Washington County Commissioners
Washington, PA, June 15, 1989
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Petrosky and Paluso. Absent being: Commissioner
Mascara, who was in the hospital. Also being present: Barb Davis, Administrative
Assistant; Solicitor Bassi; Gary Gilman, Executive Assistant; Judi Lomago, Executive
Secretary; Roland Bourke, Executive Director, Redevelopment Authority; Phil Garrow and
Floyd Laubham, Planning Commission; Terri Bartosh and Bob Sliman of Seatbelt Program;
Sonny Spossey, Mayor of Washington; Matt Cowell, Mayor of Charleroi; Washington Chief
of Police Hansen; District Justice Paul Pozonsky; Kathleen Wanniello, owner of Kathy's
Day Care; a group of 20 children of Kathy's Day Care; Jon Stevens, Observer -Reporter;
Jim Jefferson, WJPA; and Pete Skirchak, Herald Standard.
Vice -Chairman Petrosky called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 253.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 253 be
approved as written.

Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Petrosky read a Proclamation declaring the week of June 18-24,
1989, as "Child Passenger Safety Week".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Terri Bartosh, Seatbelt
Coordinator. District Justice Paul Pozonsky, President of the Special Court Judges
Association of Pennsylvania, commented on the statewide campaign "Judges Love Kids
Too". Coroner Jackson also made some brief comments regarding the use of seat belts.
The Commissioners presented a trophy to Matt Cowell, Mayor of Charleroi, and
a certificate to Anthony (Sonny) Spossey, Mayor of Washington, for their winning
efforts in the Pennsylvania Mayors Safety Belt Challenge. Charleroi took first place
and Washington took third place. (Canonsburg took second place, but no representative
was present at the meeting to accept the certificate.)

Roland Bourke, Executive Director of the Redevelopment Authority, presented
to the Board for their consideration and approval a Resolution approving the
Redevelopment Authority to submit an Application to the DCA Seeking Capital Assistance
Funds ($1,950,000.00) for construction of infrastructure at Southpointe and authorizing
entering into a Cooperation Agreement with the Redevelopment Authority as required by
DCA.
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Resolution.

Motion carried unanimously.
Roland Bourke, Executive Director of the Redevelopment Authority, presented
to the Board for their consideration and approval a Resolution approving the
Redevelopment Authority to submit an Application to the DCA Seeking Capital Assistance
Funds ($1,000,000.00) for the development of the Malden Industrial Park and authorizing
entering into a Cooperation Agreement with the Redevelopment Authority as required by
DCA.
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Resolution.

Roland Bourke, Executive Director of the Redevelopment Authority, presented
to the Board for their consideration and approval a Resolution approving the County of
Washington to appropriate funds to the Redevelopment Authority of the County of
Washington for payment of interest when other funds are not available on a line of
credit from Pittsburgh National Bank to the Redevelopment Authority of the County of
Washington, and further authorizing the execution of a Cooperation Agreement between
the County of Washington and the Redevelopment Authority.
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Resolution.

NEW BUSINESS
Administrative Assistant Davis presented to the Board for their consideration
and approval Change Order No. 1 to the Contract with Dick Enterprises, relative to the
Line of Site Reconstruction of Runway 9-27 at the Washington County Airport. The
Change Order provides for substitution of slag in place of stone and decreases the
contract amount by $38,180.00.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Change Order as
per above, subject to final FAA approval; and authorizing the Vice -Chairman of the
Board to so execute.

Administrative Assistant Davis presented to the Board for their consideration
and approval Addendum No. 2 to the Agreement with L. Robert Kimball & Associates which
provides for the conducting of an assessment of alternatives relative to the
installation of the Instrument Landing System at the Airport at a total cost of
$2,800.00. The County's share of the cost will be $140.00.

Agreement with L. Robert Kimball & Associates as per above.

Administrative Assistant Davis presented to the Board for their consideration
and approval an application for an allocation of County Liquid Fuel Tax Funds in the

purposes.

per above.

and approval an Emergency Management Service Project Grant Application in the amount of
$12,620.00 for FY88j89 for the financial support of Administrative Services which
facilitate the provision of Emergency Management Service Training.

Application as per above.

the-job training, general equivalency degree instruction, and other services funded
from JTPA Title IIA, SEG, and Older Workers. These programs will provide training to
625 participants and total $1,647,191.00. The contract total will not exceed the
authorized amount.
