HomeMy WebLinkAboutCOMM - Meeting Minutes - 422 - 10-29-1992 - COMMISSIONER533 OR Minute No. 422 Washington County Commissioners Washington, PA, October 29, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Brian Bark, 911 Coordinator; Linda Hands, Clerk -Steno II; Floyd Laubham, Planning Commission; Beth Stroud, Community Relations/Volunteer Coordinator, Hospice Care, Inc.; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; and William Hodgkiss, interested citizen. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 421. written. Moved by Mr. Ford, seconded by Mr. Petrosky, approving Minute No. 421 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara entertained a motion to adopt a Proclamation designating the month of November, 1992, as "Hospice Care Month". above. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Proclamation as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Beth Stroud, Community Relations/Volunteer Coordinator, Hospice Care, Inc. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the bid for the Maintenance of Two (2) AT&T System 75's be awarded to AT&T of Pittsburgh, Pennsylvania, in the total amount of $18,512.94 (Courthouse Square Complex - $13,271.54 and Health Center - $5,241.40), effective November 1, 1992. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the only bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. FORD, COMMISSIONERS CORRESPONDENCE Chief Clerk made available to the news media News Releases relative to the following projects: 1. Lincoln Avenue Street Improvements Project in Borough of Charleroi 2. Housing Authority - HUD Comp Grant Program Funding Chief Clerk presented to the Board for their consideration and approval Agreements with the following providers for the Day Care Program for FY92/93: Bernadette Scholato Washington, PA Florence Cummins Washington, PA Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreements as per above. I Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Toni Sabo of Charleroi, Pennsylvania, for the provision of professional electronic data processing consultation and training services for Children and Youth staff. This Agreement would be effective November 1, 1992 through June 30, 1993, at a cost of $15.00 per hour (not to exceed $7,650.00). above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. I Chief Clerk requested authorization to advertise for bids for Construction of 13 T-hangars at the Washington County Airport. Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval two Change Orders to the Contract with Dick Enterprises relative to the Airport Project No. AIP 03-42-0101-12-92. Change Order No. 1 is a reduction of $39,586.50 for various adjustments for the project. Change Order No. 2 is an increase of $5,864.00 for additional work required on the equipment and storage maintenance building. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the two Change Orders as per above and authorizing the Chairman of the Board to so execute. MASCARA, METRO PETROSKY, JR, JOSEPH A. FORD, COMMISSIONERS ... — Chief Clerk presented to the Board for their consideration and approval a DER Application for Transfer of a Permit for the Frederick Terrace Sewage Treatment Plant which was initially (1952) issued in the name of the Washington County Commissioners. DER is instructing that the permit be transferred to the Washington County Housing Authority. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the DER Application for Transfer of a Permit as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Dawn Miller of the Health Center to attend a seminar on "Special (Reimbursable) Populations" sponsored by the Pennsylvania Association of Area Agency on Aging Directors, Inc., in Monroeville, Pa., on November 13, 1992 (0) 2. Laura Borish of Children and Youth to attend the follwoing seminars (Reimbursable) on "Assessing Attachment: Tools of the Trade", "Attention Deficit, Conduct Disorder and Attachment" and "Post Traumatic Stress Disorder and Attachment" sponsored by the Three Rivers Adoption Council in Pittsburgh, Pa., on October 29, 1992, January 7, 1993 and March 4, 1993 (0) 3. ANNOUNCEMENTS Commissioner Mascara noted that the Board has been notified by State Secretary Karen Miller of the Department of Community Affairs that the County's 911 Plan has been approved. He also noted that the Commissioners will be looking at alternatives to the date of implementation of the surcharge.
