PALUSO, COMMISSIONERS mm Minute No. 264 Washington County Commissioners Washington, PA, August 24, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Paluso. Absent being: Commissioner Mascara who was on vacation. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Roland Bourke, Executive Director, Redevelopment Authority; Dave Suski, JTPA Director; Barb Davis, Administrative Assistant; Stephanie Parish, Assistant to Chief Clerk; Pat DeMaris, Shari LeVine, Vanessa Bronder and Paige Allen, representatives of the Central Blood Blank; Ed James, Director of Try -Again Homes; Phil Garrow, Publications and Information Coordinator; Kathi Warco, Observer -Reporter; and Scott Herrington, WJPA. Vice -Chairman Petrosky called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute Nos. 262 and 263. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute Nos. 262 and 263 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Vice -Chairman Petrosky read a Proclamation declaring the week of August 27 to September 2, 1989, as "Blood Donor Week". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Pat DeMaris and Vanessa Bronder, representatives of the Central Blood Bank. Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving a Community Development Program Amendment for Fiscal Year 1989 authorized under the House and Community Development Act of 1974 as amended. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Office Supplies continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Health Center Information System and Pharmacy Software Package continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the following Change Orders relative to the Washington County Airport Project. 1. Change Order No. 2 with Lighthouse Electric which deletes work involving installation of concrete encased electrical duct and decreases the contract price by $12,545.00 2. Change Order No. 3 with Dick Enterprises which involves additional work involving installation of concrete encased electrical duct and increases the contract price by $12,545.00 3. Change Order No. 4 with Dick Enterprises for an extension of time (12 days) to complete Phase I at no additional cost Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Change Orders subject to FAA approval; and authorizing the Vice -Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a request to modify the agreement (#1101-89) with On -The -Job Training Services, Inc. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Lease Agreement with Dean Cochran for office space in Waynesburg for JTPA. The purpose of the Addendum is to clarify and ratify the condition that JTPA is responsible for payment of electricity charges. above. Chief Clerk presented to the Board for their consideration and approval a recommendation to accept a proposal in the total amount of $250.00 from Robert Criquellion of Hickory, Pa., for the sale of two 1978 Ford LTD Four -Door Sedans at $125.00 each. proposal. Chief Clerk presented to the Board for their consideration and approval a request to approve payment in the amount of $180,000.00 to the Redevelopment Authority from the Industrial Development Revolving Fund in order for the Redevelopment Authority to acquire title to the Malden Industrial Park property to satisfy requirements of the Economic Development Administration. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving payment to the Redevelopment Authority as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously.
