MASCARA, METRO PETROSKY, JR, JOSEPH A FORD, COMMISSIONERS . .................. .... ----------- Minute No. 424 Washington County Commissioners Washington, PA, November 12, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Controller Belcastro; Lou Lignelli, Director of Administration; Shoichi Muraoka, of Saga Prefecture, Japan; Launa Haney Post, Conservation District; Barbara Horan Webb, Southwestern Pennsylvania Energy Center; Patricia Moore, Member of Earth Day Coalition; Donna Stone and S.A.F.E. Students of California High School; John Duskey, Bell of Pennsylvania; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Floyd Laubham, Planning Commission; and Lucy Rea, interested citizen. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 423. written. Moved by Mr. Ford, seconded by Mr. Petrosky, approving Minute No. 423 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara introduced Shoichi Muraoka of Saga Prefecture, Japan, who is part of a 14-member delegation from Japan that is visiting the states under the sponsorship of the Academy for State and Local Government. He is spending two weeks in Peters Township where he is a guest of Township Manager Michael Silvestri. ICommissioner Mascara read a Proclamation declaring November 20-21, 1992, as "Telephone Directory Collection Days". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Barbara Horan Webb of the Southwestern Pennsylvania Energy Center. CITIZENS' COMMENTS There were no citizens' comments. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Amendment to the Agreement with the Department of Community Affairs relative to the Henry House Study. Chief Clerk presented to the Board for their consideration and approval an Agreement with Pittsburgh National Bank to serve as Custodian for the Employees Retirement Fund. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. I Chief Clerk presented to the Board for their consideration and approval a Provider Agreement with Kimberly Sell of Belle Vernon, Pennsylvania, relative to the LMA Day Care Program for FY92/93. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the Highway Safety Program: above. 1. Authorization for A.R.C.H. (Artists Raising the Consciousness of Humanity, Inc.) to perform an underage drinking/driving under the influence play at the annual SADD Conference at California University on November 24, 1992, at a cost of $490.00. 2. Submission of a grant proposal to the Pennsylvania Department of Transportation for the purpose of providing additional funding to promote compliance with motorcycle helmet and safety belt laws. The projected grant period will be February 1, 1993 through July 31, 1993, with a projected budget of $10,000.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the items as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an extension of the Office Supplies bid awards to the following vendors which extends the expiration date from October 31, 1992 through April 30, 1993: Allegheny Computer Services, Inc., Pittsburgh, PA Alling & Cary, Pittsburgh, PA Diskriter, Inc., Pittsburgh, PA E. W. Curry Company, Pittsburgh, PA 545 General Binding Company, Northbrook, IL Mt. Lebanon Office Equipment, Pittsburgh, PA Pengad Companies, Bayonne, NJ Premiere Business Products, Pittsburgh, PA Sentry Business Products, North Tonawanda, NY Slagle's Business Machines, Inc., Washington, PA Top Office Products, Charleroi, PA Xerox Corporation, Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Ford, approving the extension of the Office Supplies bid awards as per above. Lou Lignelli, Director of Administration, Bill Sember, Director of Planning, and Warden Pelzer to visit two correctional facilities in the Chicago Metropolitan area on November 23-24, 1992 (NOTE: Expenses for Lou Lignelli and Bill Sember will be paid by the Washington County Authority.) (0) 2. County Department Heads to attend a training program on "Employee Performance Evaluation" sponsored by the Local Government Academy and the Pennsylvania Department of Community Affairs in Warrendale, Pa., on November 18, 1992 (R) 3. Mark Baldini and Dave Scrip of Juvenile Probation to attend a (Reimbursable) training program on "Mental Illness and Substance Abuse" sponsored by Western Psychiatric Institute and Clinic in Bridgeville, Pa., on December 16, 1992 (R) 4. Robin Griffith, Nicholas Davidson and Robert Hickey of Juvenile (Reimbursable) Probation to attend a training session on "Mental Health and Juvenile Justice Issues in Adolescence" sponsored by Western Psychiatric Institute and Clinic in Greensburg, Pa., on December 18, 1992 (R) S. Vickie Antos, Becky Adams, Barbara Gerbec and John Patrick of (Reimbursable) Children and Youth to attend a workshop on "Interviewing Angry/Resistive Clients in Sexual Abuse Cases" in Monroeville, Pa., on November 19, 1992 (0) 6. ANNOUNCEMENTS Chief Clerk announced that the Salary Board Reorganization Meeting will reconvene on Thursday, November 19th. 546 MINUTE B❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA SOLICITOR Solicitor Bassi recommended that the County enter into a contract with Attorney Ray Amatangelo to represent the County in the case of Ody A. Dickey, Jr., v. Board of Commissioners and County of Washington (No. 92-4177). This contract is necessitated due to the fact that Attorneys Bassi and Emery are unable to represent the County in this case. The cost for this legal representation is $75.00 per hour, not to exceed $3,000.00, plus expenses, if any. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Contract as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously.
