PALUSO, COMMISSIONERS Minute No. 242 Washington County Commissioners Washington, PA, March 9, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Gary Gilman and Francis Pettit, Executive Assistants; Phil Garrow, Publications and Information Coordinator; Linda Hands, Clerk -Steno II; Lou Lignelli, Director of Administration; Floyd Laubham, Planning Commission; Ferdal Littleton, Chief Deputy Sheriff; Roy Sarver, Director of Mon Valley T.O.U.R. (Tourism Organized to utilize our Resources); Attorney Chuck Kurowski and a group of title searchers; a group of students from the Western Area Vo-Tech School (National Honor Society); Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Victoria Bell, Weirton Daily Times; and Pete Skirchak, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 241. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 241 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara read a Proclamation designating Saturday, March 18, 1989, as "Church Awareness Day". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Roy Sarver, Director of Mon Valley T.O.U.R. A group of National Honor Society students from the Western Area Vo-Tech School presented sweatshirts to the Commissioners. OLD BUSINESS Solicitor Bassi recommended that the bids for the furnishing and delivering of Printed Forms II be awarded to the following vendors for the "per item" costs submitted in their bid proposals: William Penn Printing Co., Pittsburgh, PA Rainbow Graphics, Meadowlands, PA Badzik Printing Service, Inc., Donora, PA Moore Business Forms, Pittsburgh, PA '164 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PALUSO, COMMISSIONERS The Arnold Corp., Uniontown, PA Hudson Business Forms, Pittsburgh, PA Garlits Industries, Inc., Morrisville, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; and authorizing the Chief Clerk to re -advertise for bids for certain forms for which no bids were received. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Medical Supplies continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table the bids for Medical Supplies as per above; and authorizing the Chief Clerk to re -advertise for bids for certain items for which no bids were received. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the Batch Encoder and Endorser for the Treasurer's Office be awarded to Standard Register of Pittsburgh, Pennsylvania, in the amount of $3,890.00; also, that the Board approve an annual maintenance agreement in the amount of $270.00 for the Batch Encoder and $230.00 for the Endorser to become effective 90 days after installation. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above, this being the only bid received in accordance with the specifications; also, approving the annual maintenance agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the maintenance of the Cincinnati Parking Control Equipment located at Courthouse Square parking garage be awarded to Cincinnati Time Recorder of Pittsburgh for a two-year contract commencing on April 1, 1989 through March 31, 1991, at a total cost of $15,050.00. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above, this being the only bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a request to renew the county's property, liability and automobile insurance coverages with McMahon, Kenneth & Associates, Inc., for the period of March 1, 1989 to March 1, 1990. Also, the premium may change up or down with the updating of property values, equipment and automobiles. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the insurance coverage renewal as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following agreements with Pitney Bowes for mailing machines owned by Washington County: 1. Maintenance on mailing machine located in Employment and Training effective November 1, 1988 through October 31, 1989 - $283.00 2. Meter rental on mailing machine located in Employment and Training effective December 16, 1988 at a quarterly rate of $102.00 3. Meter rental on mailing machines located in the 13 District Justices Offices. One agreement effective November 3, 1988, and twelve agreements effective October 16, 1988, each at $14.50/month or $43.50 quarterly Moved by Mr. Petrosky, seconded by Mr. Paluso, approving and ratifying the foregoing agreements; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval an invoice from Arbitrator Elliot Newman in the amount of $607.98 which represents the County's portion of arbitration costs related to PSSU's grievance concerning vacation entitlement. Moved by Mr. Petroskyā€˛ seconded by Mr. Paluso, approving payment of the foregoing invoice. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a renewal of the Mechanical Service Agreement with Penn Record Systems, Inc., covering the Lektriever 110 located in the Clerk of Courts Office. Chief Clerk presented to the Board for their consideration and approval an Addendum to the agreement with Carole Beck for court reporting services for the Divorce Office. The Addendum provides for an increase from $1.25 per page to $2.50 per page for transcripts, orders and reports. (For further reference, see Court Order signed by President Judge Gladden dated March 9, 1989, Administrative Order 89-1.) above. Charles Stock, Law Librarian, to attend a seminar entitled "Optical Disk: Is it Legally Acceptable?" sponsored by the Association for Information and Image Management in Pittsburgh, Pa., on March 15, 1989 (R) 2. Teresa Crawford, Audrey Fine, Pat Jessop, Fran Pugne and Sally Schultz of the Health Center to attend a Basic Cardiac Life Support Heartsaver training course at the Washington Hospital School of Nursing on March 18, 1989 (0) 3. ANNOUNCEMENTS Chief Clerk announced that due to the Commissioners being out of town, the Agenda and Board meetings scheduled for Wednesday and Thursday, March 15 and 16, have been cancelled.
