Washington County Commissioners
Washington, PA, December 28, 1989
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit, Executive Assistant;
Lou Lignelli, Director of Administration; Kevin Humble, Budget Director; Mike Prascak,
Director of Information Systems; Phil Garrow, Publications and Information Coordinator;
Linda Hands; Clerk -Steno II; Wayne Fleming, Director of Revenue; Dave Suski, JTPA
Director; Floyd Laubham, Planning Commission; Shari LeVine, Director of Public
Relations, Central Blood Bank; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA;
Pete Skirchak, Herald Standard; Vincent Ponzio, WESA Radio; and Xiang, guest.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and noted that approval of Minute No. 278 would be held in abeyance.
SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation designating January as "Volunteer
Blood Donor Month".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Shari LeVine, Director of
Public Relations, Central Blood Bank.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Collection and Disposal of
Solid Waste for the period of 1/1/90 - 12/31/92 for the following locations be awarded:
Airport - Chambers Development, Pittsburgh, PA
Total - $2,448 for a three year period
Cross Creek Park - Chambers Development, Pittsburgh, PA
Total - $1,872 for a three year period
Mingo Park - Blackburn Sanitation Company, Inc., Donora, PA
Total - $19,752 for a three year period
Solicitor Bassi also recommended that the bids for Collection and Disposal of
Solid Waste for the Courthouse, Courthouse Square, Jail and Washington County Health
Center locations be rejected and re -advertised.
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids for the
Collection and Disposal of Solid Waste for the locations as per above, these being the
lowest responsible bids received in accordance with specifications; also, rejecting the
bids for the Courthouse, Courthouse Square, Jail and Washington County Health Center
locations, and authorizing the Chief Clerk to re -advertise for bids for these
particular locations.

Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing extensions to the
current agreements with Chambers Development an a month -to -month basis for the
Collection and Disposal of Solid Waste for the Courthouse, Courthouse Square, Jail and
Washington County Health Center locations.

Solicitor Bassi recommended that the bids for Meat and Produce for the month
of January be awarded as follows:
Meat
Green Valley Packing Company, Claysville, PA
Kraft/Behrhorst, Bridgeville, PA
Jarrell & Rea, Pittsburgh, PA
REMARKS: Solicitor Bassi noted that Shane Meat Company withdrew their bid on Friday,
December 22, 1989, due to non-payment of bills from October, 1989.
Produce
Total bid be awarded to Paragon Foods as they have requested
only to be considered if they receive the bid in total.
Paragon Foods is approximately $500 lower in total on the same
items bid by Kraft/Behrhorst, the only other bidder on the
produce, and Paragon Foods is able to provide more items than
Kraft/Behrhorst.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per
above; these being the lowest responsible bids received in accordance with
specifications.

Solicitor Bassi recommended that the bids for the Tube Feeding Supply/Medical
Program for the Washington County Health Center for the period of January 1, 1990
through December 31, 1992, be awarded to Health Care Concepts, Inc., of Greensburg,
Pa., this being the lowest bid in total.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the lowest responsible bid (in total) received in accordance with
specifications.

Motion carried unanimously.
Solicitor Bassi recommended that the bids for Two (2) 1990 Four -Wheel Drive
Crewcab Trucks for the Liquid Fuels Department continue to be tabled for review.
Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids
as per above.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Gypsy Moth Suppression Agreement with the Pennsylvania Department of Environmental
Resources whereby the County will pay DER at the rate of $4.00 per acre for 163 acres
that have been approved for treatment, for a total cost of $652.00.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Gypsy Moth
Suppression Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with J. R. Kruppa and Associates for the provision of speech
therapy services at the Washington County Health Center. The Addendum provides for an
increase in the hourly rate from $20.00 per hour to $25.00 per hour, effective
January 1, 1990.

Chief Clerk presented to the Board for their consideration and approval a Tax
Levy and Appropriation Resolution fixing the tax rate for the year 1990 at 12.1 mills
for general County purposes, 2.1 mills for debt purposes and 4.0 mills for personal
property; and appropriating specific sums estimated to be required for the specific
purposes of the County government for the year 1990.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the Tax Levy and
Appropriation Resolution for the year 1990 as per above.

b. Salary Board Reorganization Meeting will be held at
11:00 a.m. on Tuesday, January 2, 1990
C. County Offices will be closed on Monday, January 1, 1990, for the New
Year's holiday
