Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 450.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 450 as
written.

Motion carried unanimously.
Chairman Mascara noted that approval of Minute No. 451 would be held in
abeyance.
SPECIAL ORDER OF BUSINESS
Chairman Mascara read a Proclamation proclaiming June 18, 1993, as "United
Cerebral Palsy Casual Day".
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing
Proclamation.

Motion carried unanimously.
The Commissioners presented the Proclamation to Christine Hyden, Development
Director of United Cerebral Palsy.
Chairman Mascara introduced the new Veterans Director, Charles Pollacci.

Solicitor Bassi recommended that the bids for the Land Records Information
System be rejected, based upon a recommendation made by a bid review committee
consisting of the Recorder of Deeds, data processing staff and the Director of

Solicitor Bassi recommended that the bid for the CAD System for the 911
Communications Center be awarded to MaSys Corporation of Minneapolis, Minnesota, being
the second lowest bid, for the total amount of $362,891.00. He noted that the lowest
bidder, New World Systems Corporation, did not meet the specifications as documented by
the 911 Coordinator and the County's consultant, Engineered Communications, Inc.
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; 0
this being the lowest responsible bid received in accordance with specifications.

Solicitor Bassi recommended that the bid for the High Speed Copier be awarded
to Eastman Kodak Company of Pittsburgh, Pennsylvania. The award is for a 60-month
lease/purchase at $1,401.12 per month. The monthly maintenance of $550.00 per month
will be waived through December 31, 1993, although the meter charge of $.0048 per copy
will be in effect from date of installation. Therefore, charges are as follows:
1. $1,401.12 + meter charge (.0048 x 100,000) $480.00 = $1,881.12
through December 31, 1993
2. Beginning January 1, 1994:
$1,401.12 + meter charge (.0048 x 100,000)
$480.00 + $550.00 = $2,431.12

this being the lowest responsible bid received in accordance with specifications.

Solicitor Bassi recommended that the bid for the Law Enforcement Uniforms .
(rebid) for the period of June 10, 1993 through April 30, 1994, (with option to renew
second year), be awarded as follows:
Section III - 911 Center
The apparent low bidder, Northeastern Uniforms, did not bid the
required skirt on the bid for uniformity. If he had bid the correct
skirt, he would be the high bidder. Therefore, the low bidder is
Petrocelli's Uniforms of Bridgeville, Pennsylvania.
Total cost based on estimated quantity: $18,845.47
Section IV - Drug Task Force
Award to the low bidder, Petrocelli's Uniforms of Bridgeville,
Pennsylvania. 0
Total cost based on estimated quantity: $3,268.50

Chief Clerk presented to the Board for their consideration and approval
Addendums to the following Children and Youth Provider Agrements:
1. CATY Services, Inc., for the provision of foster care
services. This Addendum increases the contract
authorization amount from $100,000.00 to $160,000.00.
2. New Hope Youth Home for the provision of placement
services. This Addendum increases the contract
authorization amount from $50,000.00 to $100,000.00.

Addendums as per above.

Medical Assistance Transportation Program (MATP) Pre -Expenditure Plan for FY93/94 in
the amount of $310,030.00 to be submitted to the Pennsylvania Department of Public
Welfare.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving submission of the
FY93/94 Medical Assistance Transportation Program (MATP) Pre -Expenditure Plan as per
above.

Chief Clerk presented to the Board for their consideration and approval an
Amended Capital Equipment Application for the Shared -Ride Reduced Fare Program for
Senior Citizens for FY93/94 in the amount of $201,900.00. It was noted that it was
PennDOT's recommendation that the County submit an amended application to replace the
original application which was approved at the meeting on May 6, 1993, in the amount of
$54,780.00. The funds will be used to purchase mini -vans for the program.

Equipment Application as per above and authorizing the Chairman of the Board to so
execute.

Chief Clerk presented to the Board for their consideration and approval a
Working Agreement with the United States Department of Agriculture, Soil Conservation
Service, whereby the Soil Conservation Service will provide dam breach inundation maps
and documentation for seven dams in Harmon Creek Watershed and one dam in Cross Creek
Watershed which is a requirement of DER. The County would pay to the Soil Conservation

following items relative to the JTPA Program:

1. Modification to the Agreement with Washington School
District to allow for an increase in salary and
training materials necessary to accommodate the new
class of STEP students. The requested increase is
$3,500.00 bringing the contract total to $42,000.00.
This agreement is funded from both Title IIB and
the Department of Education STEP funds. The number
of participants served increases from 57 to 87.
2. An Agreement with Intermediate Unit I for the provision
of testing services for 500 summber youth applicants.
The cost of this testing contract shall be $5,374.00.
The contract term shall be from June 11, 1993 to
September 30, 1993, and the funding shall be from
Title IIB.

Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval final
submission of the County's Act 71 Jail Construction Proposal for jail construction
funds to the Pennsylvania Department of Corrections. The proposal projects the total
construction cost of $12,863,500.00 and requests reimbursement up to $6,431,750.00 and
also verifies that the County's application has not changed from the original
submission.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the final submission
of the County's Act 71 Jail Construction Proposal as per above.
