FORD, COMMISSIONERS Minute No. 418 Washington County Commissioners Washington, PA, October 1, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Stephanie Parish, Secretary; Kathy Emery, Assistant Solicitor/Personnel Director; Linda Hands, Clerk -Steno II; Controller Belcastro; Mary Helicke, Executive Secretary; Jim Fry, Director of Domestic Relations; Floyd Laubham, Planning Commission; Dorothy Ruttle, Public Relations Chairperson of the Pennsylvania Physical Therapy Association; David A. Smith, Assistant Chaplain of the Washington County Firemen's Association; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; Kathy Thomas, Riverview Weekly; Joe Smydo, Pittsburgh Press; Bob Dulaney, Washington Ford; Frank Pascale, Davies & Tregembo Ford; a representative from Matway Ford; and Lucy Rea, interested citizen. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and noted that Minute No. 417 would be held in abeyance. CITIZENS' COMMENTS There were no citizens' comments. SPECIAL ORDER OF BUSINESS Chairman Mascara entertained a motion to adopt a Proclamation designating the month of October, 1992, as "Physical Therapy Month". above. Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the Proclamation as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Dorothy Ruttle, Public Relations Chairperson of the Pennsylvania Physical Therapy Association. Chairman Mascara entertained a motion to adopt a Proclamation designating the week of October 4-10, 1992, as "Fire Prevention Week". above. Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the Proclamation as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to David A. Smith, Assistant Chaplain of the Washington County Firemen's Association. He requested that the Commissioners fly the County flag at half-mast on Sunday, October 11, 1992, in memory of Fallen Firefighter Day. (Duane Kavka, Director of Human Services, entered the meeting.) 515 Assistant Solicitor Emery recommended that the bid for the Loader/Backhoe for the Washington County Parks Department be awarded to Scholl Tractor Sales, Inc., of Elizabeth, Pennsylvania, in the amount of $38,199.00. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Assistant Solicitor Emery recommended that the bids for Meat for the months of October and November be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: Green Valley Packing Company, Claysville, PA Kraft/Behrhorst, Bridgeville, PA Jarrell & Rea, Pittsburgh, PA Tri-River Foods, Bethel Park, PA Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media a News Release relative to the following project: 1. Allenport Sidewalk Reconstruction - Allenport Borough NEW BUSINESS Ms. Parish presented to the Board for their consideration and approval an Extension Deposit Agreement and a Preliminary Memorandum in the amount of $32,875.77 for the installation of a water main at the Washington County Airport. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Extension Deposit Agreement and Preliminary Memorandum as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 1 516 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Ms. Parish presented to the Board for their consideration and approval a Five Doctor List prepared by Liberty Mutual for the Workers' Compensation Insurance Coverage. This panel consists of: Washington Hospital Occupational Medical Center Workwell Physical Medicine Dr. Craig Fox Dr. Anthony Canterna Dr. Frederick Scheib Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Five Doctor List as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Ms. Parish presented to the Board for their consideration and approval a Pennsylvania Commission on Crime and Delinquency (PCCD) Grant titled "Intermediate Punishment Program Coordination and Intensive Supervision Plan" awarding the County $77,733.00 in federal funds for the period of October 1, 1992 through September 30, 1993. This Grant will be administered by the Adult Probation Office. Moved by Mr. Petrosky, seconded by Mr. Ford, approving execution of the PCCD Grant as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Ms. Parish presented to the Board for their consideration and approval authorization for the Direct Deposit of Employees' Paychecks implemented through Pittsburgh National Bank. Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Direct Deposit of Employees' Paychecks as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Ms. Parish presented to the Board for their consideration and approval the following modifications relative to the JTPA Program: 1. Modification to the Title IIA Agreement with Duff's Business Institute for the purpose of increasing the contract by $5,250.00 to a new contract total of $17,870.00 to allow for the inclusion of one new participant in clerical training. 2. Modification to the SPOC Agreement with Sawyer School for the purpose of increasing the contract by $704.00 to a new contract total of $1,918.00 to correct an underestimation in carryover costs. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Modifications as per above. 517 MINUTE B❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR, JOSEPH A FORD, COMMISSIONERS Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Ms. Parish presented to the Board for their consideration and approval an Agreement with Nicklous J. Blumer, II, of Washington, Pennsylvania, to provide services as the Coroner Videographer at a flat rate of $75.00 per call (not to exceed $1,500.00 per year). The purpose of the Agreement is to add to still photography, substantiating the scene of a death. Also, it is being recommended that the Board adopt a fee of $50.00 for each copy of a tape which may be requested by any part of the public for those who wish to purchase a copy of the videographer's tape. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above; and adopting a fee of $50.00 for each copy of the videographer's tape. Ms. Parish presented to the Board for their consideration and approval an Agreement with Don York of Washington, Pennsylvania, for two appraisals for Tax Assessment litigation in the total amount of $400.00 ($200.00 each), those being for Belvedere Acres in Canton Township and Woodland Apartments in North Franklin Township. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Ms. Parish presented to the Board for their consideration and approval the following travel requests: (0) 1. James Henry, Director of Children and Youth, to attend the (Reimbursable) P.C.Y.A. October Quarterly Meeting in Gettysburg, Pa., on October 21-23, 1992 (R) 2. Robert S. Hickey, Nicholas Davidson and George Winter of Juvenile (Reimbursable) Probation to attend a seminar entitled "Aids and the Adolescent Substance Abuser" sponsored by the Juvenile Court Judges Commission in Harrisburg, Pa., on November 12-13, 1992 (R) 3. Robin L. Griffith and John R.
