PALUSO, COMMISSIONERS Minute No. 277 Washington County Commissioners Washington, PA, December 14, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Paluso. Absent being: Commissioner Mascara who was out of town. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit and Gary Gilman, Executive Assistants; Lou Lignelli, Director of Administration; Barb Davis, Administrative Assistant; Phil Garrow, Planning Commission; Linda Hands; Clerk -Steno II; Coroner Jackson; Roland Bourke, Executive Director, Redevelopment Authority; Bill Sember, Director, and Marlene Luketich, Assistant Director, Planning Commission; Marge Pennline, Personnel Director; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; and Pete Skirchak, Herald Standard. Vice -Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 276. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 276 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the Redevelopment Authority Area Plan and the Redevelopment Proposal for the Second Street Project in the City of Monongahela. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution authorizing the execution of a deed of dedication of a parcel of land situate in the City of Monongahela, Washington County, Pennsylvania, to the Redevelopment Authority of the County of Washington, for the purpose of commercial development. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. 1 E MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS William Sember, Director of Planning, recommended the Board's adoption of a Resolution approving and adopting the Municipal Waste Management Plan for Washington County dated June, 1989, pursuant to the requirements of Section 501 of the Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act of 1988 (Act 101). Mr. Sember and each of the Commissioners made some brief comments concerning this plan. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bids for the Linen Supplies for the Jail and the Washington County Health Center be awarded to the following vendors for the "per unit" costs submitted in their bid proposals: ATD American, Wyncote, PA Beautiful Toweling (Gartland), Gloucester City, NJ The National Fabrics Company, Pittsburgh, PA Standard Textile Company, Cincinnati, OH Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with the specifications. REMARKS: It was noted that certain items were not awarded to the lowest bidder as samples provided were not acceptable. Written documentation thereof has been provided by the respective department heads. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Disposable Briefs, Underpads & Washcloths for the Washington County Health Center be awarded to the following vendors for the "per unit" costs submitted in their bid proposals: ATD American, Wyncote, PA Awarded: large briefs and washcloths Gatti Medical, Indiana, PA Awarded: medium briefs and Underpads Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest bids received in accordance with the specifications. REMARKS: It was noted that certain items were not awarded to the lowest bidder as samples provided were not acceptable. Written documentation thereof has been provided by the Washington County Health Center Administration. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Washington County Health Center Information System/Pharmacy Software Package be rejected. Moved by Mr. Paluso, seconded by Mr. Petrosky, rejecting the bids as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Cigarettes for the Washington County Jail for year 1990 be awarded to Sam Cohen & Sons of Washington, Pa., for the amount set forth in its bid proposal. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above; this being the only bid received in accordance with the specifications. REMARKS: It was noted that this bid was based on the current state minimum which is subject to change December and June of each year. The amount charged to the county during this bid period will be whatever the state minimum is at that time. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Kitchen & Housekeeping Supplies for Washington County and for Aging Services continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media News Releases in reference to the following projects: 1. Summerlea Avenue Road Reconstruction Project - City of Washington 2. East Pike Street Lighting Project - Borough of Canonsburg NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the following items relative to the contract with Dick Enterprises, Inc., concerning the Airport Project: 1. Cancellation of previous Change Order No. 7 as approved by the Board on November 2, 1989 (See Min. #272, p. 247). 2. Approval of new Change Order No. 7 which decreases the contract amount by $37,786.97 and is for an adjustment of bid quantities to reflect as -built conditions. Moved by Mr. Paluso, seconded by Mr. Petrosky, cancelling the previous Change Order No. 7 and approving the new Change Order No. 7 as per above; and authorizing the Vice -Chairman of the Board to so execute. REMARKS: It was noted that these rates reflect approximately a 244 increase and that the Personnel Director has forwarded to BC/BS shock claims information. Chief Clerk presented to the Board for their consideration and approval a request to modify the following two dog law contracts: Old Amount Revised Charleroi Borough $234.33 $299.50 Deemston Borough $152.50 $ 90.00 TOTALS $386.83 $389.50 The purpose of the modifications is to bring the amounts in line with the amounts authorized by the State Bureau of Dog Law Enforcement. Relative to the JTPA Program, Chief Clerk presented to the Board for their consideration and approval a request to modify the following agreements. The purpose of the modifications is to add funds to continue operations through June 30, 1990. At the recommendation of the Prison Board, Chief Clerk requested authorization to advertise for bids for the renovation and construction of the entrance way to the Jail. Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids for the renovation and construction of the entrance way to the Jail as per above. Chief Clerk presented to the Board for their consideration and approval a Letter of Intent to be submitted to the Pennsylvania Board of Probation and Parole for participation in the 1990 Grant -in -Aid Program. Chief Clerk presented to the Board for their consideration and approval the CYS Annual Plan and Budget to be submitted to DPW for FY1990-93. It was noted that a public hearing will be held on December 20, 1989, to accept comments on the plan. Authorization for up to four staff members of Children & Youth to attend training seminars sponsored by Three Rivers Adoption Council (TRAC) (0) 2.
