Washington County Commissioners
Washington, PA, April 20, 1989
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit and Gary Gilman,
Executive Assistants; Linda Hands, Clerk -Steno II; Phil Garrow and Floyd Laubham,
Planning Commission; Coroner Jackson; Wayne Fleming, Director of Revenue; Vic Samanski
and Lou Abbott, representatives of Midway Maple Festival; Jon Stevens, Observer -
Reporter; Jim Jefferson, WJPA; Victoria Bell, Weirton Daily Times; Pete Skirchak,
Herald Standard; and Nancy Weiss, President, League of Women Voters.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 246:
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 246 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation recognizing the efforts of the
Midway Volunteer Fire Department in organizing the Midway Maple Festival to be held
April 28-30, 1989.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Vic Samanski and Lou Abbott,
Midway Maple Festival representatives.
(The meeting briefly recessed for the purpose of taking pictures.)
CORRESPONDENCE
Chief Clerk made available to the news media news releases concerning the
following projects:
1. Corning Glass Expansion Project - Charleroi Borough
(Commissioner Mascara briefly commented on this project.)
2. Central Avenue Street Improvement Project - East
Washington Borough
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the
following Trust Agreements in accordance with Section 1108 of Act 101 of 1988$

Bank Municipal Waste Landfill
Mellon Arnoni Landfill, Union Township
Mellon Mon Valley Sanitary Landfill, Fallowfield Township
PNB Chambers Landfill, Chartiers Township
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Trust
Agreements, contingent upon final review by the County Solicitor.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration, approval and
ratification an Agreement between the Washington County Health Center and Washington -
Greene Community Action Corporation whereby the Washington County Health Center will
provide snow removal services to the Community Action Corporation's headquarters at the
rate of $25.00 per day. The Agreement is effective January 3, 1989, and continues on
an indefinite basis.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving and ratifying the
foregoing Agreement.

Relative to DPW's Housing Assistance Program, Chief Clerk presented to the
Board for their consideration and approval Agreements with the following providers:

Washington City Mission $6,635.00
Women's Domestic Violence Shelter $2,850.00
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
Agreements.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
Maintenance Service Agreement with Clark Cash Register Company for maintenance of a
cash register located in the Clerk of Courts Office. The contract period is from
March 1, 1989 to March 1, 1990, at a cost of $240.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Maintenance
Service Agreement as per above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
Lease Agreement with First National Plaza for office space to be used as a summer
office. The term of the lease will be from May 1, 1989 to August 31, 1989. The cost
will not exceed $492.00 per month.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease Agreement
as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
Resolution approving the "American Restitution Association" as an
association/organization concerned with governmental affairs in accordance with
Section 446 of The County Code.
Moved by Mr. Petrosky, seconded by Mr. Peluso, adopting the foregoing
Resolution.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval the
recommendation to appoint Mrs. Dorothy Yagodich of Fallowfield Township as a
"member -at -large" to the Penn's Corner Resource Conservation and Development Area
Regional Executive Council.
Moved by Mr. Petrosky, seconded by Mr. Peluso, approving the foregoing
appointment.

Chief Clerk requested authorization to readvertise for bids for the
Washington County Health Center South Wing Roof Replacement Project, contingent upon
final review and opinion of the County Solicitor.
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to
readvertise for bids as per above with the contingency as noted.

Chief Clerk presented to the Board for their consideration and approval the
following travel requests:
(0) 1. Commissioners, Chief Clerk, Executive Assistants, Solicitor/
Assistant Solicitors and Directors of Administration, Budget,
Planning, Personnel, Human Services, Revenue and Information Systems
(and any other County official or employee so authorized by the
Commissioners) to attend (a) NACO's Annual Conference in Cincinnati,
Ohio, on July 15-18, 1989; and (b) PSACC's Annual Convention in
Erie, Pa., on August 5-9, 1989

Chief Clerk presented to the Board for their consideration and approval an
Application for Federal Assistance in the amount of $750,000.00 to be submitted to the
Federal Aviation Administration for the Washington County Airport Runway and Taxiway
(Phase III) and Connector Taxiway Project.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Application for
Federal Assistance as per above and authorizing the Chairman of the Board to execute
all necessary documents related thereto.

ANNOUNCEMENTS
Chief Clerk announced that the time of the next Commissioners' Meeting
scheduled for April 27 has been changed from 10:00 a.m. to 2:00 p.m.
SOLICITOR
Solicitor Bassi recommended the Board's approval of an Easement and Agreement
with the Lower Ten Mile Joint Sewer Authority relative to County property located in
East Bethlehem Township.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Easement and
Agreement as per above.
