
(0) 2. One staff member of JTPA to attend the STEP School Year Support
(Reimbursable) Conference in State College, Pa., on September 29-30, 1992
(0) 3. Madge Finney, EEO Officer, Katherine B. Emery and Janice Urban of
Personnel to attend a seminar entitled "Employment Discrimination"
sponsored by the Greater Washington Chamber of Commerce in
Washington, Pa., on September 15, 1992
(0) 4. Cathy Dames of Adult Probation to attend a seminar entitled
"Evaluating Criminal Justice Policy" in Lancaster, Pa., on
September 14-16, 1992 (This in-service training is optional, but
the hours will be credited toward the State -mandated training
requirement of 40 hours per year. The State Board of Probation and
Parole will pay for tuition and hotel costs.)
(R) 5. Renee Fava-Crockett, Cathy Dames, Rick Miller and Steven Tkach of
Adult Probation to attend a course entitled "CMC: Certification &
Risk Assessment" sponsored by the Pennsylvania Board of Probation
and Parole in Altoona, Pa., on September 22-25, 1992 (The PBP&P
will reimburse the County for hotel costs.)
