Washington County Commissioners
Washington, PA, September 24, 1992
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Ford. Also being present:
Chief Clerk Dallatore; Mel Bassi, Solicitor; Stephanie Parish, Secretary; Controller
Belcastro; Duane Kavka, Director of Human Services; Floyd Laubham, Planning Commission;
Vi Williford, State President of the Gold Star Mothers; Margaret Slesh, State
Corresponding Secretary of the Gold Star Mothers; Jon Stevens, Observer -Reporter; Jim
Jefferson, WJPA; Kathy Thomas, Riverview Weekly; Kim Timlin, Pittsburgh Press; and
Chris Enzerra, Herald -Standard.
Chairman Mascara called the meeting to order at approximately
10:00 a.m. and entertained a motion to approve Minute No. 416.

SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation declaring Sunday, September 27,
1992, as "Gold Star Mothers Day".
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Vi Williford, State President
of the Gold Star Mothers. She stated that there is pending federal legislation which
would declare "Gold Star Mothers Day" as a national holiday. She requested that the
Commissioners fly the County and POW -MIA flags half-mast on Sunday, September 27, 1992,
in remembrance of the sons and daughters who gave their life for this free country.
She also requested that the Commissioners consider making a budgetary appropriation to
the Gold Star Mothers.
CITIZENS' COMMENTS
There were no citizens' comments.
OLD BUSINESS
Solicitor Bassi recommended that the bid for the Hardware and Software for
the District Attorney's Office be awarded to RBA Professional Data Systems, Inc., in
the total amount of $13,648.00 as submitted in its bid proposal.
Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above;
this being the only responsible bid received in accordance with specifications.

Solicitor Bassi recommended that the bids for the Loader/Backhoe for the
Washington County Parks Department continue to be tabled for review.

CORRESPONDENCE
Chief Clerk made available to the news media News Releases relative to the
following projects:
1. Lewis Avenue Improvements Project - Carroll Township
2. Weirich Avenue Demolition Project - Canton Township
Chief Clerk noted receipt of a notice from the Administrative Office of
Pennsylvania Courts announcing that the next Course of Instruction for Prospective
District Justices will be conducted November 9, 1992 through December 5, 1992, in
Chambersburg, Pennsylvania.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval
Agreements with the following Day Care Providers for FY92/93:
Julie L. Large
Charleroi, PA
Deraye Wise
Houstone, PA
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements as per
above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with the Visiting Nurses Association in connection with the
OPTIONS Level II Services Program operated under the Washington County Aging Services
Department. The Addendum provides for the payment of $31.50 per hour for any
registered nurse visit over two consecutive hours in length. The current rate of
$63.00 per visit will remain in effect for the first two hours of any visit by a
registered nurse.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Addendum to the
Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval a
Proposal for Engineering Services submitted by CD Applied Research and Engineering,
Inc., of McMurray, Pennsylvania, for engineering services in connection with the
proposed aircraft hangar buildings at the Airport. The engineering fees total
$33,500.00 of which the funds will come from the 1992 Bond Issue proceeds.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Proposal for
Engineering Services as per above.

Chief Clerk presented to the Board for their consideration and approval
Addendum No. 3 to the Engineering Agreement with L. Robert Kimball & Associates, Inc.,
of Ebensburg, Pennsylvania. The Addendum increases the contract by $3,203.60 and is
for additional services performed in connection with the installation of the Partial
ILS, Localizer, NDB and DME. The County's share of these costs would be $160.00.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving Addendum No. 3 to the
Engineering Agreement as per above and authorizing the Chairman of the Board to so
execute.

Chief Clerk presented to the Board for their consideration and approval
two (2) Highway Safety Program Mini -Grant Awards, each in the amount of $2,000.00, to
Chartiers Township Police Department and Rostraver Police Department. The funds will
be used for public information and education for special promotions for Safety Belt,
Child Restraint and Motorcycle Helmet Use.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Mini -Grant Awards
as per above.

Chief Clerk presented to the Board for their consideration and approval
renewal of a Landfill Disposal Agreement with William H. Martin, Inc., which provides
for the County to dispose of large amounts of municipal solid waste at the rate of
$45/ton and demolition at the rate of $60/ton.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving renewal of the
Landfill Disposal Agreement as per above and authorizing the Chairman of the Board to
so execute.

ANNOUNCEMENTS
Chief Clerk made the following announcements:
1. The Commissioners' Agenda Meeting scheduled for Wednesday,
September 30th, has been changed from 10:00 a.m. to
1:30 p.m.
2. The Salary Board Reorganization Meeting will reconvene
on Thursday, October 1st.
(Kathy Thomas of the Riverview Weekly entered the meeting.)
