Washington County Commissioners
Washington, PA, November 16, 1989
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Petrosky and Paluso. Absent being: Commissioner
Mascara who was out of town. Also being present: Chief Clerk Dallatore; Solicitor
Bassi; Coroner Jackson; Francis Pettit and Gary Gilman, Executive Assistants; Barb
Davis, Administrative Assistant; Floyd Laubham, Planning Commission; Edward James and
Joann Sarkett of Try -Again Homes; Hathi Warco, Observer -Reporter; Jim Jefferson, WJPA;
and Pete Skirchak, Herald Standard.
Vice -Chairman Petrosky called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute Nos. 272 and 273.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute Nos. 272 and 273
be approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Petrosky read a Proclamation declaring the week of November 19-
25, 1989, as "Family Week".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Edward James, Executive
Director of Try -Again Homes.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Four (4) 1990 Sedans be
rejected and re -advertised.
Moved by Mr. Paluso, seconded by Mr. Petrosky, rejecting the bids as per
above; and authorizing the Chief Clerk to re -advertise for bids.

Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Solicitor Bassi recommended that the bids for Geriatric Chairs for the
Washington County Health Center continue to be tabled for review.
Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids
as per above.

Solicitor Bassi recommended that the bid for the Wandering Patient Monitoring
System for the Washington County Health Center be awarded to Secure Care Products,
Inc., of Concord, New Hampshire, at a cost of $3,992.00 plus installation costs of
$1,000.00 and transmitters at a per unit cost of $106.00 (not to exceed 10 transmitters
or $1,060.00).
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the only bid received in accordance with the specifications.

Motion carried unanimously.
Solicitor Bassi recommended that the bids for the furnishing and delivering
of Printed Forms be awarded to the following vendors for the "per unit" costs submitted
in their bid proposals; and that the Board authorize the re -advertising of certain
items for which no bids were received.

above; these being the lowest responsible bids received in accordance with
specifications; and authorizing the Chief Clerk to re -advertise for bids for certain
items as per above.

Motion carried unanimously.
Solicitor Bassi recommended that the bid for the Telephone System at the
Washington County Health Center be awarded to AT&T of Pittsburgh, Pennsylvania, in the
total amount of $88,079.11 (including Telephone System - $63,202.52 and Connection to
Existing System 75 - $24,876.59) as submitted in its bid proposal.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the lowest responsible bid received in accordance with the specifications;
and authorizing the execution of all necessary documents related thereto.

CORRESPONDENCE
Chief Clerk made available to the news media a News Release in reference to
the following project:
1. Demolition and Site Clearance Project - Borough of Donora
NEW BUSINESS
Chief Clerk requested authorization to advertise for bids for a lawn and
garden tractor for the Parks Department to replace the one stolen at Ten Mile Park.
Chief Clerk noted that an insurance check in the amount of $5,185.00 had been received
for the stolen tractor.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval
Changeā¢Order No. 6 to the contract with Dick Enterprises, Inc., relative to the
Washington County Airport Project. The Change Order increases the contract amount by
$6,500.00 and is for the installation of 125 linear feet of duct encased in concrete.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Change Order as
per above; and authorizing the Vice -Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
Right -of -Way Agreement with West Penn Power Company for the installation of three poles
and service line across County property to the site for the Automated Weather
Observation Station (AWOS) at the Washington County Airport.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Right -of -Way
Agreement as per above; and authorizing the Vice -Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
Service Agreement with CTR (Cincinnati Time Recorder of Pittsburgh) for time recording
equipment at the Washington County Health Center in the amount of $1,062.00, covering
the period of December 1, 1989 through November 30, 1990.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Service
Agreement as per above; and authorizing the Vice -Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Purchase of Service Agreement with Three Rivers Youth relative to the
CYS Program for FY89/90. The purpose of the Addendum is to clarify the term of the
agreement (7-1-89 through 6-30-90) and the contract limit which is not to exceed
$100,000.00.

ANNOUNCEMENTS
Chief Clerk made the following announcements:
1. County Offices will be closed on November 23-24 for the Thanksgiving
holiday.
2. Commissioners' Agenda and Board meetings are cancelled for
November 22-23.

10:35 a.m. - Meeting reconvened for the purpose of opening bids.
