PALUSO, COMMISSIONERS Minute No. 269 Washington County Commissioners Washington, PA, September 28, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Dave Sucki, JTPA Director; Linda Hands, Clerk -Steno II; Gary Gilman and Francis Pettit, Executive Assistants; Barb Davis, Administrative Assistant; Lou Lignelli, Director of Administration; Vi Williford, President, Margaret Slesh, Chaplain, Jean Salisberry, Secretary and Thelma McEwen, Treasurer, Gold Star Mothers; Joseph Bradley, Bradley Physical Therapy Clinic; Floyd Laubham, Planning Commission; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Pete Skirchak, Herald Standard; and Sandra Calli. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute Nos. 267 and 268. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute Nos. 267 and 268 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Petrosky read a Proclamation designating October 1, 1989, as "Gold Star Mothers Day". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Vi Williford, President of Gold Star Mothers. Chairman Mascara read a Proclamation designating the week of October 1-7, 1989, as "Physical Therapy Week". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Joseph Bradley of Bradley Physical Therapy Clinic. T BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR, EDWARD M. PALUSO, COMMISSIONERS 223 OLD BUSINESS Solicitor Bassi recommended that the bid for the Washington County Health Center Electromagnetic Door Closers be awarded to Moletz Electric of Pittsburgh, Pa., for the total base bid amount of $13,570.00 as submitted in its bid proposal. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the only bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for furnishing and delivering of Medical Supplies for the period of October 1, 1989 through March 31, 1990, be awarded to the following vendors for the per unit costs submitted in their bid proposals; and that the Board authorize the re -advertising of certain items for which no bids were received or proposals were not acceptable. Fire Protection Equipment Project - City of Washington NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with the Federal Aviation Administration to cover the installation, operation and maintenance of an Automated Weather Observing System (AWOS) at the Washington County Airport. The Lease Agreement is effective October 1, 1989, and is renewable at the option of the Government until September 30, 2009. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Lease Agreement as per above and authorizing the Chairman of the Board to so execute; also, granting the FAA an immediate right of entry to enter on the site to start construction pending execution of the agreement; all approvals subject to final review by the County Solicitor's Office. Chief Clerk presented to the Board for their consideration and approval an Amendment to the Agreement with The Neilan Engineers, Inc., for professional engineering and architectural design services. (See Contract No. 1004-88). The Amendment provides for an annual not -to -exceed amount of $20,000.00, effective October 1, 1989. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Amendment to the Agreement with The Neilan Engineers, Inc., as per above. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Change Order No. 5 to the contract with Dick Enterprises, Inc., relative to the Washington County Airport Project. The Change Order increases the contract amount by $11,442.50 and is for work items involved in the Project Phasing Change to use a 1900-foot active runway during construction. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Change Order as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval an Aircraft Hangar Tiedown Lease with Joe Easton for the storage of one aircraft at the Washington County Airport at the rate of $35.00 per month, effective October 1, 1989. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Aircraft Hangar Tiedown Lease as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Gateway Time Equipment Company of Pittsburgh, Pa., for the purpose of providing full maintenance for five rapid print machines (time clock and numbering machines). The cost of this maintenance would be $70.00 each per year effective October 1, 1989. These machines are located in the offices of Clerk of Courts (1), Recorder of Deeds (3) and Prothonotary (1). Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Maintenance Agreement with Diskriter, Inc., for transcribing equipment for the LMA Day Care Office. The total cost of the Agreement is $144.78 for the period of October 1, 1989 through July 1, 1990. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Maintenance Agreement as per above. Partnership of Canonsburg, Pa., for the purpose of leasing office space for District Justice Mark. The term of this lease would be from November 1, 1989 through October 31, 1994, at the following monthly rental rates: November 1, 1989 - $825.00/month November 1, 1990 - $850.00/month November 1, 1991 - $875.00/month November 1, 1992 - $875.00/month November 1, 1993 - $875.00/month Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease Agreement as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with West Hills Studios, Inc., of Coraopolis, Pa., for the purpose of preparing a public service announcement featuring Washington County Poster Child for DUI Awareness, Miss Christina Cooper. West Hills Studios has volunteered to film and edit the effort for their fixed out-of-pocket costs which they estimate not to exceed $7,000.00. above. Chief Clerk presented to the Board for their consideration and approval a Contract with the Southwestern Pennsylvania Area Agency on Aging, Inc., for the provision of health and social welfare services for the Aging Services Program for FY89-90. The AAA will contribute a maximum of $679,005.00 and the County's share is $534,372.00. above. ANNOUNCEMENTS Chief Clerk announced that the County Commissioners in conjunction with Donna Klinger, President of SEIU, Local 585, will be soliciting donations of money and food for the victims of Hurricane Hugo.
