Washington County Commissioners
Washington, PA, October 8, 1992
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Ford. Also being present:
Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II;
Controller Belcastro; Duane Kavka, Director of Human Services; Jon Stevens, Observer -
Reporter; Jim Jefferson, WJPA; and Chris Enzerra, Herald Standard.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute Nos. 417 and 418.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute Nos. 417 and
418 as written.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
CITIZENS' COMMENTS
There were no citizens' comments.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Medical Supplies be awarded to
the following vendors for the per unit costs submitted in their bid proposals:
Penn Medical, Inc., McMurray, PA
Stuart Medical, Inc., Greensburg, PA
Foster/Wendt Bristol, Pittsburgh, PA
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above;
these being the lowest responsible bids received in accordance with specifications.
REMARKS: It was noted that certain items were not awarded to the low bidder as the
product provided by the low bidder did not meet the specifications.

Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Solicitor Bassi recommended that the bid for Two 1993 Four -Wheel Drive
Pick -Up Trucks for the Bridge Department be awarded to Washington Ford of Washington,
Pennsylvania, for the total amount of $31,996.00 ($15,998.00 per truck).
Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above;
this being the lowest responsible bid received in accordance with specifications.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval
Agreements with the following providers for the Day Care Program for FY92/93:

Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreements as per

Chief Clerk presented to the Board for their consideration and approval an
Application for Funding under the Department of Public Welfare's Supplemental
Assistance for Facilities to Assist the Homeless grant in the maximum amount of
$500,000 to assist homeless families in obtaining permanent housing for the period of
7/1/93 through 6/30/96.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Application for
Funding as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Agreement with Roxbury, Inc., for the provision of drug and alcohol non -hospital
residential rehabilitation and detoxification services for FY92/93 at the per diem rate
of $115.00 for rehabilitation and $150.00 for detoxification. The total contract
amount will not exceed $100,000.00.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per
above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Barbara W. Schneider of Elverson, Pennsylvania, for the provision of
consulting services to assess and evaluate the Case Management Program of the Aging
Services Department at a cost of $45.00 per hour (not to exceed $4,475.00).

Chief Clerk presented to the Board for their consideration and approval a
recommendation to appoint Mr. Terry Mayer of Washington, Pennsylvania, to the
Washington -Greene County Private Industry Council to fill a "private sector" vacancy
for which the term will expire on June 30, 1993.

Subgrant Award from the Pennsylvania State Police in the amount of $42,290.50 for the
Drug/Narcotic Task Force for the period of 10/1/92 through 9/30/93.

(Reimbursable) Quad -County Consumer Resources Conference in Uniontown, Pa., on
October 15, 1992
(0) 2. Darla Pepper of Aging Services to attend a Conference of the
(Reimbursable) Human Service Council, Inc., in Uniontown, Pa., on October 9, 1992
(0) 3. Brian Bark, 911 Coordinator, Jack Welty, Data Processing Manager,
and Michael Silvestri, 911 Advisory Board Member, to travel to Anne
Arundel County, Maryland, to evaluate an operational computer -aided
dispatch system (date not yet determined)

ANNOUNCEMENTS
Chief Clerk announced that the County Offices would be closed on Monday,
October 12th, for the Columbus Day holiday.
BID OPENINGS
Controller Belcastro opened and read the following bid:
NURSES CALL SYSTEM FOR THE WASHINGTON COUNTY HEALTH CENTER

Total amount of bid: $17,800.00
A bid bond in the amount of 10%, not to exceed $1,780.00,
accompanied the bid.
Moved by Mr. Petrosky, seconded by Mr. Ford, that the foregoing bid be tabled
for further review.

There being no further business, Chairman Mascara declared the meeting
