PALUSO, COMMISSIONERS Minute No. 256 Washington County Commissioners Washington, PA, June 29, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Paluso. Absent being: Commissioner Mascara, who was recuperating from an operation. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Gary Gilman, Executive Assistant; Coroner Jackson; Barb Davis, Administrative Assistant; Phil Garrow and Floyd Laubham, Planning Commission; Gary D. Smith, Division Director, Washington/Greene Counties, American Lung Association of Western Pennsylvania; Stephen J. Cafaro, Sales Representative, Lakeside Pharmaceuticals; Monica Karaba, intern, Planning Commission; Perry McGraw (Boy Scout, Troop 1025) and David McGraw (father) of North Franklin Township; Linda Hands, Clerk- -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; and Pete Skirchak, Herald Standard. Vice -Chairman Petrosky called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute Nos. 254 and 255- Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute Nos. 254 and 256 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Vice -Chairman Petrosky read a Proclamation declaring July 5, 1989, as "NonDependence Day". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Gary D. Smith, Division Director, Washington/Greene Counties, American Lung Association of Western Pennsylvania, and Stephen J. Cafaro, Sales Representative, Lakeside Pharmaceuticals. OLD BUSINESS Solicitor Bassi recommended that the bids for Housekeeping and Kitchen Supplies for Aging Services for the period of July 1 through December 31, 1989, be awarded to the following vendors for the per unit costs submitted in their bid proposals; and to also authorize the re -advertising of certain items for which no valid bids were received or samples received were not satisfactory. 52 Kraft/Behrhorst, Bridgeville, PA Jack Frye Sales & Service, Clairton, PA Paragon Wholesale Foods, Pittsburgh, PA Pitt Chemical & Sanitary Supply, Pittsburgh, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above to the proper vendors; these being the lowest responsible bids received in accordance with specifications; and also authorizing the re -advertising of certain items for which no valid bids were received or samples received were not satisfactory. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Meat and Produce for the Jail and Washington County Health Center for the period of July 1 through September 30, 1989, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Green Valley Packing Company, Claysville, PA H. F. Behrhorst/Kraft, Bridgeville, PA Jarrell & Rea, Inc., Pittsburgh, PA Paragon Foods, Pittsburgh, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above to the proper vendors; these being the lowest responsible bids received in accordance with specifications. CORRESPONDENCE Chief Clerk made available to the news media a News Release in reference to the following project; 1. Charleroi Tenth Street Site Improvements Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Resolution approving the following budget transfers: GENERAL FUND Acct. No./Department Debit Credit 4181 - Court Administrator $ 41,201.50 4183 - Other Court Related Activities $ 97,100.00 4184 - Court of Common Pleas $177,356.00 4186 - District Justices $193,168.50 4188 - Law Library $ 25,218.50 4189 - Divorce Court $ 30,530.50 4236 - Adult Probation $ 68,610.50 4237 - Juvenile Probation $ 77,584.50 4924 - Interfund Transfer to Domestic Relations $ 20,350.00 4991 - Contingency - Court Costs $721,020.00 TOTAL $721,020.00 $721,020.00 Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. REMARKS: Commissioner Petrosky commented that these transfers are necessary due to the fact that the State has not taken any action to fund the court system. These transfers are estimated to fund the court system for the third quarter of calendar year 1989. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Application for Planning Grant in the approximate amount of $50,000.00 to be submitted to the Pennsylvania Department of Environmental Resources, Bureau of Waste Management, for reimbursement of costs associated with implementation of the Solid Waste Plan. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Application for Planning Grant as per above and authorizing the Vice -Chairman of the Board to so execute. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval an agreement with Harry Miller of Eighty Four, Pennsylvania, for the purpose of harvesting hay at Mingo Creek Park for the period of July 1, 1989 through October 31, 1989. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the "Pennsylvania Services Integration Consortium as an association/organization concerned with governmental affairs in accordance with Section 446 of The County Code. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following agreements for the JTPA Program for FY89/90: Authorized Contractor Purpose Amount On The Job Training Services, Inc. Provide on-the-job training $10,000.00 to seven (7) participants under Title III EDWAAA On The Job Training Services, Inc. Provide on-the-job training and $ 6,375.00 related services to 45 displaced coal miners under Title III North Central Pennsylvania Regional Planning Development Commission Provide training and services to 45 dislocated coal miners under Title III $ 7,500.00 Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Agreements. Chief Clerk presented to the Board for their consideration and approval the renewal of maintenance agreements on all county owned and/or leased Xerox machines on a month to month basis. The monthly maintenance will increase by 20* effective July 1, 1989, and is in accordance with the State and Local Governments price. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the renewal of maintenance agreements as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Moved by Mr. Peluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Board appointments/reappointment: WASHINGTON COUNTY TOURISM BOARD Appointment of: Lou Lignelli, Director of Administration Vicki Bryan, Superintendent of Recreation WASHINGTON-GREENE DRUG AND ALCOHOL PLANNING COMMISSION Reappointment of: (3-year term, eff. 7-10-89) John Munro of McMurray, representing Business/Industry category Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing appointments/reappointment. Francis King, Director of Property and Supplies; Kathy Emery, Assistant County Solicitor; and Rubin Sabatine, Director of Purchasing, (and any other officials or employees deemed appropriate) to attend a Purchasing Seminar and Trade Fair sponsored by the Department of General Services, Bureau of Purchases, in Carlisle, Pa., on October 5-6, 1989 (0) 2.
