Washington County Commissioners
Washington, PA, October 5, 1989
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Dave Suski, JTPA Director; Linda
Hands, Clerk -Steno II; Gary Gilman and Francis Pettit, Executive Assistants; Coroner
Jackson; Jon Stevens, Observer -Reporter; Scott Herrington, WJPA; Pete Skirchak, Herald
Standard; and John Slusarczyk of West Brownsville.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 269.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 269 be
approved as written.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
CORRESPONDENCE
Chief Clerk made available to the news media News Releases in reference to
the following projects:
1. Reconstruction of Hillsboro Road - Amwell Township
2. New Eagle Street Improvement Project
3. Donora Street Reconstruction Project
4. Wood Street Demolition and Site Clearance Project -
California Borough
5. Reconstruction of East Lone Pine Roadway - West
Bethlehem Township
6. Smith Township Street Improvements Project
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Supplemental Budget Appropriation Request to increase the 1989 appropriation for Liquid
V
Fuels accounts numbers 4315 and 4811 in the amount of $1,600,000 and $40,000
respectively. Source of funds is unanticipated revenue and unappropriated fund
balance.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Supplemental
Budget Appropriation Request as per above.

Chief Clerk presented to the Board for their consideration and approval a
Project Application to be submitted to the Pennsylvania Conservation Corps in the

amount of $119,437.00 for wage and development funds for projects at Mingo and Ten Mile
Parks. The County's share of the projects will be $15,875.00.

Application as per above; and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
PENNFREE Interest Survey to be submitted to DPW for funding for FY89/90.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the
PENNFREE Interest Survey as per above.

Chief Clerk requested authorization to advertise for bids for the Beautician
Services at the Washington County Health Center.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval the
CYS FY89/90 Plan and Budget Estimate to be submitted to DPW. The total amount is
$4,840,293 and the County's share is $1,103,410.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the
CYS FY89/90 Plan and Budget Estimate as per above.

Chief Clerk presented to the Board for their consideration and approval a
request from Hayden's Funeral Home of Burgettstown, Pa., for burial expense
reimbursement in the amount of $300.00 for Betty Bumbico.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the payment of
$300.00 as per above; this action being in accordance with Section 2166 of The County
Code.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement for Professional Actuarial Services with Hay/Huggins Company,
Inc. The Addendum provides for an increase in the annual cost from $15,000 to $25,000.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum as per
above.

Chief Clerk presented to the Board for their consideration and approval a
request from the Charleroi Veterans Council for an appropriation to aid in defraying
the expenses of the November 11th Annual Veterans Day Celebration.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving an appropriation of
$300.00 to the Charleroi Veterans Council to aid in defraying the expenses of the
November lath Annual Veterans Day Celebration.

Mr. Paluso - Abstained (due to his position as Chairman of the Charleroi
Veterans Council)

Chief Clerk presented to the Board for their consideration and approval the
following travel requests:
(0) 1. Mary Lynn Spilak of Aging Services to attend a Strategic Management
Staff Training Seminar sponsored by the Pennsylvania Association of
AAA Directors, Inc., in Harrisburg, Pa., on October 4-6, 1989
(0) 2. Kathleen Miller of the Health Center to attend a Medicare
Reimbursement and Cost Report Issues Seminar in Pittsburgh, Pa., on
November 14, 1989
(R) 3. Patricia Alterio, Edward Naser and David Talpas of Adult Probation
to attend a training session entitled "Latest Street Drugs"
sponsored by the Pennsylvania Board of Probation and Parole in
Allison Park, Pa., on October 16-17, 1989

ANNOUNCEMENTS
Chief Clerk announced that the County Offices would be closed on Monday,
October 9th, for the Columbus Day holiday.
Chief Clerk also announced that due to the Commissioners being out of town,
the Agenda and Board Meetings scheduled for October 18th-19th and October 25th-26th
have been cancelled.
SOLICITOR
Solicitor Bassi presented to the Board for their consideration and approval
the following tax refunds.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that the Tax Assessment Office
