Washington, PA, February 16, 1989
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara and Paluso. Absent being: Commissioner
Petrosky who was out of town. Also being present: Chief Clerk Dallatore; Assistant
Solicitor Emery; Gary Gilman and Francis Pettit, Executive Assistants; Linda Bell,
Assistant JTPA Director; Phil Garrow and Floyd Laubham, Planning Commission; Coroner
Jackson; Linda Hands, Clerk -Steno !I; Kevin Humble, Budget Director; Larry Spahr,
Director of Elections; Vickie Bryan and Pat Fisher, Parks Department; Alfred Marsico of

Chairman Mascara called the meeting to order at approximately
1:30 P.M. and entertained a motion to approve Minute No. 228.
Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 238 be approved
as written.

SPECIAL ORDER OF BUSINESS
Chairman Mascara read a Proclamation declaring the month of March, 1989, as
"Mental Retardation Month".
Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing
Proclamation.

The Commissioners presented the Proclamation to representatives of the
Association for Retarded Citizens.
Commissioner Paluso read a Proclamation designating the week of
February 19-25, 1989, as "Mathcounts Week".

Proclamation.

County Mathcounts Coordinator, and certificates to the winners. (The meeting recessed
for a few minutes for the purpose of taking pictures.)
OLD BUSINESS
Assistant Solicitor Emery recommended that the bid for the furnishing and
inst
allation -tallation of the Nurse Call System for the Washington County Health System be
awarded to the lowest bidder, Gregg Communications of Pittsburgh, Pennsylvania, in the
amount of $9,880.00.
Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid as per above;
this being the lowest bid received in accordance with specifications.

Assistant Solicitor Emery recommended that the bid for the Western Center
Bridge Construction Project be awarded to Frank Gavlik & Sons, Inc., of Charleroi,
Pennsylvania, for the base bid amount of $1,637,659.96 plus Alternate No. 1 ($0.00),
contingent upon PUC's approval of the County's application to cross the railroad tracks
owned by Consolidated Rail Corporation located at the project site.

with the contingency as noted.

Assistant Solicitor Emery recommended that the bid for the furnishing and
delivering of markers for veterans graves for 1989 be awarded to the lowest bidder,

$5,350.00.

this being the lowest responsible bid received in accordance with specifications.

Ordinance authorizing the issuance of a General Obligation Note in the amount of
$1,000,000.00 and the private sale thereof to Community Bank at the interest rate of
8.25% per annum in order to provide funds for the payment of the costs of certain
capital projects of the County, including the expansion of the County airport;
acquisition of furnishings, machinery, apparatus or equipment; or any other related
'"Project" as defined by Section 102 of the Local Government Unit Debt Act.

Change Older No. 1 to the contract with Appalachian Industries, Inc., relative to the
Mingo Creek Park Roadway Improvements Project. The Change Order increases the contract
amount by $1,881.60.

per above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with the North Central Pennsylvania Regional Planning and Development
Commission. The purpose of this agreement is to provide employment and training
services and programs for dislocated coal miners. The contract amount shall not exceed
$39,441.00 and Shall provide services to 25 dislocated coal miners. The term of this
agreement shall be from January 1, 1989 to June 30, 1989. The funds for this agreement
come from JTPA Title III funds made available from the Commonwealth to the North
Central Pennsylvania Regional Planning and Development Commission.

Agriculture which includes the County's Pre -Expenditure Plan in the
amount of $13,319.57
2. Agreement with the Washington -Greene Community Action Corporation as
the lead agency

recommendation to accept a proposal in the amount of $225.00 from Leslie Yanavich of
Washington, Pennsylvania, for the sale of surplus personal property consisting of a
1983 Dodge Diplomat.

above; this being the highest proposal received in accordance with Section 1805 of The
County Code.

Housing Assistance Program (HAP) proposal to be submitted to DPW for a grant allocation
in the amount of $44,2164.00 for the period of January 1, 1989 through June 30, 1989.

Housing Assistance Program proposal as per above; and authorizing an agreement with the
Washington -Greene Community Action Corporation as the lead agency for this program.

Lease Renewal. Agreement with Barrett G. Greenlee for the purpose of leasing office
space for District Justice Morgo in Bentleyville. The lease term will commence on
March 1, 1989, and end on February 28, 1994, at a monthly rental rate of $550-00
through February 28, 1992, and $575.00 per month beginning March 1, 1992, and ending
February 28, 1994.

Chief Clerk announced that the County Offices would be closed on Monday,
