Washington County Commissioners
Washington, PA, May 4, 1989
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit, -Executive Assistant;
Linda Hands, Clerk -Steno II; Phil Garrow and Floyd Laubham, Planning Commission;
Coroner Jackson; Barb Davis, Administrative Assistant; Mary Lynn Spilak, Angie Alampi
and Debbie DeStefano of Aging Services; Ray Kasparek, President, Claysville Senior
Citizens Center; Kathy Castinano, District Supervisor, Area Agency on Aging; a group of
senior citizens; Bernice Fox, representative of Green Thumb Workers; Lynne Loresch,
Executive Director, Mental Health Association; Dick Cole and a group of 8th Grade
Civics Class students from McGuffey School; Jon Stevens, Observer -Reporter; Jim
Jefferson, WJPA; Rosemary Antol, Weirton Daily Times; and Pete Skirchak, Herald
Standard.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 248.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 248 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation designating May as "Older Americans
Month".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Peluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Ray Kasparek, President,
Claysville Senior Citizens Center who, in turn, presented clocks to the Commissioners.

Commissioner Paluso read a Proclamation designating May as "Mental Health
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.

The Commissioners presented the Proclamation to Lynne Loresch, Executive
Director, Mental Health Association.
Commissioner Petrosky read a Proclamation designating the week of May 7-13,
1989, as "Green Thumb Workers Week".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Bernice Fox, representative
of Green Thumb Workers.
A group of 8th Grade Civics Class students from McGuffey School presented
T-shirts to the Commissioners.
(The meeting briefly recessed for the purpose of taking pictures.)
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Amendment to Agreement with Community Care, Inc., relative to the provision of staffing
services of RN's and LPN's at the Washington County Health Center. The amendment
increases the hourly service rates as follows, effective May 1, 1989:

LPN 15.50 to 16.50 18.50 to 21.50
RN 19.50 to 21.50 22.50 to 26.50
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Amendment to
Agreement as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval the
following Resolution:
RESOLVED, that the Washington County Board of Commissioners
hereby pledges to commit, on a one time basis, the sum of
Twenty -Seven Thousand Six Hundred ($27,600.00) and 00/100 Dollars
to the GG&C Bus Company to be used specifically for operating and
capital funds for the newly created routes serving the Central
Washington County area.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.

Chief Clerk requested authorization to advertise for bids for Information
Extraction and Report Generation Software.
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented the Board for their consideration and approval an
Agreement (Non-LMA II) with the Pennsylvania Department of Public Welfare for the
provision of subsidized day care services for the period of July 1 through December 31,
1989, at a maximum amount of $206,092.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per
above.

Chief Clerk presented to the Board for their consideration and approval the
following travel requests:

Delivery Area Association's Annual Employment and Training
Conference in Lancaster, Pa., on May 23-25, 1989
(0) 2. Mark Spossey and Rose Rumberger of DUI to attend a DUI Training
Conference sponsored by The CARE Center at the George Washington
Hotel on May 19, 1989
(R) 3. Deputy Steve Svitek of the Sheriff's Office to attend a NRA Law
Enforcement Rifle Instructor Development School in Pittsburgh, Pa.,
on June 26-30, 1989
