PALUSO, COMMISSIONERS Minute No. 275 Washington County Commissioners Washington, PA, November 30, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Dave Suski, JTPA Director; Francis Pettit, Executive Assistant; Barb Davis, Administrative Assistant; Phil Garrow and Floyd Laubham, Planning Commission; Steve Cameron, Coca-Cola Bottling Company; Lance Vallee, Area Supervisor, Four Star Pizza; Linda Ritzer, Observer -Reporter; Scott Herrington, WJPA; and Pete Skirchak, Herald Standard. Chairman Mascara called the meeting to order at approximately 10;05 a.m. and entertained a motion to approve Minute No. 274. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 274 be approved as written. Roll call vote taken; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners, in conjunction with Cameron Coca-Cola, Four Star Pizza and Trombino Music Centers, announced the schedule for the seventh annual series of Christmas Concerts at the Courthouse which begin on December 4th and end on December 22nd. OLD BUSINESS Solicitor Bassi recommended that the bids for Geriatric Chairs for the Washington County Health Center be rejected and that the Board authorize the purchase of these chairs through the purchase order system from the vendor (Diller Medical, Inc.) submitting the lowest bid which is below the $4,000.00 bid limit. Moved by Mr. Paluso, seconded by Mr. Petrosky, rejecting the bids for Geriatric Chairs for the Washington County Health Center, and authorizing the purchase of the chairs through the purchase order system as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Lumber for the period of December 1, 1989, to June 1, 1990, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Donora Lumber Company Donora, PA West Elizabeth Lumber Company Elizabeth, PA above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Laundry Supplies for the Washington County Health Center and Jail be awarded to Jack Frye Sales & Service of Clairton, Pennsylvania, for the per unit costs submitted in its bid proposal. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above, this being the lowest responsible bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media a News Release in reference to the following project: 1. Donora Fire Hall/Community Center Roof Replacement Project NEW BUSINESS Chief Clerk requested authorization to advertise for bids for the following: 1. Two Crewcabs for Liquid Fuels Department 2. Plumbing at the Jail and Courthouse 3. Medical/Surgical Supply Program for the Washington County Health Center for three-year period beginning January 1, 1990 4. Meat and Produce for the Washington County Health Center and the Jail on a month -to -month basis beginning January 1, 1990 Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Change Order No. 4 to the contract with Frank Gavlik & Sons, Inc., relative to the Western Center Bridge Project. The Change Order increases the contract amount by $20,500.00 and is for the construction of a retaining wall adjacent to Conrail's right-of-way. It was noted that the County's share of the costs would amount to $4,100.00 (20%). Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Change Order as per above; and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval an Act 101, Section 901 Planning Grant Offering in the amount of $49,600.00 from the Pennsylvania Department of Environmental Resources for the Municipal Waste Management Plan. Moved by Mr. Paluso, seconded by Mr. Petrosky, to approve acceptance of the Grant Offering as per above and to also approve a Grant Agreement with DER. REMARKS: It was noted that the County will be providing $12,400.00 through in -kind services to this grant program. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval an Agreement with Cross Creek Township for the maintenance of L.R. 62035 and 62022 in Cross Creek Park for the period of December 4, 1989 through December 3, 1990, at a cost not to exceed $2,500.00. above. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to authorize a Maintenance Agreement with Diskriter, Inc., of Pittsburgh, Pa., for the purpose of providing maintenance for two transcribing units as follows: 1. Aging Services - $65.00 per year #1595 - 15894 2. Emergency Management Agency - $75.00 per year #MC4000 - 70200333 Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing a Maintenance Agreement with Diskriter, Inc., as per above. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Agreement with Mon Valley Opportunities Industrialization Center, Inc., for the purpose of providing classroom training for two participants in the Multi Skills Clerical Occupations and Word Processing Course. The contract amount shall not exceed $10,000.00. The contract term shall be from November 29, 1989 to June 30, 1990. The contract shall be funded from the JTPA IIA funds. 2. Amendment to agreement with On -The -Job Training Services (Contract #1102-89) for the purpose of adding an additional $110,000.00 to be used for the start-up of the Clyde Mine and for the costs of the Peer Counselor Staff Member. The revised contract amount is $120,000.00. This contract amendment shall be funded from the JTPA EDWAA Funds. (Some discussion followed concerning this contract.) Chief Clerk presented to the Board for their consideration and approval a Grant -in -Aid Application and Grant Agreement in the amount of $28,063.00 to be submitted to the Juvenile Court Judges Commission for PENNFREE Specialized Probation Services for the period of January 1, 1990 through December 31, 1990. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Grant -in -Aid Application and Grant Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their approval and ratification a Grant Proposal to be submitted to DPW under the PENNFREE program to provide intensive case management services to families to prevent placement of youth where there is a parent with a drug and alcohol problem. The grant is in the amount of $137,085.00 and will be used to establish a Family Preservation Program covering the period of February 26, 1990 through February 25, 1991. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving and ratifying submission of the Grant Proposal as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their approval and ratification a supplemental funding plan to be submitted to DPW under the Human Services Development Fund for FY89-90. The supplemental funding plan reflects the revised total allocation of $574,666.00, representing a supplemental increase of $53,062.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving and ratifying submission of the supplemental funding plan for the Human Services Development Fund as per above. Chief Clerk presented to the Board for their approval and ratification a proposal submitted to the Office of Drug and Alcohol Programs for funding ($7,859.00) under the Human Resources Development (HRD) Initiative for the Washington -Greene Drug and Alcohol Planning Commission.
