HomeMy WebLinkAboutCOMM - Meeting Minutes - 423 - 11-5-1992 - COMMISSIONER537 Minute No. 423 Washington County Commissioners Washington, PA, November 5, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Controller Belcastro; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Joe Smydo, Pittsburgh Press; Ray Williams of Bentleyville, interested citizen; and various bidders. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 422. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 422 as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CITIZENS' COMMENTS There were no citizens' comments. CORRESPONDENCE Chief Clerk made available to the news media a News Release relative to the following project: 1. Independence Township Domolition Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Provider Agreement with Patricia Fetty of Houston, Pennsylvania, relative to the LMA Day Care Program for FY92/93. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Community Care, Inc., relative to the provision of temporary nursing services at the Washington County Health Center. The Addendum provides for the following adjustments in the total annual payments, effective immediately: R.N. - Increase to $55,000.00 from $40,000.00 Nursing Assistant - Reduce to $25,000.00 from $40,000.00 L.P.N. - No change - Remain at $40,000.00 Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Agreement as per above. 538 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR , JOSEPH A FORD, COMMISSIONERS Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Request for a Waiver of Regulation to be submitted to the Department of Public Welfare relative to the Children and Youth Program. This Waiver of Regulation addresses the issues of (a) 1/30 case management ratio; (b) development of family service plans and service plan updates through Purchase of Service Contracts with Try -Again Homes and Catholic Charities; and (c) provision of social services to status offender population through Purchase of Service Contracts with Try -Again Homes and Catholic Charities. Moved by Mr. Petrosky, seconded by Mr. Ford, approving submission of the Request for Waiver of Regulation as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the submission of a Recreational Improvement and Rehabilitation Act (RIRA) Program Grant Application to the Pennsylvania Department of Community Affairs in the amount of $40,000 for a project to construct a multi -purpose building at Mingo Creek County Park to serve as an office, meeting/program center and concession area. The total estimated cost of the project is $100,000, with the County's share of $60,000 coming out of the 1992 Bond Issue proceeds. 539 above. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Subgrant Award from the Pennsylvania Commission on Crime and Delinquency (PCCD) in the amount of $33,886.00 for continuation of the Crime Victim/Witness Assistance Program which is administered through the District Attorney's Office. The grant period is from November 1, 1992 through December 31, 1993. Moved by Mr. Petrosky, seconded by Mr. Ford, accepting the Subgrant Award as per above. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. John K. Abraham, Administrator of the Crime Victim/Witness (Reimbursable) Assistance Program, to attend the meeting of the Victim/Witness Coordinator's Network of Western Pennsylvania at the Indiana County Courthouse Annex on November 13, 1992 (0) 2. J. Bracken Burns, Sr., and Jeffrey A. Yates of Emergency Services (Reimbursable) to attend a conference on "Hazardous Materials Response For Leadership Personnel of Certified Hazmat Teams" sponsored by the Pennsylvania Emergency Management Agency at the Harrisburg Marriott Hotel on November 13, 1992 (0) 3. ANNOUNCEMENTS Chief Clerk announced that the County Offices will be closed on Wednesday, November 11th, due to the Veterans Day holiday. Due to this holiday, the Commissioners' Agenda Meeting has been cancelled and the Prison Board Meeting has been rescheduled to Wednesday, November 18th.
