HomeMy WebLinkAboutCOMM - Meeting Minutes - 420 - 10-15-1992 - COMMISSIONER525 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK MASCARA, METRO PETROSKY,JR, JOSEPH A FORD, COMMISSIONERS Minute No. 420 Washington County Commissioners Washington, PA, October 15, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Kathy Emery, Assistant Solicitor/Personnel Director; Stephanie Parish, Secretary; Duane Kavka, Director of Human Services; George Stewart of Washington, Republican Committee Chairman; Jon Stevens, Observer -Reporter; Chris Enzerra, Herald Standard; Kim Timlin, Pittsburgh Press; Lucy Rea of Washington and Ray Williams of Washington, interested citizens. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 419. written. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 419 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Duane Kavka, Director of Human Services, updated the Board on the status of implementation of the recommendations of the comprehensive study of the County's existing transportation system which was done by Comsis Corporation. (See Minute No. 415 dated 9/10/92, pp. 497-498, for further reference.) He explained that the County has begun to apply for additional sources of funding, including a preapplication under Section 18 for rural transportation money which would provide additional transportation in certain rural corridors that are identified in the study. The County also applied for additional handicapped accessible vehicles under the 16BII Program for which the County will receive four vehicles. Mr. Kavka stated that the next major step was the appointment of a Transportation Advisory Board comprised of fifteen individuals representative of the human service community as well as the consumers. He noted that the Advisory Board will hold its organizational meeting some time within the next three or four weeks and will begin meeting on a regular basis after the first of the year and will be developing plans to implement the other recommendations of the study which include the problems of proper utilization and scheduling of vehicles of the various social service agencies and uniformity of driver training. Commissioner Ford briefly commented on a successful transportation system which he and Duane Kavka recently viewed in Jacksonville, Florida. Commissioner Petrosky commented that implementation of this transportation study has been needed for years in terms of the coordinated efforts among the various social service agencies that exist in the county as he feels thousands of dollars have been wasted by the lack of a coordinated effort among the social service agencies. He 526 MINUTE B❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR, JOSEPH A FORD, COMMISSIONERS stated that as governmental resources become tighter at all levels, government officials are going to have to scrutinize the manner in which dollars are spent and must take a progressive approach in order to maximize the use of those dollars to provide the best possible services. CITIZENS' COMMENTS George Stewart of Washington, Pennsylvania, brought to the Board's attention a matter which he feels could be a dangerous situation, particularly in inclement weather, involving the percentage of grade off of "D" level of the new parking garage/maintenance facility. Chairman Mascara stated that Mr. Stewart's concerns would be passed on to the Washington County Authority who is responsible for construction of the facility. Mr. Stewart also called attention to the current issue involving the Trinity School Board's action to build a new football stadium and the opposition thereto. Chairman Mascara informed Mr. Stewart that this was not the forum for him to address his concerns on this issue and that he should direct them to the school board and/or the news media. OLD BUSINESS Assistant Solicitor Emery recommended that the bids for the Nurse Call System at the Washington County Health Center continue to be tabled for review. per above. Moved by Mr. Petrosky, seconded by Mr. Ford, to continue to table the bids as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Provider Agreement with Wesley Child Care of Pittsburgh, Pennsylvania, relative to the LMA Day Care Program for FY92/93. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of surplus personal property consisting of ten vehicles. Four of the vehicles are ones which had been seized by the Drug Enforcement Program, two are the property of the Parks Department and the remaining four are pool cars which require major repairs. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. Gary Gilman, Staff Attorney/Supervisor of Domestic Relations, to (Reimbursable) attend a Continuing Legal Education Seminar sponsored by the Pennsylvania Bar Institute at the George Washington Hotel, Washington, Pa., on October 19, 1992 (0) 2. Bracken Burns, Director of Emergency Management, and David J. Martino, Executive Secretary, to attend a seminar for the purpose of briefing members of the EMA/EMS Board of Media Relations sponsored by the Pennsylvania Emergency Management Agency in Washington, Pa, on October 21, 1992 (0) 3. Ed Petricca, Chief Sealer of Weights & Measures, to attend a Weights & Measures Laws and Regulations Training Refresher Course sponsored by the State Bureau of Weights & Measures in Gibsonia, Pa., on November 17-18, 1992 (0) 4. David P. Suski, Director of JTPA, and two staff members to attend (Reimbursable) the National Association of County's Annual Employment Policy and Human Services Conference in Washoe County, Nevada, on November 20-24, 1992 (0) 5. George Krcelich of Human Services to attend the National (Reimbursable) Association of County's Annual Employment Policy and Human Services Conference in Washoe County, Nevada, on November 20-24, 1992 (0) 6. Hugh Hennessey of the Washington County Health Center to attend a (Reimbursable) seminar for Health Care Providers and Professionals sponsored by the Health Care Department of Zelenkofske, Axelrod and Company, LTD., in Pittsburgh, Pa., on October 30, 1992 (0) 7. Margaret B. Jennings of Aging Services to attend a conference on (Reimbursable) "Dementia and Alzheimer's Disease" in Bethel Park, Pa., on October 17, 1992 (0) 8. Cathy Dames of Adult Probation to attend a seminar entitled "Evaluating Criminal Justice Policy" (follow-up session) in Lancaster, Pa., on October 25-28, 1992 (This in-service training is optional, but the hours will be credited toward the State - mandated training requirement of 40 hours per year. The State Board of Probation and Parole will pay for tuition and hotel costs.) (0) Optional Moved by Mr. Petrosky, seconded by Mr. Ford, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto.
