MASCARA, METRO PETROSKY, JR, EDWARO M. PALUSO, COMMISSIONERS Minute No. 257 Washington County Commissioners Washington, PA, July 6, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Gary Gilman and Francis Pettit, Executive Assistants; Barb Davis, Administrative Assistant; Phil Garrow and Floyd Laubham, Planning Commission; Margaret Pennline, Personnel Director; Max Morgan, Economic Development Coordinator; Francis King, Director of Property and Supplies; Monica Karaba, intern, Planning Commission; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Pete Skirchak, Herald Standard; and the Cameron Family. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 256. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 256 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara read a Proclamation declaring the week of July 9-15, 1989, as "Cameron Appreciation Week". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation along with a plaque and county flag to Pete Cameron, Sr. Margaret Pennline, Personnel Director, reported to the Board that the County will be receiving a refund check in the amount of $210,788.98 from BC/BS as a result of the settlement report for the period of January 1, 1988 to December 31, 1988. Mrs. Pennline explained that the refund is due primarily to the type of billing plan (retrospective) that the County selected approximately three years ago. Other contributing factors include the $100.00 deductible for in -hospital stays, coordination of benefits and reporting of non -recurring claims as well as BC/BS`r hospital cost reimbursement arrangement with its participating providers. OLD BUSINESS Assistant Solicitor Emery recommended that the bids for Duplicating Paper continue to be tabled for review. -A MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a proposal from John S. Milinovich & Associates, CPA's of Washington, Pennsylvania, to audit the Washington -Greene MH/MR Program for FY88-89 for the amount of $13,500.00 and also the audit of Diversified Human Services for the amount of $4,000.00, the cost of which will be shared by Washington, Greene, Fayette and Westmoreland counties. Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the audit proposal as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the National Benevolent Association Church for the provision of space and coordination services at the senior citizens activity center located at the Thomas Campbell Christian Center. The Agreement is effective July 1, 1989, at an annual amount of $5,500.00. above. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Agreements with Pitney Bowes for the mailing machine located in the Purchasing Office: Postage Meter Rental Agreement - effective 10/1/88 through 3/31/89 Quarterly payment of $126.00 (original agreement had the wrong customer account number) Postage Meter Rental Agreement - effective 4/1/89 Quarterly payment of $141.75 (new agreement needed as there was an increase) (this agreement will be effective until notification of increase) Equipment Maintenance Agreement - effective 7/13/89 - 7/12/90 A. Mailing Machine - $789/year B. Electronic Scale - $183/year Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Agreements and authorizing the Chairman of the Board to so execute. Dan Huffman, Director of Human Services, to attend a Human Resources Training Session sponsored by DPW in Pittsburgh, Pa., on July 26, 1989 (R) 2. Three members of Washington Children and Youth and three members of Greene County Children and Youth to attend a Child Sexual Abuse Seminar in Edinboro, Pa., on July 26-28, 1989 (R) Required Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto. SOLICITOR Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes; Motion carried unanimously. Solicitor Bassi presented to the Board for their consideration and approval the following tax refund. Moved by Mr. Paluso, seconded by Mr. Petrosky, that the Tax Assessment Office (or Tax Claim Bureau) be authorized to prepare the following tax refund due to either duplication or overpayment of real estate or personal property tax: 1. John A. Rush R. D. 1 Avella, PA 15312 District: Hopewell District No: 350 - Section No: Amount: $2.41 Roil call vote taken: (1989 County Tax) 013-00-00-0007-00 Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously.
