PALUSO, COMMISSIONERS Minute No. 276 Washington County Commissioners Washington, PA, December 7, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Gary Gilman, Executive Assistant; Barb Davis, Administrative Assistant; Phil Garrow and Floyd Laubham, Planning Commission; Debbie DeStefano and Angie Alampi, Aging Services; Matt Cowell, Chairman, Charleroi Centennial Committee and Mayor of Charleroi; Mary Lyn Drewitz, Court Administrator and Chairperson, Public Service Committee, United Way Campaign; Jeannie Wattras, United Way Campaign Director; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Pete Skirchak, Herald Standard; and Vincent S. Pompio, WESA Radio Station. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 275. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 275 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara read a Proclamation declaring the month of January, 1990, as "Charleroi Centennial Month". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Matt Cowell, Chairman, Charleroi Centennial Committee and Mayor of Charleroi. In conjunction with Mary Lyn Drewitz and Jeannie Wattras, representatives of the United Way Campaign, the Commissioners drew names of sixteen prize winners from a list of County employees who contributed to the United Way during the recent Campaign Drive. OLD BUSINESS Solicitor Bassi recommended that the Board continue to table all bids for: (1) Linen Supplies for Jail and Washington County Health Center; (2) Disposable Briefs, Underpads and Washcloths for Washington County Health Center; anti (3) Washington County Health Center Information System/Pharmacy Software Package and authorizing the rebidding of certain items for linen supplies for which no bids were received. 1 Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table all of the foregoing bids and authorizing the Chief Clerk to re -advertise for bids for certain items for linen supplies for which no bids were received. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Change Order No. 1 to the contract with Moletz Electric Company relative to the Washington County Health Center Door Closers/Holders Project. The Change Order increases the contract time by ninety calendar days at no additional cost. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Change Order as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Supplemental Engineering Agreement with Neilan Engineers relative to the Brevard Bridge Replacement Project. The Supplemental Engineering Agreement provides for additional costs for escalation (due to the County putting this project on hold in order to proceed with the Western Center Project) in the total amount of $11,416.14 of which the County's share will be $2,283.23 representing 20% of the total amount. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Supplemental Engineering Agreement with Neilan Engineers as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Grant Agreement with the Pennsylvania Department of Transportation in the amount of $152,434.00 for the purpose of operating a Comprehensive Highway Safety Program and to coordinate such activities in Washington, Greene and Fayette counties. The grant is for the period of January 1 through December 31, 1990, and is 100% funded. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Grant Agreement as per above and adopting a Resolution authorizing the Chairman of the Board to execute the Grant Agreement and the Chief Clerk to attest the same. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (R) 1. Robin L. Patricia Alterio, Cynthia Zibrida and Joseph Craig Meny of Adult Probation to attend a Course entitled "Occult Crimes" sponsored by the Pennsylvania Board of Probation and Parole in Pittsburgh, Pa., on December 19, 1989 (R) 4. Cindy Zibrida of Adult Probation to attend a training session on "The Dually Diagnosed Client" sponsored by the Pennsylvania Board of Probation and Parole in North Park, Pa., on December 13-14, 1989 (0) Optional (R) Required Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto. ANNOUNCEMENTS Chief Clerk announced that the proposed 1990 County Budget will be available for public inspection beginning on December 8th and is scheduled for adoption on December 28th. Each of the Commissioners made some comments regarding the proposed budget. SOLICITOR Solicitor Bassi presented to the Board for their consideration and approval the following tax refunds.
