Minute No. 282
Washington County Commissioners
Washington, PA, January 18, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit, Executive Assistant;
Barb Davis, Administrative Assistant; Linda Hands; Clerk -Steno II; Dave Suski, JTPA
Director; Phil Garrow, Publications and Information Coordinator; Kathi Warco, Observer -
Reporter; and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:00 a.m. and entertained a motion to approve Minute No. 281.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 281 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Agreement with "Up With Children" of McMurray, Pa., for the provision of day care
services to eligible clients for the period of January 1, 1990, through June 30, 1990s
Agreement.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Agreement with Try Again Homes, Inc., for the purpose of providing counseling services
to adolescents through the Juvenile Probation Office under the Pennfree Drug & Alcohol
Grant for the period of 4-9-90 through 12-31-90 in the amount of $28,063.00.
Agreement.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing

Motion carried unanimously.
Chief Clerk requested authorization to advertise for bids for the following:
1. Three additional FAX machines (Two for Emergency
Services and one to replace the outdated machine
located in Domestic Relations)
2. Casebinders for various offices
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented to the Board for their approval and ratification a
Grant Application submitted to the Pennsylvania Commission on Crime and Delinquency in
the total amount of $26,662.00 for the Electronic Monitoring/Home Detention Program.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving and ratifying
submission of the Grant Application as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval the
following travel requests:
(R) 1. Deputy Sheriff James A. Stefan to attend the Pennsylvania State
Police Training Course at Greensburg, Pa., on March 19 to
June 20, 1990
(R) 2. Dawn Miller, Kathy Belleno and Marsha Dykins of the Health Center to
attend a CPR Training Course at the Mon Valley Community Health
Center on January 25-26, 1990
(0) 3. Cindy Zibrida, Patty Alterio, David Talpas and Bob O'Hare of Adult
Probation to attend a quarterly meeting of the Pennsylvania
Association on Probation, Parole and Corrections in Monroeville,
Pa., on January 24, 1990

Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel
requests and authorizing payment of all necessary expenses related thereto.

ANNOUNCEMENTS
Chief Clerk announced that a meeting of the Sinking Fund Commission will be
held on Thursday, January 25th.
10:10 a.m. - Meeting recessed.
(Deputy Controller Paul Amic and various bidders were in attendance for the bid
openings.)
10:30 - Meeting reconvened for the purpose of opening bids.
Controller Belcastro opened and read the following bids:
