PALUSO, COMMISSIONERS Minute No. 245 Washington County Commissioners Washington, PA, April 6, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being presents Commissioners Mascara, Petrosky and Paluso. Also being present. Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit and Gary Gilman, Executive Assistants; Linda Hands, Clerk -Steno II; Phil Garrow and Floyd Laubham, Planning Commission; Joan Griffin, Chairperson, Community Housing Resource Board; Rich Galway, Community Development Director, Redevelopment Authority; Don Swaggart, Community Housing Resource Board Member; Robert A. Hillberry, President, and John Lewis, President -Elect, Washington County Life Underwriters (Mr. Hillberry was also representing the Volunteer Resource Center Committee.); Jeannie Wattras, past Director, and Ann Cowan, new Director, Volunteer Resource Center; Donald Dunst, President, and Bill McCready, Executive Director, United Way; Betsy Dane, Prevention/Education Coordinator, Holly Sethman, Sexual Assault Counselor, and Alice Lahr, Director of Sexual Assault, Rape Crisis Center; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Victoria Bell, Weirton Daily Times; and Pete Skirchak, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 243. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, to approve Minute No. 243 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara noted that approval of Minute No. 244 would be held in abeyance. SPECIAL ORDER OF BUSINESS Month". Commissioner Mascara read a Proclamation designating April as "Fair Housing Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Joan Griffin, Chairperson, Community Housing Resource Board. Commissioner Paluso read a Proclamation declaring the week of April 9-15, 1989, as "Insurance Appreciation Week". The Commissioners presented the Proclamation to John Lewis, President -Elect, Washington County Life Underwriters. Commissioner Petrosky read a Proclamation declaring the week of April 9-15, 1989, as "Volunteer Connection Week". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Robert A. Hillberry, Chairman, Volunteer Resource Center Committee. Commissioner Mascara read a Proclamation declaring the week of April 9-15, 1989, as "Victims' Rights Week". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - You. Motion carried unanimously. The Commissioners presented the Proclamation to Betsy Dane, Prevention/Education Coordinator, Rape Crisis Center. 10:25 a.m. - Meeting recessed for the purpose of taking pictures. 10:35 a.m. - Meeting reconvened. OLD BUSINESS Solicitor Bassi recommended that the bids for Office Supplies II for the period of April through July be awarded to the following vendors for the per unit costs submitted in their bid proposals: Alling & Cory, Pittsburgh, PA E. W. Curry Co., Pittsburgh, PA Cordage Paper Co., McKees Rocks, PA Pengad Companies, Bayonne, NJ Slagle's Business Machines, Washington, PA Top Office Products, Charleroi, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications, and authorizing the Chief Clerk to re -advertise for bids for certain items for which no bids were received. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Moved by Mr. Petrosky, seconded by Mr. Paluso, rejecting the bids as per above and authorizing the Chief Clerk to re -advertise for bids. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Docket Books be awarded to the lowest bidder, Badzik Printing Service, Inc., of Donors, Pa., for the amount of $14,089.75. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above; this being the only bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the 1989 Station Wagon for the Washington County Health Center be awarded to the lowest bidder, Washington Ford, Inc., of Washington, Pa., in the amount of $15,104.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Addendums to the Agreements with Pittsburgh National Bank as Paying Agent for the 1984 and 1988 Bond Issues. The Addendums provide for the payment of Pittsburgh National Bank's fees and expenses. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendums as per above and ratifying payment of all fees related thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Music Performance Trust Fund whereby the County and the Trust Fund will co-sponsor musical performances throughout the County. The County's share of the cost is $1,897.20. The term of the Agreement is from May 1, 1989 to September 30, 1989. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement with the Music Performance Trust Fund as per above. Atcheson relative to garbage collection at Ten Mile Park. The Addendum provides for continued garbage collection services for the period of May 1 through October 31 of each year at the same monthly rate of $150.00. above. Moved by Mr. Peluso, seconded by Mr. Petrosky, approving the Addendum as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of surplus personal property consisting of a 1978 GMC Crewcab and a 1968 GMC Flatbed Truck used at Mingo Park. Chief Clerk requested authorization to advertise for bids for the following 1. Lumber 2. Pre -Hung Doors 3. Kitchen Equipment Supplies for Aging Services (Senior Citizens Centers), Washington County Health Center and Jail Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Caseworker Consultant Contract with Lonna Aquilano for training and instruction services related to the MH/MR 2176 Waiver Program. The contract provides for reimbursement at the rate of $8.80 per hour and a maximum number of 150 hours. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Caseworker Consultant Contract as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval an Equipment Maintenance Agreement Addendum with Unisys Corporation relative to the Unisys B1800 computer equipment. Chief Clerk presented to the Board for their consideration and approval a Memorandum of Agreement with Service Employees International Union (SBIU), Local 585, relative to grievances filed by employees Charlotte McMillan, Margaret Welch and Mary Strawn. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Memorandum of Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Mike Prascak, Director of Information Systems, to attend a GMIS Conference in Norfolk, Virginia, on June 25-28, 1989 (Virginia Beach) (0) 4. Dr. Barry Parks, Health Center Administrator, to attend Seminars entitled "Managing for Excellence" & "Coping With Difficult People" in Monroeville, Pa., on April 25, 1989 and May 31, 1989 P (0) S. Virginia Matajovich, Debbie Yillit, Jane Hancher, Debbie DeStefano and Angela Alampi of Aging Services to attend an in-service training workshop for cooks in McKees Rocks, Pa., on April 20, 1989 (B) 8. Stanley Rockovich of Adult Probation to attend meetings of the Chief Adult Probation Officers Association on April 11, 1989, in Pittsburgh, Pa., and April 19-20, 1989, at State College, PA.
