PALUSO, COMMISSIONERS Minute No. 243 Washington County Commissioners Washington, PA, March 23, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Gary Gilman and Ed DuJordan, Executive Assistants; Linda Hands, Clerk -Steno II; Roland Bourke, Executive Director, Redevelopment Authority; Judi Lomago, Executive Secretary; Jon Stevens, Observer - Reporter; Jim Jefferson, WJPA; Victoria Bell, Weirton Daily Times; and Pete Skirchak, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 242. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 242 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving budget revisions for the County's Community Development Programs for fiscal years 1983, 1984, 1985, 1986, 1987 and 1988, respectively, and amendments for fiscal years 1985, 1987 and 1988, authorized under the House and Community Development Act of 1974, as amended. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bids for Medical Supplies for the period of April 1 through September 30, 1989, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Calgon Vestal Laboratories, Wheeling, WV Gatti Medical Supply, Indiana, PA General Medical Corporation, McMurray, PA Medicare Equipment Company, Inc., Latrobe, PA Penn Medical Supply, Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Assignment of Land Lease from Baldwin Electric Company, Inc., to Chapman Corporation relative to the use and construction of a hangar at the Washington County Airport. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Assignment of Land Lease as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Colleen C. Allison, R.R.A., Medical Records Consultant at the Washington County Health Center. The agreement provides for an increase from $35.00 per hour to $38.00 per hour, effective July 1, 1989. Agreement. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a renewal policy with National Union Fire Insurance Company of Pittsburgh, Pennsylvania, through the County's Insurance Broker, McMahon, Kenneth and Associates, Inc., for the Public Officials Liability Insurance policy. The policy is effective February 12, 1989 through February 12, 1990, at a total cost of $35,600.00. There are no changes from the expiring policy and no increase in the premium from last year. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the insurance renewal policy as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a one-year lease agreement with MobileComm of Pittsburgh, Pennsylvania, for the purpose of leasing four pagers; two for the County Jail and two for the Sheriff's Office. Each pager would cost $62.30 per quarter ($20.77/month). There is a one time connect fee of $20.00 which would cover the cost of connecting all four pagers. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the lease agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr- Mascara - Yes. Motion carried unani-mously. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a request to authorize an Automatic Document Feeder attachment for the Xerox 1038ZT and 1040 machines located in the courthouse at the following amounts: (See Minute No. 236 dated 1-19-89 for further reference.) 1038 ZT - $44.00 per month 1040/RE - $64.00 per month These attachments are in accordance with State Contract #3610-01. Chief Clerk presented to the Board for their consideration and approval an Agreement with The Neilan Engineeers, Inc., for Engineering Services relative to an additional investigation and report concerning the lintel repair and design services at the Washington County Health Center. The total estimated cost for the additional investigation and report is $4,700.00. The Agreement also provides for engineering fees for design, bidding and general construction review services based on construction costs.
