Washington, PA, November 9, 1989
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Lou Lignelli, Director of
Administration; Dave Suski, JTPA Director; Linda Hands, Clerk -Steno II; Francis Pettit,
Executive Assistant; Barb Davis, Administrative Assistant; Phil Garrow and Floyd
Laubham, Planning Commission; Grace Hopwood Bishop, WJPA/WYTK, Fundraising Coordinator;
Marianne Zaccagnini and Kimberly Bartlett, American Lung Association of Western
Pennsylvania; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Pete Skirchak,
Herald Standard; and school district representatives.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and noted that approval of Minute No. 272 would be held in abeyance.
SPECIAL ORDER OF BUSINESS
Commissioner Petrosky read a Proclamation declaring the week of November 12-
18, 1989, as "2,000 Turkeys Week".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Grace Hopwood Bishop of
WJPA/WYTK, Fundraising Coordinator.
Commissioner Paluso read a Proclamation declaring the week of November 25
through December 3, 1989, as "Christmas Seal Week".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Marianne Zaccagnini and
Kimberly Bartlett of the American Lung Association of Western Pennsylvania.
OLD BUSINESS
Solicitor Bassi recommended that the bid for Produce for the Washington
County Health Center and Jail for the period of November 9 through December 8, 1989, be
awarded to Kraft/Behrhorst of Bridgeville, Pennsylvania, for the per unit costs
submitted in their bid proposal.
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above;
this being the only bid received in accordance with the specifications.

Solicitor Bassi recommend that the bids for Medical Supplies II for the
period of November 9, 1989 through March 31, 1990, be awarded to the following vendors
for the per unit costs submitted in their bid proposals:

Gatti Medical Supply, Indiana, PA
General Medical Corporation, Erie, PA
Medline Healthcare Company, Mundelein, IL

above; these being the lowest responsible bids received in accordance with
specifications.

Solicitor Bassi recommended that the bids for Four 1990 Four -Door Sedans
continue to be tabled for review.

CORRESPONDENCE
Chief Clerk made available to the news media a News Release in reference to
the following project:
1. Street Improvement Projects - Bentleyville Borough/Fallowfield

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Inter -County Cooperation Agreement with the County of Allegheny relative to the M.C.
Arnoni Landfill which is located across County boundaries within Union Township in
Washington County and South Park Township in Allegheny County. The agreement provides
that the operator's liability payments ($0.25 per ton) be made equally into each trust
of each county ($0.125 per ton/each county).
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Inter -County
Cooperation Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval a
Supplement Proposal to the Agreement with Neilan Engineers (#1182-87) for Design
Services for the Western Center Bridge Project. The Supplement provides for an
additional 60 days of resident inspection services and 120 hours of engineer/designer's
time for an additional amount not to exceed $17,084.40.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Supplement
Proposal as per above.

Relative to the JTPA Program, Chief Clerk presented to the Board for their
consideration and approval an Agreement with the North Central Pennsylvania Regional
Planning and Development Commission for FY89/90. The purpose of this Agreement is to
provide needs based payments to participants of the Title III Dislocated Coal Miners
Program who are not eligible for existing needs based payments. The amount of this
Agreement is $16,372.00.
