Washington County Commissioners
Washington, PA, December 10, 1992
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Ford. Also being present:
Kathy Emery, Assistant County Solicitor/Personnel Director; Mel Bassi, Solicitor;
Linda Hands, Clerk -Steno II; Roland Bourke, Executive Director of Redevelopment
Authority; Bill Sember, Director of Planning and Development; Jon Stevens, Observer -
Reporter; Jim Jefferson, WJPA; Joe Smydo, Pittsburgh Press; and George Stewart of
Washington, Republican Committee Chairman.
Chairman Mascara called the meeting to order at approximately
10:15 a.m. and noted that approval of Minute No. 426 would be held in abeyance.
SPECIAL ORDER OF BUSINESS
Roland Bourke, Executive Director of the Redevelopment Authority, presented
to the Board for their consideration and approval a Resolution approving the
Comprehensive Housing Affordability Strategy Annual Plan for Fiscal Year 1993.

Bill Sember, Director of Planning and Development, presented to the Board for
their consideration and approval a Working Agreement between the Washington County
Commissioners, the USDA Soil Conservation Service and the Washington County
Conservation District relative to the Chartiers Run Floodplain Management Study.
Mr. Sember explained that the study, which will be undertaken by the U. S. Soil
Conservation Service, will take approximately three years to complete and will cost
$180,000. The County will contribute $6,000 per year for three years. In addition,
the County Planning Commission and the County Conservation District will provide in -
kind services; the remaining cost will be borne by the U. S. Soil Conservation Service.
He further explained that this study emanated from a request made by the Board of
Commissioners in a letter to the Soil Conservation Service dated December 20, 1990, in
response to the flooding that occurred in this watershed in September of 1990 which
caused extensive damage to the Borough of Houston and Washington Steel Corporation.
The flooding occurred after 6.2 inches of rain fell within a 12-hour period. The
Commissioners promised to initiate action after meeting with citizens and elected
officials of Houston Borough and Chartiers Township. Mr. Sember also noted that the
Commissioners have repeatedly asked the U. S. Army Corps of Engineers to also conduct a
study of the main stem of Chartiers Creek from where it left off at the original flood
control project that ended in Canonsburg up through Houston into Chartiers Township.

The Army Corps has been attempting to get its Cincinnati office to approve that.
However, Congress has not appropriated any money to do any new planning studies
anywhere in the United States for FY93 so the Army Corps is going to try to get that
money reallocated to FY94. Mr. Sember stated that this does not prohibit the County
from moving ahead with this study with the Soil Conservation Service.

as per above.

OLD BUSINESS
Solicitor Bassi recommended that the bids for Linen Supplies be awarded to
the following vendors for the per unit costs submitted in their bid proposals:
Charmtex, Brooklyn, NY
Joseph Gartland, Gloucester, NJ
Liberty Textile, Cleveland, OH
Standard Textile, Pittsburgh, PA
Textile Sales, Baltimore, MD
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above;
these being the lowest responsible bids received in accordance with specifications.
REMARKS: It was noted that certain items were not awarded to the low bidder as the low
bid did not meet the specifications. Also, the bids received for the laundry
bags were too high and this item will be rebid.

Solicitor Bassi recommended that the bids for Disposable Briefs, Underpads
and Washcloths be awarded to the following vendors for the per unit costs submitted in
their bid proposals:

Disposable Briefs - Gatti Medical, Indiana, PA

Washcloths - Marstan Industries, Philadelphia, PA
Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above;
these being the lowest responsible bids received in accordance with specifications.
REMARKS: It was noted that the Underpads and briefs were awarded to the second lowest
bidder as the lowest bidder did not meet the specifications.

Solicitor Bassi recommended that the bid for the Washington County Airport
Aircraft Storage Hangars be awarded to Nello Construction Company of Carnegie,
Pennsylvania, for the base bid amount with the alternative bid prices for the electric
doors for a total amount of $336,002.00.
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above.

Assistant Solicitor Emery presented to the Board for their consideration the
following items relative to the JTPA Program:
1. Modification to the Title III Agreement with Pittsburgh
Diesel Institute from $15,708 to $20,135 (increase of
$4,427) for the purpose of adding two slots in classroom
training.
2. Modification to Coal Miner Agreement with Pittsburgh
Diesel Institute for the purpose of adding one additional
slot (from 4 to 5) at no additional cost.
3. Submission of the following proposals to the Pennsylvania
Department of Labor and Industry:

Purpose: This program will be run in conjunction with
California University which will provide counseling, expanded
instruction, field trips and support. Upon the completion
of high school, those participants completing the program will
be offered tuition -free matriculation at any State -funded
institution.

approval a Contract with the Pennsylvania Board of Probation and Parole for the return
of County Adult Probation Supervision Fees in the amount of $43,699.77 for the period
of April through July, 1992.

above.
