PALUSO, COMMISSIONERS Minute No. 235 Washington County Commissioners Washington, PA, January 12, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Paluso. Absent being: Commissioner Mascara, who was ill. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Lou Lignelli, Director of Administration; Roland Bourke, Executive Director, Redevelopment Authority; Dave Suski, JTPA Director; Francis Pettit, Executive Assistant; Attorney John Solomon, Solicitor for Recorder of Deeds; Wayne Fleming, Director of Revenue; Dave Smith, Emergency Services; Jon Stevens, Observer -Reporter; Pete Skirchak, Herald Standard; Jim Jefferson, WJPA; and Chris Kramer, Weirton Daily Times. Vice -Chairman Petrosky called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute Nos. 233 and 234. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute Nos. 233 and 234 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Attorney John Solomon, Solicitor for the Recorder of Deeds, presented to the Board for its consideration and approval a written request and formal recommendation for the Board to enact an ordinance requiring the uniform parcel identifier to be contained on all real estate instruments to be recorded. County Solicitor Bassi noted the receipt of this request and stated that the Board will take the matter under advisement. Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving an Application for Federal Enterprise Zone Nomination in cooperation with the City of Monessen and the Borough of Donora. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Mr. Bourke also presented to the Board for their consideration and approval a Resolution approving an Application for a Rental Rehabilitation Grant. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS OLD BUSINESS Solicitor Bassi recommended that the bids for Printed Forms be awarded to the following vendors: Arnold Corporation, Uniontown, PA Badzik Printing, Donora, PA Hudson Business Forms, Pittsburgh, PA Lydic Printing Company, Washington, PA Mancuso Printing, Washington, PA Moore Business Forms, Inc., Pittsburgh, PA Rainbow Graphics, Meadowlands, PA He also recommended that the Board authorize the readvertising for bids for items of which no bids were received, items of which were inaccurate in the specifications and additional items excluded in the original bid. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; and authorizing the Chief Clerk to readvertise for bids as per above. CORRESPONDENCE Chief Clerk made available to the news media a news release relative to the following project: City of Washington Fire Protection Equipment Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the recommendation to reappoint Dr. Leslie Midla and William Finley to the Washington County Planning Commission for the four-year term of January 1, 1989 to January 1, 1993. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing reappointments. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Maintenance Agreement with Varityper of Broadview Heights, Ohio, covering the typesetter machine in the Planning Commission at an annual cost of $1,404.00. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Maintenance Agreement as per above; and authorizing the Vice -Chairman of the Board to so execute. Gulisek Construction Company relative to the Morrow Bridge Replacement Project. The Change Order provides for an extension of time (112 days) for project completion at no additional cost. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Change Order as per above; and authorizing the Vice -Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval the recommendation to accept a proposal in the amount of $335.00 submitted by the South Strabane Township VFD #1 for the purchase of surplus personal property consisting of a used 12.5 KV generator. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the following 1. Gasoline 2. Flags and Markers for Veterans Graves 3. Ballot Cards, Ballot Pages, Polling Supplies and Voter Certificates for the May Primary Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Chief Clerk presented to the Board for their consideration and approval a request to re-establish the fee of $7.00 for election precincts who assist the local election board officials in the set up of equipment. REMARKS: It was noted that this fee had been established many years ago, but the Director of Elections requested the Board to re-establish it in order to alleviate extensive research in locating the original approval. Moved by Mr. Paluso, seconded by Mr. Petrosky, to re-establish the $7.00 set- up fee as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an agreement with Pitney Bowes for the rental of a postage meter for Domestic Relations at the cost of $44.00 per month and also a maintenance agreement at a cost of $306.Od per year for the maintenance of a #5600 mail machine and #5 electronic scale. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Bedway Security Agency, Inc., for the provision of security services at the Washington County Health Center. The addendum provides for an extension of the agreement from January 2, 1989, through December 31, 1989, with an increase in the hourly rate from $5.79 to $6.29, effective February 1, 1989. Chief Clerk presented to the Board for their consideration and approval a Mental Health Intensive Case Management Plan to be submitted to the Regional Office of Mental Health covering the remainder of FY88/89 as well as FY89/90. It was noted that these ICM services will be 100* funded by the State. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the submission of the Mental Health ICM Plan as per above; and authorizing the Vice -Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a maintenance agreement price adjustment for Unisys Corporation covering the B1800 and 95 computer equipment. The total monthly rate will increase from $2,361.73 to $2,400.37, effective April 1, 1989. It was noted that these actions were necessary due to delays experienced by PennDot in processing the new comprehensive highway safety grant. Chief Clerk presented to the Board for their consideration and approval a request to authorize the purchase of insurance coverage for the Washington County Airport from Davidson and Derion Insurance, Inc., of Pittsburgh, Pennsylvania, at a total annual premium of $4,700.00, effective January 1, 1989 through December 31, 1989. REMARKS: It was noted that this policy replaces the former policy with Johnson and Higgins of Pennsylvania, Inc.
