Also being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Gary Gilman and Francis Pettit, Executive Assistants; Dave Suski, JTPA Director; Phil Garrow, Publications and Information Coordinator; Coroner Jackson; Linda Hands, Clerk -Steno II; Kathi Warco, Observer -Reporter; Jim Jefferson, WJPA; Victoria Bell, Weirton Daily Times; Debbie D'Andrea, Greensburg Tribune Review; Pete Skirchak, Herald Standard; and Cliff Gorski, WASP. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 239. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 239 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Assistant Solicitor Emery recommended that the following bids for the May Primary be awarded to the respective vendors as listed: Bid Items) Ballot Pages Polling Supplies & Ballot Cards Voters Certificates Successful Bidder Badzik Printing, Donora, PA William Penn Printing, Pittsburgh, PA Moore Business Forms, Pittsburgh, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the only bids received, in each instance, in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the following items relative to the CYS Independent Living Program: 1. Amendment to Grant Agreement with DPW 2. Amendment to Agreement with Try -Again Homes It was noted that the total amount of the agreements would remain the same; however, there would be funding shifts in the various cost centers. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Amendments as C 1 1 per above. MINUTE GOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA FRANK R. Chief Clerk presented to the Board for their consideration and approval a recommendation to appoint Dr. Stanley Myers, Professor at W&J College, to the Washington County Comprehensive DUI Program Advisory Board, replacing James Shoaf, who has resigned. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing appointment. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the following items: 1. Maintenance for certain county -owned typewriters 2. One (1) truck for Sheriff's Office Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk noted for the record the resignation of Attorney Betsy McKnight as a Standing Master in Divorce, effective February 28, 1989. Chief Clerk presented to the Board for their consideration and approval an Agreement with Attorney Thomas Vreeland as a Standing Master in Divorce, replacing Attorney Betsy McKnight, effective March 1, 1989, at the annual rate of $14,500.00 ($1,208.33 per month). above. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. Kenneth Barna, Robert Neil, Gary Riley, Joan Gildow, Paul Chicone, Robert Lamendola, Josephine Haines, Angeline Veltri of Tax Assessment and Lou Lignelli, Tom Cox and James Sutherland, Appeals Board members, to attend an Assessors Train-i-ng Meeting sponsored by the Assessors' Association of Pennsylvania in New Stanton, Pa., on March 8, 1989 (0) 2. Deborah Batley and Patricia Brickner of the Health Center and Mary Lynn Spilak and Darla Pepper of Aging Services to attend a meeting concerning the protective services program sponsored by Southwestern Pennsylvania AAA, Inc., in Monessen, Pa., on February 24, 1989 (0) 3. Dave Suski and a staff member of JTPA to attend a Dislocated Worker (Title III) meeting for coal miners in Harrisburg, Pa., on February 24, 1989 (0) 5. Robert O'Hare and Cynthia P. Zibrida of Adult Probation to attend a Regional DUI Association Quarterly Meeting in Uniontown, Pa., on March 3, 1989 (B) 6. Stan Rockovich of Adult Probation to attend a General Membership Meeting of the Adult Probation and Parole Officers Association in State College, Pa., on March 15, 1989 (0) 7. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Maintenance Agreement with CTR Systems of Pittsburgh, Pennsylvania, relative to the parking control equipment located in the Courthouse Square Office Building parking garage. The addendum provides for a one -month extension of the maintenance agreement, effective March 1 through March 31, 1989, at the same monthly rate of $553.33. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Addendum to the Maintenance Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SOLICITOR Assistant Solicitor Emery recommended the Board's approval of an invoice in the amount of $156.71 from the Centre County Public Defender's Office relative to services provided during a parole hearing for Nolan Davis. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving payment of the foregoing invoice; this action being in accordance with Section 10.1 of Act No. 172 of 1981. The Commissioners briefly commented on a lawsuit recently filed by them against Controller Beharry concerning her refusal to pay the National Benevolent Association Christian Church relative to services provided by Evelyn Inks, coordinator for senior center activities at the Thomas Campbell Christian Center. 10:15 a.m. - Meeting recessed. 10:40 a.m. - Meeting reconvened for the purpose of opening bids.
