PALUSO, COMMISSIONERS Minute No. 248 Washington County Commissioners Washington, PA, April 27, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit and Gary Gilman, Executive Assistants; Linda Hands, Clerk -Steno II; Floyd Laubham, Planning Commission; Coroner Jackson; Dan Huffman, Director of Human Services; Dave Sucki, JTPA Director; Judi Lomago, Executive Secretary; Jon Stevens, Observer -Reporter; Robert Amic, WJPA; Victoria Bell, Weirton Daily Times; Pete Skirchak, Herald Standard; and Tim Trant, Staff Representative, District 15, United Steelworkers of America. Chairman Mascara called the meeting to order at approximately 2:10 p.m. and entertained a motion to approve Minute No. 247. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 247 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara read a Proclamation designating April 28, 1989, as "Workers' Memorial Day". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Tim Trent, Staff Representative, District 15, United Steelworkers of America. (The meeting briefly recessed for the purpose of taking pictures.) CORRESPONDENCE Chief Clerk made available to the news media news releases concerning the following projects: 1. Washington Demolition and Site Clearance Project 2. Washington Road Reconstruction Project 3. Malden Industrial Park Waterline Project 4. Washington County Housing Authority - Approval of Housing Vouchers NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Pre -Expenditure Plan in the amount of $343,000.00 to be submitted to DPW for the 1 Medical Assistance Transportation Program for FY89/90. 1W MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. Chief Clerk presented to the Board for their consideration and approval a Revenue Replacement Grant Application to be submitted to the Pennsylvania Department of Transportation. Moved by Mr. Petrosky, seconded by Mr. Paluso, agreeing for the County of Washington, acting on behalf of the Washington County Transportation Program, administered by Commis Corporation, to apply to the Pennsylvania Department of Transportation for a Revenue Replacement Grant, under Section 203, Act 101, which is a shared -ride, demand responsive, reduced -fare program for senior citizens in Washington County also opened to the general public at full fare. Said grant is for the period of July 1, 1989 through June 30, 1990, and is in the amount of $993,606.00. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval a recommendation to appoint/reappoint the following individuals to the Washington -Greene Drug & Alcohol Planning Commission Board for 3-year terms: Name (Reappointment) Mary Lynn Spilak of Washington Elderly (Appointment) Dr. B. G. Laud& of Washington Education Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing appointment/reappointment. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Mutual Aid Agreement for Emergency Services with Fayette County. The Agreement provides for reciprocal emergency assistance pursuant to Section 7504 of the Emergency Management Service Code. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Mutual Aid Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. AMA MCTGn Pt=TQnavv _IQ FnWAQn 6A PAI I I}3n (:nMM1Ag1r%N1=RC Chief Clerk presented to the Board for their consideration and approval a Resolution declaring the access road (one that is being constructed from State Route 1009 into the Southpointe Project) as a public County road until such time as the local township or townships should duly accept said road as a township road; this declaration made contingent upon proper Court approval. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Relative to the JTPA Program, Chief Clerk presented to the Board for their consideration and approval a request to approve the Service Delivery Area - Employment Service Component Plan for Washington and Greene Counties for FY89/90 with the Office of Employment Security. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Service Delivery Area - Employment Service Component Plan as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to authorize the Washington County DUI Program to conduct a two-day TIPS training workshop on May 17 and 18 at the Courthouse Square Office Building. TIPS (Training for Intervention Procedures by Servers of Alcohol) is a nationwide program that trains owners/managers and employees of liquor serving establishments in the prevention of alcohol abuse. The cost of the training session is $500.00 per individual. The local Anheuser-Busch Wholesaler aids in coordination of the training and helps defray the cost by paying $275.00 per person and the DUI Program pays $225.00 per person. The Grant Proposal has allocated $1,800.00 to pay for eight individuals at $225.00 per person. Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Washington County DUI Program to conduct the TIPS training workshop and approving the expenditure of $1,800.00 as per above. Chief Clerk presented to the Board for their consideration and approval a proposal in the amount of $1,O00.00 from High Tech Applications, Inc., of Elkins, West Virginia, to perform gypsy moth spraying on approximately 15 acres in Mingo Creek Park. Chief Clerk presented to the Board for their consideration and approval a Municipal Waste Planning Grant Agreement (Act 101, Section 901) with the Pennsylvania Department of Environmental Resources for a maximum reimbursement amount of $33,467.08. The County's required match is a minimum of $8,364.45. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Municipal Waste Planning Grant Agreement as per above. Solicitor Bassi noted an Opinion and Order issued by Judge Terputac on April 24, 1989, which directed the Controller to disburse the entire proceeds of the bond issue allocated for the Southpointe Project from the Western Center Project Fund to the Trust Account pursuant to the terms and conditions of the agreement between the County of Washington and the Redevelopment Authority of the County of Washington. (See Commissioners vs. Beharry, No. 89-635, for further reference.)
