Washington, PA, January 25, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Gary Gilman, Executive Assistant;
Coroner Jackson, Roland Bourke, Executive Director, Redevelopment Authority;
Representatives of Business Records Corporation; Barb Davis, Administrative Assistant;
Linda Hands; Clerk -Steno II; Dave Suski, JTPA Director; Phil Garrow, Publications and
Information Coordinator; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Pete
Skirchak, Herald Standard; Jim Roberts, WKEG; and Ray Williams, interested citizen.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 282.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 282 be
approved as written.

SPECIAL ORDER OF BUSINESS
Roland Bourke, Executive Director of the Redevelopment Authority, presented
to the Board for their consideration and approval a Resolution approving the
Redevelopment Area Plan and the Redevelopment Proposal for the Weirich Avenue
Redevelopment Project in the Township of Canton.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.

Solicitor Bassi recommended that the bid for Duplicating Paper for the period
of February 1, 1990 through January 31, 1991, be awarded to Xerox Corporation of
Pittsburgh, Pa., for the per pallet costs as submitted in their bid proposal.

Solicitor Bassi noted that bids for the Collection and Disposal of Solid
Waste for the following two locations were advertised twice and no bids were received.
Therefore, in accordance with 73 P.S. Section 1641, he recommended that the Board
authorize the agreements for the following locations:
Location: Cross Creek Senior Citizens Center
Contractor: Revo Disposal, Inc., of Pittsburgh
Amount: $900.00 (3-year period, 2-1-90 through 1-31-93) - Year 1 - $300.00

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval
Change Order No. 1 to the contract with Calah Construction Corporation relative to the
Washington County Health Center Canopy Roof Repairs and Replacement Project. The
Change Order increases the contract price by $2,875.00 and is for additional work
involving coating of the underside of the canopy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Change Order as
per above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
proposal from KPMG Peat Marwick of Pittsburgh, Pa., for the purpose of providing
various public accounting services to the Controller's Office for an amount not to
exceed $50,000.00 plus out-of-pocket expenses. (See Minute No. 280 dated 1-4-90,
p. 304, for further reference.)

Chief Clerk presented to the Board for their consideration and approval
submission of the Washington County Human Resources Development Plan to the Department
of Public Welfare, Office of Planning and Evaluation, for its review and approval. It
was noted that this Plan includes two separate allocations - (1) Department of Aging
allocation of $6,742.00; and (2) DPW allocation of $71,803.00.

HRD Plan as per above.

Chief Clerk requested authorization to advertise for bids for two used
duplicating machines. These are the two machines which the County is currently leasing
under State Contract #k3610-01 which expires February 24, 1990. It was noted that the
State Contract requires that the County solicit bid proposals from all interested
vendors if the County decides to exercise the purchase option of the equipment.

advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with Washington -Greene Community Action Corporation relative
to snow removal services by the Washington County Health Center. The Addendum modifies
the agreement to include the spreading of snow melting chemicals in the areas plowed
and increases the fees from $25.00 per day to $45.00 per day, effective January 1,
1990.

Agreement between Washington County, through the Juvenile Probation,.Office, and Try
Again Homes, Inc., for the purpose of providing counseling services to adolescents
under the Pennfree Drug & Alcohol Grant Program for the period of 4-9-90 through
12-31-90 in the amount of $28,063.00.

Relative to the JTPA Program, Chief Clerk presented to the Board for their
consideration and approval a Rental Contract with Polar Water Company of Pittsburgh,
Pa., for the provision of "bottled water service" at the Greene County Job Training
Office. The contract term is July 1, 1989 through June 30, 1990, and continues
thereafter on a month -to -month basis. The contract amount shall not exceed $500.00 per
fiscal year.

as per above and authorizing the Chairman of the Board to so execute.

A bid bond in the amount of 10% accompanied the bid.
REMARKS: Commissioner Petrosky commented that in view of certain changes that may occur
relative to the computerization of the Recorder's Office and speculation of
new available technology, the County may want to explore the possibility of
implementing new technology as opposed to the current process being utilized.
In light of this, he recommended that the Board reject these bids until
further study is completed and that the current contract remain in force until
such time as a final decision is made. Discussion followed. Commissioner
Paluso suggested that instead of rejecting the bids, the Board table them so
that the matter can be legally reviewed.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that the foregoing bids be
tabled for further review.
