PALUSO, COMMISSIONERS Minute No. 268 Washington County Commissioners Washington, PA, September 21, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Dave Suski, JTPA Director; Coroner Jackson; Linda Hands, Clerk -Steno II; Gary Gilman, Executive Assistant; Barb Davis, Administrative Assistant; Bill Sember, Director of Planning; Bracken Burns, EMS Director; Barbara Bensaia, Vice -President, Canonsburg Hospital, and President -Elect of EMS Council; Lou Falbo, Executive Director, Industrial Development Authority; Floyd Laubham, Planning Commission; Phil Garrow, Publications and Information Coordinator; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Pete Skirchak, Herald Standard; and Ray Williams, interested citizen. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and noted that approval of Minute No. 267 would be held in abeyance. SPECIAL ORDER OF BUSINESS Chairman Mascara read a Proclamation designating the week of September 17-23, 1989, as Emergency Medical Service Week". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Barbara Bensaia, Vice - President, Canonsburg Hospital, and President -Elect of EMS Council. OLD BUSINESS Solictor Bassi recommended that the bid for the Washington County Health Center Canopy Repairs and Roof Replacement be awarded to Calah Construction Corporation of Brackenridge, Pa., for the total base bid amount of $5,433.00 as submitted in its bid proposal. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest responsible bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Washington County Health Center Electromagnetic Door Closers continue to be tabled for review. Solictor Bassi recommended that the bids for furnishing and delivering of Meat and Produce for the period of October through December, 1989, be awarded to the following vendors for the per unit costs submitted in their bid proposals; and that the Board authorize the re -advertising of certain items for which no bids were received or proposals were not acceptable. Kraft/Behrhorst, Bridgeville, PA Jarrell & Rea, Inc., Pittsburgh, PA Shane Meat Company, Kennett Square, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications; and authorizing the Chief Clerk to re -advertise for bids for certain items as per above. Solicitor Bassi recommended that the bids for Medical Supplies continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table the bids as per above. CORRESPONDENCE Chief Clerk noted for the record that relative to the agreement authorized with Xerox Corporation for the Xerox 5042 Coin -Op Machine for the Recorder of Deeds Office, (See Minute No. 261 dated August 3, 1989, p. 177, for further reference.) the Recorder of Deeds has advised that the coin -op attachment will not be needed. Therefore, the monthly lease charge will be reduced from $331.00 to $213.00. Chief Clerk presented to the Board for their consideration and approval an Addendum to the agreement and addenda with Carole Beck for court reporting services for the Divorce Office. The Addendum provides for an upper limit to the agreement and addenda of $18,000.00 per annum and also extends the agreement and addenda until December 31, 1989. above. Chief Clerk presented to the Board for their consideration and approval an Agreement with Attorney Louann Petrucci Zemany for legal services to be provided for Domestic Relations relative to AFDC and non -AFDC plaintiffs in QRESA actions and paternity complaints at the rate of $100.00 per case (not to exceed $10,000.00 per calendar year), effective September 18, 1989. This agreement is effective for the period of 10-1-89 through 9-30-90 at a cost of $908.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Renewal Maintenance Agreement as per above. (Public Hearing - IDA Projects) At this time, the Board of Commissioners, in conjunction with the Washington County Industrial Development Authority, held a public hearing for the purpose of accepting public comments on the following proposed bond issues which were presented by Attorney George Retos, IDA Solicitor: Applicant Project 1. Central States, Inc., a - to finance the acquisition and improvement subsidiary of American of McMurray Hills Manor, Inc., a nursing Health Foundation home situate at 249 West McMurray Road, McMurray, Washington County, Pennsylvania, for an amount not to exceed $8,500,000 to be owned by AHF/Central States, Inc. There were no public comments concerning this project. 2. Mac Plastics, Inc. - the acquisition of new machines and equip- ment to be used in plastics manufacturing at 250 West Wylie Avenue, Washington, Pennsylvania for an amount not to exceed $2,000,000 to be owned by Mac Plastics, Inc. Patricia A. Beharry, County Controller, questioned Attorney Retos relative to any possible conflict of interest that may exist due to his representation of the IDA and his position as a Board of Director and Solicitor for Mac Plastics, Inc. Attorney Retos explained that he has removed himself as IDA Solicitor for this project and that special counsel will be appointed by the IDA to handle this particular project. Chairman Mascara stated that his only concern was that there should be a disclosure of this matter to the Pennsylvania Department of Commerce. 1 1 1 J 3. Presbyterian Medical - the refunding of all outstanding revenue Center of Washington, bonds issued by the Authority on 2/7/83 Pennsylvania, Inc. for the building and improvements located at 835 South Main Street, Washington, Pennsylvania, for an amount not to exceed $10,500,000 to be owned by Presbyterian Medical Center of Washington, Pennsylvania, Inc. Chairman Mascara and County Controller Beharry questioned Attorney Retos relative to regulations permitting refundings. Attorney Retos explained that under the 1986 Tax Reform Act, bonds were permitted to be refunded twice after their issuance, and that this was the first refunding for this particular existing project.
