PALUSO, COMMISSIONERS Minute No. 244 Washington County Commissioners Washington, PA, March 30, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit, Executive Assistant; Linda Hands, Clerk -Steno II; Coroner Jackson; Phil Garrow and Floyd Laubham, Planning Commission; Sondra Caffrey, Executive Director, Parents Anonymous; Dan Huffman, Director of Human Services; Marcia Wilson, Children & Youth; Sally Keen, Jeanne Cornetto, Dr. Malcolm G. Meyer, Dean Nichols and Michael Buleza, Area Coordinators of the Literacy Council of the Greater Washington Area; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Victoria Bell, Weirton Daily Times; and Pete Skirchak, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and noted that approval of Minute No. 243 would be held in abeyance. SPECIAL ORDER OF BUSINESS Commissioner Paluso read a Proclamation designating April as "Child Abuse Prevention Month". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Sondra Caffrey, Executive Director, Parents Anonymous. Commissioner Petrosky read a Proclamation designating April as "Literacy Awareness Month". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Sally Keen, Area Coordinator, Literacy Council of the Greater Washington Area. OLD BUSINESS Solicitor Bassi recommended that the bids for Office Supplies II continue to be tabled for review. Solicitor Bassi recommended that the bids for Medical Supplies II for the period of April through September be awarded to the following vendors for the per unit costs submitted in their bid proposals: Penn Medical Supply, Inc., McMurray, PA Medicare Equipment Co., Inc., Latrobe, PA Gatti Medical Supply, Indiana, PA General Medical Corporation, McMurray, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Meat and Produce for the Jail and Washington County Health Center for the period of April through June be awarded to the following vendors for the per unit costs submitted in their bid proposals: Kraft/Behrhorst, Bridgeville, PA Green Valley Packing, Claysville, PA Jarrell & Rea, Inc., Pittsburgh, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above, these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NOTE: John Sexton & Company withdrew its bid due to the fact that the County cannot accept any price changes during the bid period. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the 1989 Lawn and Garden Tractor for the Parks Department be awarded to Sichi Farm Supply, Inc., of Eighty Four, Pennsylvania, for the amount of $6,595.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - You; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board or their consideration and approval Agreements with the following individuals for the purpose of farming land at Cross Creek Park: 1. Curt3s Hamilton 2. Mike Krajacic 3. Rick Kovalcik 4. Robert Lowry S. Ronald Romanetti 6. William Stacko The Agreements are for a five-year period, effective April 5, 1989. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Agreements. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following two proposals from Carrier Corporation of Bridgeville, Pennsylvania, relative to the Carrier 19DG Chiller SN 18697 located in the Courthouse: 1. Proposal to make necessary repairs to chiller as a result of Eddy Current Analysis performed. (See Minute No. 237 dated 1-26-89 for further reference.) Cost - $1,520.00. 2. Chief Clerk presented to the Board for their consideration and approval a Revised Pre -Expenditure Plan in the amount of $46,283.00 for the FYSS-89 DPW Emergency Shelter Grant Program. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Revised Pre - Expenditure Plan as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Grant Agreement in the amount of $62,000.00 with the U.S. Department of Housing and Urban Development (HUD) for the Emergency Shelter Grant Program. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Grant Agreement as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Helen Gaskey of the District Attorney's Office to provide secretarial assistance to the Crime Victim/Witness Assistance Program at the rate of $600.00 per year, effective April 1, 1989. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Robert Sherrow of the Jail to attend a Training Seminar/Forensic Mental Health Conference in Erie, Pa., on April 26-28, 1989 (R) 4. Rene Crow, Sande* Keller and Susan Miller of Adult Probation to attend a Course on Secretarial Skills Update sponsored by the Pennsylvania Board of Probation and Parole in Allison Park, Pa., on April 4, 1989 (0) 5. (Motion to Amend the Resolution Adopting Ordinance No. 1989-2) Moved by Mr. Petrosky, seconded by Mr. Paluso, that the Local Government •- Unit, the County of Washington, hereby designates the Note as a qualified tax exempt obligation pursuant to Section 265(b)(3) of the Internal Revenue,Code, and represents and covenants that the total amount of its obligation so designated and to be designated during the current year does not nor will not exceed Ten Million ($10,000,000.00) Dollars. Solicitor Bassi recommended the Board's approval of an Amendment to Agreement with Bela A. Karlowitz and William M. Hoffman relative to litigation concerning the Washington County Health Center construction. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Amendment to Agreement as per above. --Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
