MASCARA, METRO PETROSKY, JR , JOSEPH A. FORD, COMMISSIONERS Minute No. 415 Washington County Commissioners Washington, PA, September 10, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Chief Clerk Dallatore; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Controller Belcastro; Duane Kavka and George Krcelich of Human Services; Ron Barshick, MH/MR Administrator; Al Janovich, Chairman of the Human Services Authority; Martin Fertal, Jeanne Williams and Kathie Sasko of Comsis Corporation; Kathleen Kleinmann of the Tri- County Partnership for Independent Living; Don Angelone of the Office of Vocational Rehabilitation; representatives from Open Doors for the Handicapped; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; and Kathy Thomas, Riverview Weekly. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 414. written. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 414 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Martin Fertal, Senior Vice President of Comsis Corporation, released the results and recommendations of a comprehensive study of the County's existing transportation system which Comsis recently completed. The following ten recommendations were developed as a result of this study: 1. Establish Transportation Advisory Board 2. Support Implementation of Americans with Disabilities Act 3. Further Identify Transportation Needs of the Disabled 4. Strengthen Existing Coordination Agreement 5. Adopt Vehicle Acquisition and Use Plan 5. Implement Agency/Driver Training Program 7. Identify Additional Funding Sources 8. Coordinate Specialized Transportation 9. Implement Limited Rural Transit 10. Work Towards Mobility Management Kathleen Kleinmann, Executive Director of the Tri-County Partnership for Independent Living, stated that her organization has the following three objectives: (1) compliance with the ADA Act by the transportation vendors in the county; (2) a better coordinated system of transportation for people with special needs; and (3) identification and aggressive pursuit of state and federal monies to enhance the transportation systems. They are working on that study now and expect to have it done within a week to a month and will present it to the Commissioners as a supplement to Comsis' study. Woody Osborne, a transportation consultant from Tulsa, Oklahoma, who is conducting the study of the consumers for the Tri-County Partnership for Independent Living, stated that his research reveals that transit dependent people in the county are getting an average of about 18 trips per year, which is low. He encouraged the Commissioners and Comsis to look at the compliance plans submitted by GG&C and the Mid Mon Valley Transit Authority as he feels that they are not in compliance. He stated that the idea of a coordinated transportation system is a very good idea, but its implementation will have to be aggressively pursued. He stated that he has met with consumer groups and that there is a tremendous amount of dissatisfaction and that there is an unmet demand that has not been identified yet. Chairman Mascara requested Martin Fertal to check to see if there are some specifics in the Intermodal Surface Transportation Efficiency Act (ISTEA) to provide monies to implement the ADA relative to transportation services. Commissioner Petrosky commented that he feels one of the more important aspects of Comsis' study, in light of the fact that resources are becoming very scarce in terms of what government has available to provide services for the less fortunate, and officials must think of new ways of providing those services, one aspect of the study is to maximize the resources that we have. He stated that he feels the County needs a body to coordinate services as far as transportation goes among those social service agencies that have transportation capabilities. He stated that he feels that one weakness of the entire social service spectrum is that we do not maximize the dollars that are available to us relative to the transportation aspect. He strongly urged the coordination of transportation among social service agencies in order to maximize the dollar effectiveness. Don Angelone of the Office of Vocational Rehabilitation commented that OVR has provided funding for the Tri-County Partnership for Independent Living's consumer study and is hopeful of extending accessible transportation to aid the OVR in its employment concerns. Chairman Mascara suggested that energy be directed to the legislative process on both the federal and state level to work with county governments to implement the ADA and possibly schedule a conference inviting federal and state legislators to see if they want to participate with counties and if they are willing to provide the necessary resources. FORD, COMMISSIONERS OLD BUSINESS Solicitor Bassi recommended that the bids for Medical Supplies be awarded to the following vendors for the per unit costs submitted in their bid proposals: Calgon Vestal Laboratories, Wheeling, WV Druzak Medical, Ambridge, PA Gatti Medical Supply, Indiana, PA General Medical Corporation, Erie, PA Medline Health Care Company, Allentown, PA Paper Products Company, Inc., Pittsburgh, PA Penn Medical, Inc., McMurray, PA Stuart Medical, Inc., Greensburg, PA Randolph Medical, Cleveland, OH Moved by Mr. Petrosky, seconded bp' Mr. Ford, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. REMARKS: It was noted that certain items have not been awarded to the low bidder as the product provided by the low bidder did not meet the specifications. Moved by Mr. Petrosky, seconded by Mr. Ford, that the bids for Food & Staples continue to be tabled as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Addendum to the Children and Youth Provider Agreement with The C.A.R.E. Center for the provision of counseling services. The Addendum extends the Agreement through September 30, 1992. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Addendum to the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval submission to the Department of Public Welfare the Children and Youth Title IV-E Independent Living Grant Proposal. This program will provide preparation for independent living for children between the ages of sixteen and eighteen who are in placement through Children and Youth. The amount of the grant request is $80,724.00. Chief Clerk presented to the Board for their consideration and approval submission to the Juvenile Court Judges' Commission a Subgrant Application in the amount of $28,064.00 for the continuation of providing Specialized Aftercare and Intensive Probation Drug and Alcohol services for juvenile delinquents for FY92/93. Moved by Mr. Ford, seconded by Mr. Petrosky, approving submission of the Subgrant Application as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval a Medical Assistance Program Long Term Care Provider Agreement with the Pennsylvania Department of Public Welfare for the Washington County Health Center. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Medical Assistance Program Long Term Care Provider Agreement as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Engineering Proposal submitted by Neilan Engineers for the purpose of preparing a Programmatic Section 4(f) Evaluation in connection with the Brevard Bridge Replacement Project. The cost would be $5,100.00, payable from Liquid Fuels funds. Moved Mr. Mr. Petrosky, seconded by Mr. Ford, approving the Engineering Proposal as per above. Chief Clerk presented to the Board for their consideration and approval renewal of the Maintenance Agreement with Copy World of Pittsburgh, Inc., for the copier that is used by the court -related departments in the Courthouse. The cost is increasing from .011 to .012 per copy. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the renewal of the Maintenance Agreement as per above and authorizing the Chairman of the Board to so execute.
