PALUSO, COMMISSIONERS E Minute No. 278 Washington County Commissioners Washington, PA, December 21, 1989 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit and Gary Gilman, Executive Assistants; Lou Lignelli, Director of Administration; Barb Davis, Administrative Assistant; Phil Garrow, Publications and Information Coordinator; Linda Hands; Clerk -Steno II; Coroner Jackson; Dave Suski, JTPA Director; Terri Bartosh, Coordinator, and Bob Sliman, Assistant Coordinator, DUI/Seatbelt Program; Lee Hanawalt, LMA Day Care Coordinator; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; and Pete Skirchak, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 277. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 277 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Terri Bartosh, Coordinator of the DUI Program, announced that the New Year's Eve Take a Taxi, Not a Life Program, sponsored by WPXI-TV Channel 11, West Penn AAA and the Allegheny County Chapter of MADD, has been extended to Washington County. She explained some details of the program which offers free cab rides home for people who have had too much to drink from 11:00 p.m., December 31, 1989, until 6:00 a.m., January 1, 1990. Lou Lignelli, Director of Administration, presented to the Board for their consideration and approval agreements with the following sixteen (16) Day Care providers for the provision of day care services to eligible clients for the period of January 1, 1990, through June 30, 1990: Wee Care Day Care, Inc. Monessen, PA YMCA Washington, PA Lee Hanawalt, LMA Day Care Coordinator, explained the details of this program for which Washington County has been selected by DPW as one of the twelve demonstration sites. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing agreements. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bids for Kitchen & Housekeeping Supplies for Washington County for the period of January 1 through June 30, 1990, be awarded to the following vendors for the "per unit" costs submitted in their bid proposals: AGF Janitorial Supplies, Pittsburgh, PA Airkem-Airwick Tri-State, Inc., Pittsburgh, PA A-Z Janitorial Supply, Washington, PA Jack Frye Sales & Service, Clairton, PA Joseph Gartland, Inc., Gloucester City, NJ Kraft/Behrhorst, Bridgeville, PA Marston Industries, Inc., Philadelphia, PA West Penn Chemical Supply, Pittsburgh, PA Solicitor Bassi noted that all awards are made to the lowest bidder on the "per unit" cost, except for one item. Item #58 is specified a C-fold towel. West Penn Chemical, the low bidder, bid a multi -fold towel which does not meet the required dimensions. Therefore, this item should be awarded to Kraft/Behrhorst, the next lowest bidder. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above to the proper vendors; these being the lowest responsible bids received in accordance with specifications. Kraft, the low bidder on these items, provided liners during the previous bid period which are very, very thin and the senior citizens centers were forced to use three liners together. Therefore, these items were not awarded to Kraft/Behrhorst. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above to the proper vendors; these being the lowest responsible bids received in accordance with specifications. Solicitor Bassi recommended that the bid for the Monitoring Service for the Washington County Jail be awarded to American Monitoring Sales Corporation of Media, Pa., for a three-year contract at a total cost of $47,632.50 ($15,877.50 per year). The total yearly cost includes the cost of five (5) units. The county has the option during the term of this contract to lease additional units as needed at the following costs: Leasing 1 - 9 units: $8.70 each Leasing 10 - 49 units: $7.70 each Leasing 50 - 100 units: $6.95 each Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the only bid received in accordance with the specifications. Solicitor Bassi recommended that the bids for the furnishing and delivering of Printed Forms II be awarded to the following vendors for the "per unit" costs submitted in their bid proposals: Arnold Corporation, Uniontown, PA L. K. Graphic Communications, Belle Vernon, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Solicitor Bassi recommended that the bids for the Collection and Disposal of Solid Waste continue to be tabled for review and that the Board authorize the re - advertising of bids for locations for which no bids were received (Ten Mile, Cross Creek, Vestaburg and Claysville). Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids for the Collection and Disposal of Solid Waste as per above; and authorizing the Chief Clerk to re -advertise for bids for certain locations for which no bids were received as per above. Relative to the JTPA, Chief Clerk presented to the Board for their consideration and approval an agreement with Duff's Business Institute for the purpose of providing the completion of paralegal training for two participants. The two participants had been enrolled at Computer Systems Institute. Computer Systems Institute will cease operations on January 10, 1990. The amount of the contract with Duff's will be $9,600.00. The term of the agreement will be from January 2, 1990 through June 30, 1990. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing agreement. Chief Clerk presented to the Board for their consideration and approval an Agreement between the Washington County Department of Human Services, Washington -Greene Community Action Corporation, United Way of Washington County, and Washington and Jefferson College to conduct a community needs survey at a cost of $6,000 to Washington County. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a request to approve a proposal from Medical Life Insurance Company for the provision of employee group life insurance at the rate of 23 cents per thousand for a one-year period, effective January 1, 1990. Moved by Mr. Paluso, seconded by Mr. Petrosky, accepting the proposal from Medical Life Insurance Company as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval a Subgrant Agreement with the Pennsylvania Commission on Crime and Delinquency for funds in the amount of $15,976.00 for the Crime Victim/Witness Assistance Program for the period of January 1, 1990, through December 31, 1990.
